About this file

This document is the Past Performance Volume (Volume II) instructions for a firm-fixed price, indefinite delivery/indefinite quantity contract solicitation issued by the Department of Defense Education Activity (DoDEA) for Camp Lejeune Safety Aides and Safety Attendants.

The solicitation requires the offeror to submit at least one recent (within the last three years) and relevant past performance reference for the prime contractor and any subcontractors. To be considered relevant, the past performance must demonstrate experience with the scope, magnitude, and complexity of the required services, which include transporting special needs students, providing bus monitors and safety aides, managing personnel, responding to incidents, providing training, and effective communication. Offerors without any past performance must still submit a proposal stating that past performance is unavailable. The summary describes the evaluation criteria for determining the relevancy and quality of the past performance references.

Past Performance Volume Instructions

Failure to submit a Past Performance Proposal (Attachment 3) will result in noncompliance. In the event the Offeror does not have any past performance record, the Offeror shall still submit a Past Performance proposal with a statement that past performance is unavailable.

The Offeror shall submit at a minimum of one (1) recent past performance for the prime and one (1) for the subcontractors/teaming contractor (performing as the Prime on that effort) to determine the recency, relevancy, and quality of the Offeror’s performance. To be recent, the effort much be on-going or must have been completed within the last three (3) years by the closing date/time of this solicitation. To be relevant, the Offeror must demonstrate that performance that performance involved similar scope and magnitude of effort and complexities this solicitation requires. The relevancy analysis will focus on if the Offeror has provided bus transportation services similar in scope, magnitude of effort and complexities as follows:

Scope: Refers to the type of work performed in the Offeror’s past performance reference when compared to the type of work required in this solicitation. The type of work required is for student transportation services.

Magnitude of Effort: Refers to the size (e.g., currency/dollar amount, personnel, vehicles) of an Offeror’s past performance reference. The Offeror’s past performance reference will be compared to the Government’s estimated amount to perform the work required in the PWS.

Complexity: Refers to the level of complication of an Offeror’s past performance reference. The level of complexity will be compared to the Government’s estimated complexity level. The following factors will be considered for each past performance reference to determine whether each reference is similar in complexity.

1. Transporting a special needs student with a Safety Aide and providing an appropriate vehicle for special needs students from their designated stop to their school, and vice versa.

1. Providing Bus Monitor, Safety Aide and/or Safety Attendant services on the school bus during runs.

1. Appropriately managing personnel (i.e., Responsiveness to deficiencies and performance issues and making timely corrections. Taking a proactive approach when known performance issues may hinder mission requirements).

1. Responding to incidents and accidents in regards to transporting students on the bus.

1. Providing, tracking, and reporting required training.

1. Providing timely and accurate reports and other contract deliverables.
