About this file
This document is a Questions and Answers summary for Invitation for Bid (IFB) Number 24C314004 from the Department of California Highway Patrol regarding ceiling mounted heater replacement services at the CHP Golden Gate Air Operations Unit. The project involves installing five new commercial-grade gas heating units that must be both Energy Star certified and Title 24, Part 6 compliant. The document confirms that while brands other than Sterling will be accepted, they must be energy star certified and compatible with existing plumbing and electric systems.
The document clarifies several operational aspects of the project: the contractor is responsible for obtaining all necessary permits and associated fees from Napa County Building Department; CHP will move smaller items from under the heaters except for a large compressor in the main hangar; and CHP will provide adequate space for scissor lift access by relocating planes and helicopters during daylight hours when weather permits.

SUMMARY OF QUESTIONS AND ANSWERS
FOR
INVITATION FOR BID - NUMBER 24C314004
CEILING MOUNTED HEATER REPLACEMENT SERVICES
CALIFORNIA HIGHWAY PATROL
GOLDEN GATE AIR OPERATIONS UNIT
In reviewing Exhibit A "Scope of Work", Section 5.B states the requirement to "Install five (5) like for like new commercial grade Energy Star rated ceiling mounted gas heating units..."We are researching the availability of gas-fired unit heaters with Energy Star certification that meet the project requirements. I see in the requirements that units must be Title 24, Part 6 compliant. To ensure we can provide compliant equipment, we would like to request clarification on this requirement. Would the California Highway Patrol please:
1. Confirm if Energy Star certification is a mandatory requirement
1. Clarify if it is necessary that energy efficiency standards of Energy Star rating and the Title 24 , Part 6 compliance both must be met?
Yes, as stated in the Scope we will be requiring Energy star certified equipment along with Title 24, part 6.
3. Will a permit from the Napa County Building Department be required for this project?
As stated in the contract, contractor is responsible for all permits and associated fees for this project.
4. Will the CHP equipment and materials on the floor under the unit heaters be moved out of the way by CHP personnel?
CHP will be moving all smaller moveable items from under the heaters except for the large compressor in the main hangar.
5. Will a pathway around CHP equipment (planes, helicopters etc.) be provided to accommodate a scissors lift to maneuver to the heater locations?
There will be ample room for a scissor lift. The CHP (weather permitting) will be able to move some of the planes and helicopters to other areas during the daylight hours.
6. Is Sterling the only Make (Brand) of equipment allowed for this project or can a substitute of the same specifications be proposed?
As specified in the contract, we will accept other brands as long as they are energy star certified and are a like for like product that is compatible with the existing plumbing and electric.
