About this file

This document is an Amendment #2 Questions and Answers (Q&A) for Solicitation 246-25-Q-0070, relating to a 1.5T Open Bore MRI procurement for the Lawton Indian Hospital. The Q&A addresses several technical specifications and installation details, with key points including clarification that construction work will be completed by the General Contractor currently working on the hospital's expansion project, and the equipment vendor will be responsible for typical installation items.

The Government Furnished Items section specifies numerous site preparation requirements, such as scan room parent walls being framed by others, scan room slab being poured by others to meet vendor specifications, control and equipment rooms being constructed prior to contractor arrival, and various infrastructure provisions like HVAC systems, medical gas lines, and utility access. The vendor raised questions about specific technical requirements, including gradient system cooling, chiller specifications, UPS runtime, remote system access, and coil channel configurations, though the government response indicates that specifications will not change and must be met or exceeded as originally solicited.

AMENDMENT #2

QUESTIONS AND ANSWERS. Q: Please explain what is meant by “done by others” in the below.

The Indian Health Service is currently having a major expansion and renovation project for the Lawton Hospital. The “by others” is the construction contractor completing this work.

Q: Is all work below being completed by Lawton’s General Contractor?

All construction type of work will be completed by the General Contractor currently working on the expansion project. Installation will cover those items that inherently must be completed by the equipment vendor.

Q: There is reference to this being a turnkey proposal, please indicate if a site walkthrough will be allowed and if the Vendor is allowed to provide work by their General Contractor of Choice? If the scope is for standard install only, please confirm the Vendor is not responsible for Turnkey work in their offer.

A proposal should include sufficient detail to ensure installation items that are equipment vendor responsibility on a typical installation. Upon acceptance of a proposal and award of a contract the Indian Health Service will coordinate installation details with General Contractor and design Architectural/Engineering Firm on the expansion project.

6. Government Furnished Items

The use of owner’s facilities and utilities shall be permitted during installation.

• Scan room parent walls will be framed by others.

• Scan room slab will be poured by others and meet vendor’s specifications for levelness and thickness.

Additionally, the slab will be recessed to accommodate the RF shield cell panel floor.

• Control and Equipment rooms will be constructed by others prior to contractors’ arrival at the site.

Including finishes, lighting, doors/frames, cabinetry, receptacles, lighting, low voltage, etc.

• MRI chiller will be located on a new concrete pad directly outside the MRI Equipment room.

• All work will be performed during normal working hours (Monday thru Thursday, 7:00AM to 5:00PM).

• HVAC system for the Scan, Control, and Equipment rooms will be provided by others prior to arrival at the site. HVAC system meets vendor’s temperature and humidity specifications.

• HVAC supply/return ductwork (for tie‐in purposes) will be provided by others within 10’0” of the MRI suite.

• Oxygen, air, and vacuum medical gas lines (for tie‐in purposes) will be provided by others within 10’0” of the MRI suite.

Q: We would ask that these requirements be opened up to align with the needs of the system quoted.

Specifications will not change. Must meet or exceed all specifications requested in the solicitation.

- Water – cooled gradient system – Please open to water or Air

- 60kW/75W separation cabinet - please change to dedicated chiller and bypass system to match system requirements.

- 63kW chiller – please change to dedicated chiller and bypass system to match system requirements.

- UPS 21 minutes full load/48- minute half load – Is the requirement for a full UPS? If so, please change run time to 7 minutes. If a partial UPS is desired, please change to enough time to shut down and remove patient

Remote access to the system for planning and processing:

-Is the requirement to have full remote access to the system for remote Technologists to assist in patient scanning? Or is the requirement for a post- processing workstation?

180 channel coil elements that can be connected simultaneously:

-This is a vendor- specific specification that does not directly relate to clinical utility. We would ask that the requirement is changed to the number of actual A/D converters or RF channels that can be used simultaneously (i.e. 48 channels)
