About this file

This document contains a Questions and Answers file for a water line extension project in Pawhuska, Oklahoma, issued by the Indian Health Service. The Q&A addresses three specific contractor concerns: (1) tapping a 50-year-old cast iron main, with the city offering to perform the 2-inch tap, (2) clarifying the location and extent of a nearby sewer line, and (3) relocating a flush hydrant to a more suitable location before a property fence. The related federal contract opportunity is a 100% Indian Owned set-aside solicitation (RFQ 246-25-Q-0042) under NAICS code 237110, with an estimated award under $25,000.

The solicitation requires contractors to furnish and install a water service extension and line, with a 60-day performance period from Notice to Proceed. Key dates include an official site visit on March 25, 2025, questions due by April 2, 2025, and quote submissions closing on April 14, 2025. Submission requirements include a firm fixed-price quote on SF18, technical specifications, two relevant past performance references, and an Indian Economic Enterprise Representation Form. Quotes will be evaluated on an acceptable/non-acceptable basis, ranked by price, and awarded to the lowest responsive and responsible offeror meeting all technical specifications.

Contractors questions and answers:

1. I am not comfortable with tapping a 4 inch cast iron main that is probably over 50 years old.

I have seen them crack very easily and then you have problems. I would feel more comfortable furnishing the material and letting the city tap it themselves. If there are any problems that occur IHS and the contractor would not be held liable.

Answer: The city can do the 2-inch tap for any contractors wary of the existing main. They may contact the Utility Director Jerry Eubanks, 580-227-7557, for pricing. The contact for the City listed on the plans, Brandon Wallace, no longer works at the city.

2. It is to my understanding that there is a Sewer line running parallel with the Gas line. I would like to know the size of the sewer and how deep it is. For the safety of the drinking water.

Answer: The sewer main that IHS suspected crossed Littlewing at approx. STA 1+90 doesn’t go that far. It terminates approx.. 175 ft south of the project area.

3. I see on the map that the Flush Hydrant is located in the front yard of a house. There also appears to be TWO telephone poles in this same area. It is my recommendation that we set the flush hydrant before the fence at the property and then extend the water line where the stopping point is on the map. Answer:IHS agrees with recommendation to move the flush hydrant. A revised Sheet 3 is attached
