Questions and Answers for Modular Building 5-24-2021:
1. Pg 5 Section IV.3.a: Is the minimum required number of exam rooms 8 as stated in sentence 1 or 12 as stated in sentence 2 (4 groups of 3 exam rooms & 1 screen room?
· Please correct section IV.3.a. Building shall have a minimum of eight (8) exam rooms, eight (8) screening rooms, and one (1) procedure room. Rooms to be divided in to four (4) patient-care areas (2 exam, 2 screening) with the procedure room centrally located. The exam and screening rooms will have one staff station in each room.
2. Pg 7 Section IV.5.b: Is vinyl covered gypsum board acceptable for wall finishes in all areas other than procedure room and wet areas?
· SOW states: Section IV.5.b. Wall finishes shall be protected by wall protection (FRP, wall cladding, etc.) in all areas. No paint textured drywall allowed unless approved by COR.
Answer: “Commercial-grade vinyl wallpaper” covering gypsum board is type of wall protection that is acceptable but if used, other additional wall protection would be required such as chair rails to protect the walls. FRP or other type of wall cladding is preferred at least 4’H. Examples noted on the SOW in Section IV, 5.b are just examples of wall protection.
3. Being a multi-modular building the most pitch we will be able to get with a metal roof is ¾”/12”. This is due to shipping regulations. If you want more of a pitch it will have to be done onsite by a roofing contractor. Please advice on how you will handle?
· ¾” every 12” for slope for entire roof is acceptable in order to meet transportation height restrictions from the Texas Department of Transportation, Oklahoma Department of Transportation, and other state transportation department requirements.
4. How are you going to be able to compare sent proposals if one contractor prices using the minimum square foot size and one uses the maximum square foot size?
· Answer (Sean Long):
Best Value (see criteria below)
- Price will evaluated on a total award amount.
- Technical Specifications. The contractor shall submit a sheet of the technical specifications of the building that meet or exceed the specifications contained herein.
Evaluation will be on items 1 through 15 of the specifications Contractor shall submit details on items 1 through 15 of the specifications
- Delivery Schedule – The contractor shall provide a delivery schedule outlining delivery within 90 days ARO. The contractors shall submit a contingency schedule showing the manufacturing and delivery process to ensure delivery within in 90 days.

Proposal Submission Requirements: Proposed Building Layout Cut Sheets for Technical Specifications A/C manufacture to include size and specifications Proposed Hot Water Tank Electrical Panel Size and location Site Installation Requirements Skirting Material
Technical and delivery are more important than price and past performance when combined
5. FRP can be used throughout the building not just in the restrooms. Would a smooth FRP, with color options, be acceptable in lieu of VCG?
· Yes, preferred method. FRP can have a mild texture. If VCG is to be used, entire wall must be covered with FRP preferred up to 4’H.
6. You mention in the specifications the wall protection. Do you mean corner guards or chair rails?
· Outside corner guards required on all corners. No clear material guards allowed. Chair rails are not needed if installing FRP or other wall-protection material that is the same color throughout. If commercial-grade vinyl covered gypsum is used, chair rails would be required.
7. Is D1 keyed cylinders required?
· Yes
8. Where are the locations for the hydraulic door closers?
· Where required by NFPA (rated walls, hazardous rooms, etc.), exterior doors, and restrooms.
9. Do all interior doors need kickplates? If not, please tell us which doors.
· Yes, for all interior doors. There are kickplate height restrictions for smoke barrier (48” max) and fire-rated (16” max) doors per NFPA 80, 101, 105.
10. The solicitation refers to the NFPA. Which National Fire Codes pertain to this solicitation? There are over 300. Listed is 101, 70, and 99. Are those the only ones?
· Only as applicable. NFPA 10, 70, 80, 90A, 99, 101 (Chapter 38 and referenced base chapters), 105.
11. “For additional reference: IHS A/E Design Guide 2019: https://www.ihs.gov/sites/des/themes/responsive2017/display_objects/documents/IHS_Architect_and_Engineer_Design_Guide-508-V1.pdf”. You state “For additional reference” Are you asking us to meet the specifications set forth in IHS A/E Design Guide 2019?
This requirement has typically been waived for modular, and specifically for a project that is critical path with time being of the essence. Can you confirm if a waiver will be available on this document?
· The referenced Design Guide is for referencing typically used codes and guidelines used by the Indian Health Service AS A REFERENCE ONLY. Not all codes will be used as they may not apply. This clinical building will be subject to CMS and The Joint Commission survey and accreditation requirements for patient-care activities so parts of the CAMH Environment of Care and Life Safety may apply for ambulatory care sections. For building construction codes, the State of Oklahoma accepted building codes is allowed to be used except for the IHS A/E Design Guide reference to National Fire Codes used exclusively for determining life safety requirements such as NFPA 10, 80, 90A, 101, and 105. Other standards, codes, and guidelines referenced is FGI Guidelines for Outpatient Facilities, International Building Code, International Mechanical Code, ABA, ASHRAE 170, 62.1, 62.2, 111, International Plumbing Code. Basic commissioning methods are expected for building utility systems. As a general note, design prints are expected for review, comment, and acceptance that follows at least 65%, 95%, and 100% submittals before construction begins with as-built prints provided after installation. We will coordinate room numbers after award. Other than this, most of the A/E design guide is reference only as a general guide for codes and print submittals, and will not be enforced on this project.
12. Item 2d. Requires compliance with FGI Guidelines for Design & Construction of Outpatient Facilities - 2018 edition. Do these Guidelines apply to this type of clinic? If so, please provide the applicable FGI Guidelines.
· Yes, as a guide. The general requirements for outpatient clinics need to be met within reason per 2.1 Common elements for Outpatient Facilities. Most of Section 2.2 requirements are provided by the main building or rest of the campus. We have already provided the minimum room size acceptable for exam, screening, and procedure rooms that are slightly smaller than FGI. Rooms not mentioned in the solicitation are not required. Ventilation references ASHRAE 170-2017 but we are being accredited to ASHRAE 170-2008, so the 2008 edition is enforceable. Electrical receptacles required in exam/treatment and procedure areas Table 2.1-1, sound-attenuation between rooms, Common elements for exam/treatment, Procedure Rooms Table 2.1-4. No nurse call is required, fire alarm system by others.
13. What Type of foundation system is anticipated for this building? That will determine whether a crane will be needed to install the building.
· The manufacturer’s recommended installation type for concrete-blocked piers on non-concrete surfaces capable of supporting the weight of the building at full capacity. No poured concrete foundation will be installed. If this is in contradiction to the minimum manufacturer’s recommended installation method, the manufacturer’s recommended installation method will be met at a minimum.
14. Under evaluation, proposal submission requirements, last item states “Skirting Material”. Section IV Minimum Requirements #15 states “No skirting or trim required. Please clarify.
· No skirting is required. The building will have brick installed to match administration building with EIFS up to roof line, so building should be prepped for EIFS system to attach to exterior walls.
15. Item 3a. The numbers don’t add up. Is it a total of (8) exam rooms with (2) in each of four areas? Or is it a total of (12) exam rooms with (3) in each of four areas?
· Building shall have a minimum of eight (8) exam rooms, eight (8) screening rooms, and one (1) procedure room. Rooms to be divided in to four (4) patient-care areas (2 exam, 2 screening) with the procedure room centrally located. The exam and screening rooms will have one staff station in each room.
16. Item 3c. How many SF are required for the small medicine room, and how many lineal feet of upper and lower cabinetry?
· 64 square feet minimum. Upper and lower cabinetry along entire wall. Sink is required, so again no storage capability under sink.
17. Item 3f. How many people would they like to seat in the waiting room?
· 1.5 people for every patient room, so 16 x 1.5 = 24 per FGI Guidelines Outpatient Facilities-2018 Table A 2.1-a. If this is not possible, state maximum amount available.
18. Item 3i. How many people would they like to seat in the break room?
· 13 (1/2 of expected amount of building staff) max.

· If the State of Oklahoma observes SMACNA, then yes, but otherwise no but best practices should be observed.
31. Will the HVACs require any HEPA filtration?
· No, not unless your proposal includes a room that requires one by code.
32. The SOW states electrical panels to be 100 to 200amps – can you clarify what size will be provided?
· Section IV.9.a. is a general reference and is not mandatory. Electrical sizing and number of electrical panels is to be based on meeting design requirements for electrical loads for the overall building and not to individual modular sections.
33. Is the secondary from the utility transformer to our MDP by others? – If not, what distance should we allow for it?
· By others.
34. Do you need an IT/Data Comm Room?
· No. Individual IT data cabling from the nearest server room will be provided by others.
35. Do the screening rooms need a sink and upper/lower cabinets?
· Yes. Same requirement for exam rooms, procedure room, med room.
36. Is the staff station the same area as the small table/desk work surface or are these separate areas?
· Yes
37. Is there a size requirement for the waiting room or a minimum number of people that the room should fit?
· 1.5 people for every patient room, so 16 x 1.5 = 24 per FGI Guidelines Outpatient Facilities-2018 Table A 2.1-a. If this is not possible, state maximum amount available.
