The City intends to award a contract to Salem Softball Umpires Association on a sole source basis under the City's Public Contracting Rules. The service procurement has a first date of public notice of March 4, 2025, with an anticipated award date of March 11, 2025. The contract is structured as a five-year renewable agreement, indicating a long-term commitment to maintaining umpire services for the City's recreational sports programs.

The contract is valued at $40,000 annually, resulting in a total potential value of $200,000 over the five-year initial term with renewal options. The City's determination that these services are available from only one source is subject to protest by affected persons, who must submit written protests with a $500 certified check or cashier's check to the City Manager's office within seven calendar days of the first date of public notice. Protests must include detailed legal and factual grounds, supporting evidence or documentation, a description of resulting harm to the protesting party, and the relief requested. The sole source justification and associated documentation supporting this procurement method are referenced in the City's adopted Public Contracting Rules.
