About this file
This is a Letter of Interest (LOI) from Washington County Disability, Aging and Veteran Services (DAVS) seeking contractors to provide chore/cleaning services for older adults and people with disabilities. The scope includes muck outs, deep cleaning, biohazard cleaning services, and removal/disposal of furniture and appliances. Contractors must demonstrate extensive experience working with older adults and people with disabilities. The LOI was released on March 4, 2025, with questions due by March 10, 2025 at 2:00pm and submissions due by March 13, 2025 at 2:00pm. Contractors must comply with criminal history check requirements through the ORCHARDS system and cannot discriminate based on protected classes.
The contract is anticipated to be a five-year agreement with a not-to-exceed amount of $95,000, averaging approximately $19,000 per fiscal year (July 1-June 30) from various federal and state funding sources. The county has maintained a similar contract with a community organization for the past decade, using funds to help individuals avoid eviction, prepare homes for in-home caregivers, and maintain safe living environments. All work requires county approval of cost estimates before service delivery, with any unforeseen circumstances requiring revised estimates for additional approval.

2025.020-LOI CHORE SERVICES LETTER OF INTEREST
Washington County Disability, Aging and Veteran Services (DAVS) is seeking to contract with an organization that provides chore/cleaning services to older adults and people with disabilities.
Chore services can include muck outs, a deep clean of a participants’ home, some biohazard cleaning services, and the removal and disposal of garbage or no longer needed furniture/appliances. Prospective partners who want to submit a letter of interest must have extensive experience working with Older Adults and People with Disabilities and be able to demonstrate said experience upon County request.
Community members served by this contract will be referred by the County to the Contractor and before services may be completed, an estimate must be submitted to the County for approval.
Contractors should honor their estimates but if, after work begins, the Contractor realizes that a job reveals unforeseen circumstances, the Contractor must submit a revised estimate for County approval before completing work that would put the job over the originally approved fee for service.
Contractor and all employees/volunteers must comply with criminal history check rules as stated in OAR 407-007-200 through 407-007-380. Criminal history checks must be submitted through the State Background Check Unit's system, ORCHARDS. Also, contractor cannot deny providing services to any member of the community based oƯ a protected class.
Washington County DAVS has had a chore contract with a community organization for the last decade. This contract has allowed many aging adults and people with a disability to maintain their housing or to stay safe in their home. Funds are usually expended to help someone avoid an eviction, to help someone prepare their home for an in-home caregiver to come in, or to provide a safe environment for the individual to live in.
On average, we have had a total contract amount of around $19,000 per fiscal year (July 1 -June 30) from diƯerent funding sources. Assuming federal and state funding remain stable, we expect to expend the same amount of funds per fiscal year. We anticipate the contract to be written for a five-year period, with a not to exceed amount of $95,000.
