About this file

This document is Addendum No. 2 for the DTMB Mackinac Island Visitor Center Renovations project, issued by MCSA Group on March 5, 2025, for the Department of Technology, Management, and Budget (DTMB) of Michigan. The project involves renovations at 7200 Lake Shore Drive, Mackinac Island, with a construction start date of October 27, 2025, substantial completion by April 10, 2026, and final completion on May 8, 2026. The bid due date is March 19, 2025, at 2:00 pm, with a mandatory pre-bid meeting held on March 4, 2025, via Teams. The addendum updates the project schedule, provides specific Michigan State Historic Park requirements, and includes answers to contractor questions regarding logistics, site access, and fire suppression system management.

The addendum outlines critical site-specific requirements, including waived docking and city fees, seasonal vehicle traffic restrictions, archeological coordination for digging, and staging limitations. Contractors must submit a two-week look-ahead schedule, provide their own porta-johns, and have all materials stored on-site by December 1st. The project requires secure storage units and builders risk insurance. Staging is limited to specific areas, and contractors must restore any damage to turf, walks, or roads. The fire suppression system must remain in service as much as possible, with minimal downtime during renovations. No housing will be provided for the contractor or subcontractors, and all vehicle traffic must be coordinated with park staff in advance.

See the following questions with answers.

1. Q: Just to clarify, the FP contractor shall be responsible for all associated cost from the mainland to the Island for all materials, equipment, tools, manpower, and lodging, correct? Most likely we would need to get in and demo our piping in the restroom areas and come back when all framing is completed (probably after the first of the year).

A: This bid package is for General Construction. Sub-contractors, including FP contractor, to provide their quotes directly to the General Contractors bidding. Scheduling of work will be the responsibility of the General Contractor.

2. Q: Will the fire suppression system need to remain in service during construction? I’m assuming that we can plug off the required openings primarily in the restroom area and place the system back in service just leaving the renovated areas out of service.

A: The system to remain in service as much as possible. It is understood there will be downtimes such as during the replacement of the fire riser. Downtimes should be minimized. Multiple trips etc should be planned to minimize system downtime.
