About this file

This document is an Addendum to RFP #24033 for the Athens-Clarke County Government Jail LED Retrofit Project. The Addendum provides clarification and answers to several questions posed by prospective bidders regarding the project's scope and requirements. Key details include:

The project involves the retrofit of the jail's lighting system to LED technology. The work hours are Monday through Friday, 8:00 AM to 5:00 PM, and the contractor must coordinate any after-hours or weekend work with the Sheriff's Department. The contractor is responsible for providing a tool checklist, arranging background checks for additional crew members, and repairing any damaged light fixtures. The Addendum also clarifies that certain areas and lighting types, such as exterior lights, shower lights, and can lights, are excluded from the project scope. The contractor is required to provide 500 new compatible LED night light kits to repair non-working night lights in sections 1-8 of the facility.

The Addendum further states that no portion of the work can be subcontracted without prior written consent from the Unified Government of Athens-Clarke County Facilities Management. The Unified Government reserves the right to reject any and all proposals and to award the contract based on the highest and best interest of the government.

DATE: January 23, 2024

TO: ALL PROSPECTIVE BIDDERS

FROM: Edward Tulenko, Senior Buyer

RE: ADDENDUM I, “ RFP #24033 Athens-Clarke County Government Jail LED

Retrofit Project ”

Pursuant to “RFP #24033 Athens-Clarke County Government Jail LED Retrofit Project” the following information is provided:

1. QUESTION: Hours Of Operation: Monday – Friday 8am-5pm. If we would like to work on the weekend, what is the notice period to have this in place and what would the times be on a weekend?

ANSWER: As stated in the pre-bid meeting. The contractor that is awarded this project will make all arrangements for after-hours work with the Sheriff’s Department.

2. QUESTION: • Early Start Time: Can we start at 7am, to allow for this time to be used for Tool/Inventory Checks and Access control.

ANSWER: No, as stated in the RFP and the pre-bid meeting, the work hours are Monday – Friday, 8:00 am – 5:00 pm. The contractor that is awarded this project will make all arrangements for any other work hours with the Sheriff’s Department.

3. QUESTION: • Tool Checklist Form: Do you have a tool checklist that we can complete at the beginning and end of each day?

ANSWER: No, as stated in the RFP, this is the contractor's responsibility.

4. QUESTION: • Background Checks: If we need to add additional crew members to the project, what would be the line to have their background check done and cleared?

ANSWER: One day

5. QUESTION: • GA Rebate: Will you be able to share the GA Power Bills for us to process the necessary rebates as requested?

ANSWER: Yes

6. QUESTION: • Active Facility: Due to the facility being an active/occupied facility. Do you have a schedule of what areas should be worked on first?

ANSWER: As stated during the pre-bid meeting, the Sheriff’s Department will determine this.

7. QUESTION: • Inmate Occupied Dorms: Will inmates be moved to different dorms when we are working in a specific dorm? This will be highly advisable, to ensure we clear and clean all areas from debris of old tubes and screws etc.

ANSWER: As stated in the pre-bid meeting, inmates will be locked down when you are working in the large pods. When working in an individual cell, the inmate will be removed.

8. QUESTION: • Lifts: Is there a limit to the number of lifts we can bring into the facility. We are looking at 2 or 3 Max. Will this be fine?

ANSWER: No more than 2 lifts should be brought in. As stated in the pre-bid meeting, make sure the wheels will not damage any of the flooring in the Jail.

9. QUESTION: • Emergency Backup: Is all the lighting on a backup generator as well?

ANSWER: Yes. Also, this was answered in the pre-bid meeting.

10. QUESTION: Several questions pertain to drawings, location etc…

ANSWER: SEE 24033 ADDENDUM I ADDITIONAL DRAWINGS ATTACHMENT

11. QUESTION: Please provide an estimated amount or percentage of damaged lenses that need to be replaced for all bidding parties.

ANSWER: If there are any damaged light lenses in the Jail it would be a low percentage. (Light fixtures in sections 6 and 8 are older but have no damage.) If a vendor damages a light during the job, they are required to repair it before leaving that area. If the vendor comes to a damaged light fixture, we expect the vendor to repair that light before leaving that area.

12. QUESTION: Please provide an estimated amount or percentage of tamper-proof screws that will need replaced.

ANSWER: To the best of our knowledge, Tamper-proof screws are missing or stripped in less than 2% of the light fixtures in the Jail. We expect the vendor to fix or replace any and all missing or stripped screws in a light fixture before leaving an area.

13. QUESTION: Please provide clarification on areas that do not have any fixtures shown on the provided drawings.

o ‘ED4.01’ and ‘EL4.01” the lower right area, possibly known as the 1991 Expansion, doesn’t show any fixtures and references no work to be done in this area.

o Storage areas on ‘EL4.02’ do not show any lighting fixtures.

ANSWER: Attached are modified Jail Drawings ED4.01 and EL4.02. (SEE 24033 ADDENDUM I ADDITIONAL DRAWINGS ATTACHMENT). These drawings show the areas we do not want upgraded to LED. Please leave them off your Bid.

14. QUESTION: Please provide clarification on drawings ‘EL4.01’ and ‘EL4.02’ that only list many of the fixtures as ‘Existing’.

ANSWER: The Lights (marked Existing) on drawing EL4.01 and EL4.02 are 3 bulb T-8 Florescent Fixtures. Please convert all fixtures in this area to LED. We want all fixtures in the building converted to LED except for the designated area listed on drawing ED4.01 (SEE 24033

ADDENDUM I ADDITIONAL DRAWINGS ATTACHMENT)

15. QUESTION: Does ACCUG have a prevailing wage law?

ANSWER: Georgia does not have its own state prevailing wage laws.

CLARIFICATIONS:

1. Exclude all exterior lights from this project. All outside wall packs on the outside of the building and recreation yards will not be replaced in this project.

2. Exclude all shower lights from this project. (Any light in a shower)

3. Exclude all can lights from this project.

4. ACCGov wants to repair all non-working night lights in sections 1-8 with a new compatible, comparable, or the same LED night light. Attached are pictures of the ballast and LED strip that is currently being used. The Vendor needs to price a quantity of 500 new Night Light kits in their Bid. (Compatible, comparable, or the same LED night light we have now.) As the Vendor gets to a night light that does not work, the vendor will repair it out of the 500 lights in their bid. Any lights left over at the end of the job will go to ACCGov stock.

5. According to the RFP, under SUBCONTRACTS: No portion of the work shall be subcontracted without the prior written consent of the Unified Government of Athens- Clarke County Facilities Management. If a portion of the work is approved for subcontracting, the contractor shall remain fully liable and responsible for the work to be done by the subcontractor(s) and shall assure compliance with all requirements of this contract.
