About this file
This is a Request for Proposal (RFP) for replacing the Holcomb Boulevard culvert pipe at MCB Camp Lejeune in North Carolina, with Project No. 24-0041 and Solicitation No. N40085-26-R-9003. The pricing sheet includes four Exhibit Line Item Numbers (ELINs) with separate pricing options: ELIN 0001 covers the primary culvert pipe replacement, while optional line items include ELIN 0002 for supplemental stone base (250 tons), ELIN 0003 for unsuitable soil replacement (500 cubic yards), and ELIN 0004 for ACM pipe removal (200 linear feet).
The RFP requires bidders to submit prices for all line items, with a warning that failure to propose on all items may result in rejection of the offer. The government will evaluate offers by adding the prices for ELINs 0001 through 0004, though this evaluation does not obligate the government to exercise all options. Each ELIN must include all markups such as overhead, labor burden, and profit. The solicitation is dated 7/5/17 and provides a structured pricing template for potential contractors to complete their bid submissions.
