Directors Intent

SAF/SA will shed light through analytics at the speed of relevance across Air, Space, and Cyberspace epitomizing “One Team, One Fight!” by:

Discovering and lead-turning affordable and resilient Joint Force options while imposing costs on adversary strategies Coordinating across the Joint Force and DAF to meet the SecAF’s Operational Imperatives to deter and, if necessary, defeat our adversaries Leading the standardization of model-based systems engineering, modeling and simulation (M&S), assessments, and affordable data fusion Leading the DAF Analytic and M&S Communities Training and empowering analytic warfighters

End State: The DAF balances readiness and risk across epochs

Why What We Do Is Important:

The Course is Set.

Now We Must Follow Through- Gen Allvin

Seven Operational Imperatives-

Competition/Source Selection Information - See FAR 2.101 and 3.104

Why What We Do Is Important:

The nature of warfare is changing with the coming widespread use of intelligent autonomous systems, artificial intelligence, and human-machine teaming to gain decision advantage over an adversary

Secretariat, Air & Space Force leadership recognize the need to accelerate change in fielding and sustaining a force that can win these “Wars of Cognition”

We are a team of multidisciplinary analysts, with Operations Research, Data Science, Operations, Intelligence, and Support Specialists who conduct studies, analyses, and assessments to inform Senior Leader decisions

We lead the Department of the Air Force Analytic Community and Analyst Career Field who deliver the analytics and associated models that provide commanders decision advantage to deter, and when necessary, defeat our adversaries

We lead the Department of the Air Force Modeling and Simulation (M&S) Enterprise to forge reusable, common, and interoperable M&S-enabled capabilities that yield informed decisions on investments to advance warfighting lethality

Secretary of the Air Force / SA: Studies & Analysis

Call to Action:

Need to renew our scrappiness like it’s 1774

What We Do:

Lead defendable Department of the Air Force (DAF) studies, analyses, and assessments across air, space, and cyberspace to inform enterprise-level decisions for the DAF.

Serve as focal point for DAF Modeling, Simulation & Analysis (MS&A) equities for Congress, Office of the Secretary of Defense, Joint Staff, Combatant Commands, Services, industry, academia, and United States allies and partners.

Lead strategic integration of MS&A across the Secretariat, Air Staff, and Space Staff, specifically, and across the DAF in coordination with major commands, field commands, direct reporting units, and field operating agencies.

Provide career field leadership, policy, guidance, oversight, training, and equipping for the DAF’s MS&A communities so they can provide timely insights to commanders.

Execute the duties and responsibilities of the DAF Chief Modeling and Simulation Officer to oversee the development, implementation, propagation, and enforcement of modeling and simulation (M&S) policies, guidance, rules, and standards to effectively synchronize USAF and USSF investments in M&S from an enterprise perspective.

Object Management Group (OMG) Model-Based Acquisition (MBAcq)

Is a broad industry body with participation from OMG, INCOSE, Armed Services, OUSD, DoD CIO, NDIA, DAU, FFRDCs and many industry suppliers such as Boeing, Northrop Grumman, Lockheed Martin, etc. working together to create the standards and guidance to successfully deploy MBAcq to the larger community.

OMG MBAcq User Group

Model-based acquisition is the Technical approach to acquisition that uses models and other digital artifacts as the primary means of information exchange, rather than document-based information exchange.

About MBAcq Why MBAcq Matters

• Model Based Acquisition will be disruptive

• Increased interest to organize around the MBAcq UG to define and standardize approach

• Broad government and industry participation

• Gov & Industry have an opportunity to shape future MB

FAQs How does SAF/SA use Artificial Intelligence?

SAF/SA is utilizing AI in coordination with SAF/CN and the Chief Data Artificial Intelligence Officer.

Modeling & Simulating Summit (7-9 May, annually) addresses many of these issues.

How can I discuss my product or service with SAF/SA?

Our Tech Advisors integrate with industry twice per week. They can be reached at saf.sa.tech.directors.all@us.af.mil.

How does SAF/SA anticipate using STORM in the future?

SAF/SA continues to invest/develop future warfare concepts into STORM as we develop a next generation of campaign tools.

Biggest Problem we are trying to solve?

What problems do you think we should be focusing on?

How is SAF/SA changing due to GPC?

SAF/SA directly supports GPC and USAF initiatives, but is currently not anticipating being directly impacted

AI for SAF/SA

SAF/SA has a wide range of analysis, honest broker but not owner of many systems other than our own tools.

If you’re familiar with the 2017 revolution bringing self attention into the GenAI you’ll probably understand there are a lot of vendors of LLM’s.

Shedding light is looking forward – while there are advantages to using AI models driven by statistics we are actively looking for something more, the “What if?”.

We are interested in what Judea Pearl wrote in a paper supported by DARPA, NSF, and ONR -- “ability to choreograph a mental representation of their environment, interrogate that representation, distort it by mental acts of imagination and finally answer ‘What if?’ ” Does your AI offer:

Encode causal assumptions – transparently and verifiably?

Control confounding Assessment of “causes of effects” as opposed to “effects of causes” Mediation analysis and assessment of direct and indirect effects Demonstrate external validity and account for sample selection bias Account for, hypothesize existence of missing data Allow for causal discovery

New and innovative in these areas will get our enthusiastic support your efforts, lobbying contacts at AFRL and AFWERX to shine light on your contributions -- knowing that it will support our own mission and vision.

Incremental, statistically based generative AI is exploding and has uses but we intentionally limit our efforts to funded capabilities many of which are established government partnerships.
