Addressing Strategic Challenges
We Have to Be Innovative to Support these Priorities

Great Power Competition
What’s Great Power Competition?
It's when large nations vie for the greatest power and influence — not just in their own parts of the world, but also farther out.

Senior Leaders’ Perspectives Great Power Competition
“We need these changes now…We are out of time to reoptimize our forces to meet the strategic challenges in a time of Great Power Competition…we are going to turn this enterprise and point it directly at our biggest threat (China).”
Hon. Frank Kendall (SECAF)
“Today the risk of moving too slow, is far higher than any risk associated with rapid change. We must evolve.
We must take risks. We must solve problems.”
Gen. B. Chance Saltzman (CSO)
“We need to be ready today with the force we have…we also need to update the processes, policies, the authorities and in some cases the structures to be competitive for the long-term.”
Gen. David Allvin (CSAF)

Why we have a Space Force
Criticality of Space Capabilities
5/23/2024 UNCLASSIFIED 69
Space underpins the U.S. way of life and supports all instruments of national power across competition, conflict, and crisis.
A Brief History of Space Operations
In the long haul, our safety as a nation may depend upon our achieving “space superiority.” Several decades from now, the important battles may not be sea battles or air battles, but space battles, and we should be spending a certain fraction of our national resources to ensure that we do not lag in obtaining space supremacy.

Why Does the USSF Exist?
Reliance on Space
National Defense
• Essential to power projection and employment
• Affects size of the Joint Force
• Affects public perceptions and acceptance of how war is waged
• Fully realized during Desert Storm
National Prosperity
• Communications
• Position, navigation, and timing
• Natural disasters and weather
• Research and development
• Science and technology
• Agriculture
• Tourism
Reliance on Space - Examples
Global Positioning System (GPS) Mission: Positioning, Navigation, and Timing Orbit: MEO Fleet: Minimum of 24 spacecraft divided into six “orbital planes” Made publicly available in 1993Space-Based Infrared System (SBIRS)
Mission: Missile Warning Orbit: Primarily GEO Fleet: Six spacecraft arrayed across the GEO “belt” Support to fighting wildfires in California (2019) Geosynchronous Space Situational
Awareness Program (GSSAP) Mission: Surveillance and Reconnaissance, GEO
Orbit: GEO Fleet: Six (highly-maneuverable) spacecraft “Neighborhood watch” for Orbital Warfare mission – Find, Fix, Track, Target, Assess
The Threat
• Adversaries intend to deny U.S. use of space in crises and conflicts
– Direct-Ascent anti-satellite (DA ASAT) missiles
– Co-orbital ASATs
– Directed Energy and Electronic Warfare
• Adversaries rely on space-based “kill-webs” to find, target, and strike U.S. forces
– China: over 66 space launches, 217 payloads in 2023
• 750+ spacecraft in orbit (grown by 500% since 2015)
• 470 Intelligence, Surveillance, and Reconnaissance
• Organic “GPS” system – BeiDou
– Russia: 19 launches in 2023; third largest space program
• Organic “GPS” system – GLONASS
EXAMPLES:
DA ASAT Missiles Chinese LEO test in 2007 Russian LEO test in 2021 – Nudol
Possible Air-launched ASAT Missiles Russia’s Burevestnik
Co-orbital ASATs China’s SJ-21 (“grappler”)

Where the Space Force is Going
Reoptimizing for Great Power Competition
5/23/2024 UNCLASSIFIED 80
Develop People:
• Redesign career paths to produce Guardians that meet our high-tech operational demands.
Generate Readiness:
• Implement Space Force readiness standards that reflect operations under contested conditions rather than those of a benign environment.
• Conduct a series of nested exercises in Space Force that increase in scope and complexity, fit within a broader DAF-level framework, and are assessed through a Service-level, data-driven process to measure readiness.
Project Power:
• Formalize Space Force Combat Squadrons as Units of Action, complete activation of the remainder of Space Force
Service Components and accelerate implementation of the Space Force Generation model.
Develop Capabilities:
• Create Space Futures Command as a Field Command to develop and validate concepts, conduct experimentation and wargames, and perform mission area design.

What Users are Saying...
DAF Weapon System A major weapon system was facing significant schedule delays due to an 18-month schedule slip resulting from supply chain delays associated with on-prem High Performance Compute (HPC) hardware racks. The Fences team (AFS and AWS) collaborated to propose developing a HPC capability in the existing cloud environment. AWS secured the necessary hardware to enable their first ever non-commercial cloud HPC offering, and the FENCES team integrated the cloud compute resources into the existing FENCES platform and associated workloads. The FENCES team delivered the first iteration of the HPC capability to users in a very aggressive timeline of less than 3 months. The Director of the Weapons Systems Directorate, specifically called out this accomplishment at a Directorate all-hands meeting and stated that the 18 months of avoided schedule delays resulted in a savings of over $20M to the program.
USSF C2 Program A Space Force mission planning and ops organization leveraged FENCES workloads, security control inheritance, and Body of Evidence (BoE) support to receive a 3-year ATO after only 3 months. Fences received kudos from USSF SES: “In early July, we had the kickoff with AWS and AFS on a task order to leverage playbooks they had ready to go to deploy our system into FENCES and then overlay specific controls that we had developed under a previous effort. The team did that work and got an ATO in under 3 months! Everyone said it was impossible in under 12 months, let alone in under 3.”
DAF Battle Management Program A Battle Management program has been leveraging the virtual desktop environment inside of the Secret and TS FENCES environments. The rapid deployment of model-based system engineering tool sets has cut timelines down significantly. Engineers supporting this program can now all collaborate on the same Digital Engineering tool sets such as Cameo without the need to be on the same Enterprise System or Enterprise Network.
