About this file

This document is an addendum for a bid solicitation issued by the Dougherty County Board of Education (DCBE) for HVAC upgrades at multiple schools in Albany, Georgia. The bid numbers are 24-FAC-003 (Albany Middle School), 24-FAC-004 (Merry Acres Middle School), 24-FAC-005 (Monroe High School), 24-FAC-006 (Radium Springs Elementary School), and 24-FAC-007 (Robert Cross Middle School). The addendum provides changes to the bid documents, including revised bid forms, specifications, and drawings. It also provides answers to questions raised during the pre-bid meeting, such as the requirement for Davis-Bacon wages and the scope of controls work. The bid submission deadline has been extended to October 31, 2023, and the contract award will go to the lowest qualified bidder who can complete the work at all five schools.

The base bid amount includes allowances for each school, ranging from $2,400 to $4,800. The bid also requires unit pricing for the replacement of certain Needlepoint Bipolar Ionization Units. Bidders must provide a bid bond of 5% of the base bid amount, and the successful contractor will be required to furnish a 100% performance and payment bond if the contract exceeds $100,000. The contractor must be a Georgia-licensed firm capable of managing the entire project and coordinating the work of all trades.

Addendum No. 1- Page 1 of 5

ANDREWS, HAMMOCK & POWELL, INC. 250 CHARTER LANE, SUITE 100, MACON, GA 31210

ADDENDUM NUMBER: ONE DATED: October 20, 2023

To: All contract bidders of record.

This addendum forms a part of the Contract Documents and modifies the original Specifications and Drawings dated September 22, 2023, as noted below. Acknowledge receipt of this Addendum in the space provided on the Bid Price Form; failure to do so may subject bidder to disqualification.

ANSWERS TO QUESTIONS FROM PRE-BID MEETING

1. Question: Are Davis Bacon Wages required for this project?

Answer: No

2. Question: At the pre-bid meeting it was mentioned that an addendum would come out changing the bid date. When will this happen?

Answer: Addressed in this addendum.

3. Question: They also mentioned a GC was required. Where in the bid documents does it state General Contractor? I see the wording for a single GA licensed contracting firm.

What would exclude a mechanical contractor from being just that as they can manage and hire subs also?

Answer: The contractor shall be a Georgia licensed contractor qualified to perform the work in accordance with the licensing requirements of the State of Georgia.

4. Is Monroe High School the only one needing new controls and the rest keep existing? I just want to verify this information to be correct.

Answer: All projects are to receive new controls.

5. What software would you prefer to be used by the winning contractor to be compatible with your system as relating to management purposes?

Answer: See Section 013100.

6. A copy of the Pre-Bid Sign In Sheet is included with the addendum.
