About this file
This document is a Q&A related to a Request for Bids (RFB) issued by the City of Sun Prairie, Wisconsin for Consulting Engineering Services for Municipal Engineering Projects. The city is seeking a singular firm to provide these services, as they currently utilize a consultant, MSA, who has been working with the city since 2002. The city occasionally uses consultants for design or construction services, often due to staff availability, project complexity, or specialized design experience. Firms without prior experience working directly with the city will still be considered, and the city will review all submittals. The RFB indicates the contract will be awarded to one firm, and there are no plans to revise the local preference criteria to include office locations within a certain radius of the city.
The RFB does not indicate any specific pricing terms, set asides, or funding requirements. The city currently performs design for projects in-house, but utilizes consultants for private construction inspection work. The selected consultant will be allowed to submit proposals for any additional municipal proposals released by the city.

Yes. If so, will the selected consultant be encouraged to submit to them or allowed to? They would be allowed to submit to additional proposals.
4. Will this project be awarded to one firm or multiple firms? One firm.

o Is it a function of staff availability? Yes. Complexity of project? Yes. Specialized design experience? Yes. All situations where a consultant may assist.
6. Is the City looking to gather a pool of potential consultants to utilize on an on-call basis or a singular firm? We are searching for a singular firm.
7. Our firm has not provided services to Sun Prairie in the past. We’re curious if you could provide any insight as to how this would be viewed or impact our ability to score well on the “Relevant Experience of Firm” category, which asks for work experience within the City several times. We have full confidence that we can provide all the necessary services as well as specialty services and have the resumes to show it, but the projects and staff aren’t always local to the area and are not with the City
608.837-2511 300 E Main St. Sun Prairie, WI 53590 engineering@cityofsunprairie.com CityofSunPrairie.com itself. We understand not all firms may have history in the City, but will review all submittals, even without direct knowledge of the project.
8. Our firm would receive 0 points from Criteria 5 and 6 (Local Preference and DBE). Do you anticipate many firms meeting both of these criteria? Hard to say, but we are aware that these are often not achieved by the majority of applicants, but there have been some. Is there any possibility of revising the local preference criteria to include office locations within a certain radius of the City? We are located in
Cottage Grove. This has been considered and we feel comfortable with the RFP language as originally posted.
