About this file
This is a Request for Proposal (RFP) issued by Davidson Engineering for Collier County, Florida, concerning the Golden Gate Golf Course Outfall Swale drainage project. The project involves constructing approximately 2,406 linear feet of a 35-foot wide lined outfall swale and reconstructing 300 linear feet of swale, berm, and outfall pipe near the Golden Gate Main Canal. The proposed swale will accept stormwater inflows from the existing golf course management system and potential future developments. Contractors are required to restore or relocate affected utilities, irrigation equipment, residential improvements, and telecommunications assets. Potential bidders are strongly advised to visit the site prior to submitting proposals, and the project documents include construction plans, bid schedules, special specifications for an impermeable liner, and a soil management plan.
The bid package requires contractors to submit detailed information including insurance and license documentation, a list of potential bid exclusions, and subcontractor details. The project scope includes specific site work tasks such as mobilization, utility location, exotic vegetation removal, site grading, dewatering, sodding, and soil transportation to the Collier County Landfill. There are also drainage utility specifications for liner installation, pipe replacement, and mitered end sections. The project includes a base bid for a 24-inch drainage pipe and an alternate bid option for dual 36-inch drainage pipes, with additional options for check valve installations. All work must comply with FDOT Standard Specifications, Collier County Technical Specifications, and include NPDES monitoring and environmental protection measures.

RE: Golden Gate Golf Course – Outfall Swale Request for Proposal (Construction Documents)
General Site Information:
The Golden Gate Golf Course Outfall Swale is a drainage project located along the southwest side of the existing Golden Gate Golf Course. The project is located west of Collier Boulevard, east of 41st Street SW, and north of the Golden Gate Main Canal. As requested by Collier County, this invitation is to obtain fair and competitive bid responses for the proposed project.
Figure 1. Project Location Map. The project area is highlighted in yellow.
Existing Conditions / Plan of Construction
An existing outfall swale bisects the southern portion of the Golden Gate Golf Course. To facilitate the construction of a new affordable housing project on this site, Renaissance Hall at Old Course (SDPA PL #20220006194), it is necessary to relocate the existing outfall swale to the western property boundary.
This adjustment ensures that both existing and future stormwater management systems can effectively discharge into the Golden Gate Main Canal. The proposed swale will start just south of the southernmost lake, follow the western property line, and end at the Golden Gate Canal. The current swale's discharge into the Golden Gate Canal is regulated by an earthen berm that incorporates a crushed corrugated 24-inch outfall pipe, as illustrated in Figure 2 below. Part of this project involves restoring and stabilizing the earthen berm with sod and replacing the 24-inch outfall pipe to guarantee the stormwater management system operates as intended. The outfall area, densely populated with vegetation, predominantly consists of prohibited exotic species that must be removed. Potential bidders are strongly advised to visit the site prior to submitting their bid packages.

Project Scope
The project scope encompasses the construction of approximately 2,406 linear feet of a 35-foot wide lined outfall swale, along with the reconstruction of the existing approximately 300 linear feet of swale, berm, and outfall pipe near the Golden Gate Main Canal. The proposed swale is designed to accept inflows from the existing golf course stormwater management system and any future developments. It is required that all existing utilities, irrigation equipment, nearby private residential site improvements, and telecommunication assets affected by the swale installation be restored or relocated as necessary.
For details on the site construction bid scope, refer to the Davidson Engineering Plan Set.
The contractor must coordinate construction activities to minimize impacts on nearby residential communities during the construction period.
The following electronic documents are included for the contractor's review:
Davidson Engineering Construction Plans Contractor Bid Schedule – Areas in yellow to be completed by the contractor.
Bid Schedule Line-Item Description Special Specifications for Impermeable Liner (Supplemental Specifications) Soil Management Plan prepared by Langan
Bids must be submitted with insurance and license information. The contractor is required to provide a list of bid exclusions, if any. Additional information regarding subcontractors, including their scope of work and responsibilities, must be provided. The quantities mentioned are based on the engineer's estimates. The contractor is responsible for confirming the bid schedule and plan quantities.
Special Project Scope Conditions:
Besides the typical construction specifications that apply to projects in Collier County (FDOT
Standard Specifications for Road and Bridge Construction and Collier County’s Technical Specifications), the construction of the swale liner is to conform to the included “Special Specifications for Impermeable Liner”.
Reference the bid schedule line-item description (below) for a detailed description of each bid line item.
