The initial contract term will run from approximately April 1, 2025, to July 1, 2029, with potential for two additional one-year renewals.
The pricing model is based on 10,400 service hours per year, with contractors responsible for all operating costs including labor, supervision, equipment, and technology maintenance. The City will provide two Hyundai Elantra Hybrid vehicles for lease to the contractor, who will be responsible for insurance, fueling, maintenance, and storage. The solicitation emphasizes the Equity Procurement Program with an aspirational goal of 15 percent participation for firms certified by Oregon's Certification Office for Business Inclusion and Diversity (COBID). Evaluation criteria include knowledge and experience (20%), project approach and understanding (30%), relevant experience (20%), Equity in Procurement Program compliance (12%), and contract price (18%). Contractors must complete subconsultant disclosure forms identifying potential subcontractors with certifications for Emerging Small Business (ESB), Minority-owned Business (MBE), Women-Owned Business (WBE), Service-Disabled Veteran-Owned Business (SDV), and Disadvantaged Business Enterprise (DBE) designations. The contract requires commercial general liability insurance of at least $2,000,000 per occurrence and automobile liability insurance with a $1,000,000 combined single limit.
