About this file

This is a Project Manual for a sealed bid construction project issued by Gratiot-Isabella Regional Educational Service District (RESD) for the Forest Hills Nature Center located at 11297 N. Rich Road, Alma, Michigan. The project encompasses the design and construction of a new approximately 12,000 to 14,200 square foot single-story education nature facility featuring conventional wood-framed construction with wood trusses, metal roofing, and composite siding. The scope of work includes mechanical systems utilizing propane fuel, heat pumps, cooling towers, and in-floor heating with snow melt capability; a typical plumbing system with on-site septic for sanitary waste; electrical lighting, power backup generator, and fire alarm system; demolition of two existing structures; grading and site improvements; and landscaping. A mandatory pre-bid meeting is scheduled for May 6, 2026, at 10:00 AM EDT at the project site. Sealed proposals will be received at Gratiot-Isabella RESD, 1131 E. Center Street, Ithaca, Michigan 48847, on Wednesday, May 20, 2026, at 2:00 PM EDT, with bids to be opened and read aloud publicly. The project architect is Roger L. Donaldson, AIA P.L.C.; the engineer is Matrix Consulting Engineers, Inc.; and the civil engineer is KEBS, Inc. Two alternates are included in the bid: Alternate #1 for asphalt shingles in place of standing seam metal roofing, and Alternate #2 for a design-build geothermal system to replace the propane and cooling tower system.

The proposal guarantee required is five percent (5%) of the base proposal in the form of a certified check or bid bond from an approved surety company, valid for ninety (90) days. Successful bidders may be required to furnish performance and labor/material payment bonds, each in the amount of one hundred percent (100%) of the contract value as required by Michigan Public Act 1963, No. 213. Bids must be submitted in triplicate with all required documentation including affidavits addressing familial relationships, school safety initiative compliance, and Iran economic sanctions compliance. The contract will be executed on AIA Document A101-2017, with the contract sum subject to additions and deductions as provided in the contract documents. Progress payments will be made monthly with ten percent (10%) retainage, and final payment will be made upon substantial completion and submission of all as-built drawings, certifications, maintenance manuals, warranties, and governmental inspection approvals. The contractor shall achieve substantial completion within a specified number of calendar days from the date of building permit, subject to adjustments as provided in the contract documents. The project is funded by the Gratiot-Isabella RESD, and the contract documents include comprehensive specifications, detailed drawings, geotechnical evaluation reports, and all required bidding and contract forms.

GENERAL COMMENTS

099913.00_JAN282026_GER 1

1. INTRODUCTION

This report presents the results of the geotechnical evaluation performed by SME for the proposed Forest Hill Nature Center in Seville Township, Gratiot County, Michigan. The evaluation was conducted in general accordance with the scope of services outlined in SME Proposal No. P01393.25, dated April 18, 2025, Change Order Request No. 1, dated October 10, 2025, and Change Order Request No. 2, dated November 20, 2025. Our services were authorized by Roger L. Donaldson, AIA, PLC.

SME was provided with the following information, which was used in the evaluation and preparation of this report.

A sheet plan titled “Proposed Concept Site Plan” prepared by Roger L. Donaldson, AIA, PLC with a latest revision date of February 27, 2025.

A preliminary topographic survey titled “Forest Hills Nature Center” which was prepared by Wolverine Engineers and Surveyors, Inc. and dated October 2, 2024.

SME completed 15 soil test borings (B1 through B15) at the project site on October 20 and October 21, 2025, and January 12, 2026. After performing these borings, SME conducted four in-situ infiltration testing within the proposed septic drain field area (borings B12 through B15). Refer to the boring logs included in Appendix A for the specific depth and stratigraphy of each boring. The approximate boring locations and infiltration test locations are depicted on the Boring and Infiltration Test Location Diagram in Appendix A (Figure No. 1). Soil descriptions and the field and laboratory test results are presented on the boring logs.

Evaluation, exploration, and laboratory testing procedures are presented in Section 4 of this report.

1.1 SITE CONDITIONS

The project site is located at 11297 North Rich Road in Seville Township, Gratiot County, Michigan.

Based on the referenced plans, the site currently includes an existing nature center building, ancillary buildings, associated gravel parking and drive areas, grassy open space, wooded areas, and nearby water features. The proposed building area is located within the developed portion of the property, east of the existing nature center. The existing ground surface elevations across the overall property generally range from about 809 to 820 feet, with elevations in the proposed building area ranging from about 817 to 820 feet.

1.2 PROJECT DESCRIPTION

We understand the project will include demolition of the existing natural center building and northern ancillary building, and the design and construction of a new one-story, slab-on-grade nature center building with a plan area of approximately 14,200 square feet. The building is expected to utilize a conventional structural framing system supported on shallow foundations bearing on suitably prepared soil subgrades.

Bus loop drives and parking areas are planned adjacent to the new building. A new on-site septic system with an associated drain field is also planned in a designated area of the property. Specific structural loading information was not provided; however, based on similar projects, we anticipate maximum column loads of less than about 100 kips and wall loads of about 2 kips per lineal foot. We understand that cuts and fills of 3 feet or less will generally be required to achieve the proposed grades.

The recommendations of this report are based on the information provided above and the results of the field and laboratory evaluation. Contact SME if the final design information is different than discussed herein.

1.3 SUBSURFACE CONDITIONS

Based on the boring logs, the generalized subsurface profile below the site surface can be summarized as follows:

Stratum 1: Topsoil / Surficial Materials – Topsoil was encountered in most borings, generally about 4 to 15 inches thick. In some locations, granular surface materials (sand and gravel) associated with existing drive or parking surfaces were observed in lieu of topsoil.

Stratum 2: Granular Soils – Below the topsoil or surface gravel, most borings encountered silty sand, sand with silt and/or gravel, generally in very loose to medium dense conditions. These soils typically extend to depths of about 2 to 8 feet below the existing ground surface, depending on location. A stratum of existing sand fill was encountered in borings B2, B10, and B12 beneath the surficial materials, extending to depths of about 2 to 5 feet beneath the existing ground surface. A stratum of sandy silt was encountered at borings B2 and B10 in a loose to medium dense condition.

Stratum 3: Cohesive Soils – Underlying the granular soils, the borings generally encountered lean clay and sandy lean clay with stiff to hard consistencies. These cohesive soils extended to the explored depths of B1 through B12.

Refusal was not widely encountered in the deeper borings; however, localized obstructions (e.g., cobbles) and drilling difficulties were reported at two locations. In particular, at Boring B5 the driller reported driving a possible rock and sampler refusal at a depth of about 9.8 feet, and at Boring B1 noted difficulty advancing the augers at a depth of about 14 feet.

099913.00_JAN282026_GER 3

Groundwater was observed in five of the borings (i.e., B4, B9, B11, B13 and B15) at depths ranging from approximately 3.5 to 8 feet below the ground surface, corresponding to approximate elevations 801 to

809.5 feet. In other borings, groundwater was not observed during or upon completion of drilling. It should be noted that the absence of observed groundwater in open borings does not preclude higher groundwater levels or perched water conditions during wetter seasons or after significant precipitation events.

In clays, a long time may be required for the groundwater level in the borehole to reach an equilibrium position. Therefore, the use of groundwater observation wells (piezometers) is necessary to accurately determine the hydrostatic groundwater level within the clay soils at this site.

Additional detail regarding subsurface conditions is provided on the individual boring logs included in Appendix A. Refer to the Limitations Pertaining to Subsurface Conditions in Appendix B for additional information about groundwater level measurements. If more information regarding groundwater levels at this site is required, then we recommend performing additional subsurface assessment(s).

1.4 DYNAMIC CONE PENETROMETER TESTING

SME performed a Dynamic Cone Penetrometer (DCP) test at borings B6 through B11 using a United States Army Corps of Engineers (USACE) DCP to evaluate the consistency of the subgrade soils to an approximate depth of 3 feet from the ground surface. The results from the DCP test are used to estimate the in-situ California Bearing Ratio (CBR) of the subgrade. CBR is an index commonly used in pavement design that gives an indication of subgrade support characteristics. The USACE has developed relationships to estimate the in-situ CBR value from the results of the DCP tests.

Overall, the DCP results indicate very poor to poor support in the upper soils, which is consistent with the boring logs documenting topsoil over loose to medium dense granular soils and/or silt, underlain by very stiff lean clay (CL) at several locations. At most test locations (e.g., B6, B7, B8, and B10), the DCP data show a general increase in penetration resistance with depth, with CBR values increasing from very poor/poor levels near the surface to higher values at depth, reflecting improved stiffness and bearing resistance in the underlying materials. In contrast, the DCP results at Borings B9 and B11 show a different trend than the other test locations. At these locations, resistance generally increases through the upper portion of the profile; however, CBR values decrease at greater penetration depths, indicating a transition into locally softer and/or looser material within the depth range tested.

In summary, the DCP results confirm that near-surface soils can provide limited subgrade support, and while several locations show improvement with depth, localized weaker zones are present (notably at B9 and B11) within the depth range evaluated. The complete DCP measurements and correlated CBR values are provided in Appendix A.

2. ANALYSIS AND RECOMMENDATIONS

2.1 SITE PREPARATION AND EARTHWORK

2.1.1 EXISTING FILL CONSIDERATIONS

The existing fill encountered at borings B2, B10, and B12 extended to approximate elevations 810 to 814 feet. The existing fill was likely associated with the previous development at the site. Based on the condition of the existing fill, some compaction effort was likely used when the fill was placed. However, we consider the existing fill to be undocumented, because we are not aware of records that document fill placement and compaction operations, and uncontrolled because very loose condition of portions of the existing fill.

099913.00_JAN282026_GER 4

Based on the information obtained regarding the fill, we recommend the existing fill be removed (undercut) from beneath the proposed building footings. We believe the existing fill can be considered for support of the building grade-slabs and pavements provided:

The subgrade is properly evaluated and prepared as described in Section 2;

Unsuitable fill, if encountered, is removed within proposed building footprint and pavement areas and replaced with engineered fill; and

The Owner accepts the associated increased risk associated with supporting the proposed building floor slab and pavements over the existing fill, which could include greater than typical total and/or differential settlement, resulting in differential movements. These risks can be reduced, but not eliminated, if SME evaluates the existing fill at the building addition subgrade.

Existing fill to remain in-place beneath the proposed building grade-slab and pavements should be of sufficient strength and free of deleterious materials, such as excessive debris and organics. Unsuitable existing fill that cannot be improved in-place should be removed (i.e., undercut) and replaced with engineered fill that is placed and compacted per the requirements outlined in Section 2.1.3 of this report.

The recommendations provided in the following report sections are based on the assumption that existing fill will be removed from beneath proposed building footings, and suitable existing fill will remain in-place and be used to support the proposed building grade-slab and pavements. If the Owner does not accept the stated risks, the existing fill should be undercut from beneath the entire proposed building and pavements footprints.

2.1.2 GENERAL SITE SUBGRADE PREPARATION

The site contains areas of grass vegetation and wooded areas. The site will require clearing with removal of topsoil to reach suitable underlying subgrade, generally with some deeper removal anticipated near the larger trees for root masses. Remove topsoil, surface vegetation, and soils containing more than four percent organics from the planned roads, driveways, building areas, and areas to receive engineered fill.

Extend the clearing and stripping a minimum of 5 feet beyond the limits of these areas. Once stripped, we expect suitable underlying subgrade will consist of natural sands and areas of existing sand fill.

Reroute existing utilities (if any) from within the proposed development outside of the building footprint area. Remove abandoned utilities and backfill the resulting excavations with granular engineered fill. If it is necessary for existing utilities to be abandoned in-place, the utilities must not conflict with the proposed construction, they must be fully grouted, and the suitability of the existing backfill must be verified for structural support. Do not abandon utilities in-place within the zone of influence of proposed foundations.

The contractor needs to remove ponded surface water and prevent run-off from reaching foundation excavations and areas of prepared subgrade. The contractor needs to also establish positive surface drainage at the onset of construction to mitigate the potential for subgrade disturbance. To reduce the potential of subgrade disturbance across the site, restrict construction traffic to dedicated areas of the site that can be controlled and stabilized as needed.

After stripping the existing topsoil, pavement, and other deleterious materials, and after cutting to design grades, the exposed subgrade needs to be uniformly compacted using large construction equipment.

Take care during compaction not to damage nearby existing structures and underground utilities. As predominantly granular subgrade soils are anticipated, we recommend using a smooth-drum vibratory roller for the compaction operations. We recommend at least several passes be made with the compaction equipment. However, where silts or clays are encountered at the exposed subgrade level, omit subgrade compaction and proofroll the exposed subgrade (described below). If indicated by proofrolling, moisture conditioning and/or undercutting will be necessary to allow for compaction of these soils. Silts and clays should be compacted with a sheepsfoot roller.

099913.00_JAN282026_GER 5

The overall success of the subgrade preparation during mass earthwork operations will directly affect the suitability of pavement/slab bearing soils. For areas of disturbed subgrade after compaction, it will be necessary to improve the disturbed soils or remove and replace them with engineered fill. Improvement of the exposed subgrade may consist of aerating and drying disturbed soils (during favorable weather conditions), recompacting these soils in-place, as well as placement of crushed aggregate or crushed concrete, possibly with a geotextile for separation. Another option could include mixing the upper subgrade with lime and/or cement-based additives if the subgrade experiences significant disturbance and cannot be improved by more conventional methods.

After compaction of the subgrade and prior to raising site grades, proofroll the exposed subgrade in the presence of SME. The purpose of the proofroll is to locate areas of unsuitably loose or disturbed subgrade. Mechanically improve areas of unsuitable subgrade revealed during proofrolling by compaction in-place, if feasible. Soils that cannot be improved in-place must be removed and replaced with engineered fill. Perform proofrolling with a fully-loaded, tandem-axle truck or other suitable-sized pneumatic-tire construction equipment.

After the exposed subgrade is proofrolled and improved as needed, and after the surface is thoroughly compacted, engineered fill may be placed on the prepared subgrade to establish final design subgrade levels. Refer to Section 2.1.3 of this report for materials and compaction requirements for engineered fill.

2.1.3 SUBGRADE PREPARATION FOR FLOOR SLABS

The final floor slab subgrade for the proposed buildings is anticipated to consist of natural sands or existing sand fill that has been evaluated and having passed…
