A map of the water system area is provided as Exhibit A. Specific locations for the physical verification work are not shown at this time. A list of addresses and locations will be provided to the Contractor after contract award and prior to the pre-construction meeting.
Locations will be randomly selected in accordance with State of Michigan Department of Environment, Great Lakes, and Energy (EGLE) requirements. The specific locations will be based on a random sampling of water services with materials not known throughout the Muskegon County Eastside Water System. If the Contractor determines that a required location is not accessible for completing the required inspections due to property owner non-responsiveness or refusal, or due to prohibitive site conditions, the Contractor shall notify the Engineer of the reasons for inaccessibility and request an alternate site.
Alternate sites require advance approval and will be selected by the Engineer following guidelines issued by the State of Michigan.

To enter data, the Contractor will tap on a dot to enter information. Verify the address then tap on each field, such as Inspection Status, to enter results. Most fields will have pre-filled multiple-choice lists. Tap the choice and tap the return key to go to the next field. Should longer term restrictions be required the Contactor shall provide a detour or road closure plan to the Engineer that adheres to the most current version of the Michigan Manual of Traffic Control Devices (MMUTCD).
Cost of maintaining traffic including detouring, construction signing, and traffic control shall be paid as specified in the proposal form.
Traffic Control shall include all material, labor, equipment, and permit fees needed to accomplish the traffic control as specified and per the Contractors approved plan including furnishing, placement, operation, and maintenance of all traffic control devices required.
VIII. TRAFFIC CONTROL – MDOT Right-of Way
Some randomized locations may fall within a MDOT right-of-way. Work in these rights-of-way will be covered under the Muskegon County Board of Public Works annual permit but may require more traffic control than work in local streets.
All work shall also be according to the description in section VII. 1 of these specifications as well of MDOT permit requirements.
Cost of maintaining traffic including detouring, construction signing, and traffic control shall be paid as specified in the proposal form.
Traffic Control shall include all material, labor, and equipment needed to accomplish the traffic control as specified and per the contractors approved plan including furnishing, placement, operation, and maintenance of all traffic control devices required.
Bidders must include in their Base Proposal Sum a contingency allowance of $10,000 for this work. The base bid shall include bonds and insurance on the value of the allowance.
Monies will be used in the contingency allowance only if needed for traffic control above what is needed for local street rights-of-way and with prior approval by the Owner and Engineer.
Payments under this allowance will include not only the purchase/furnished cost of the materials and equipment involved, but also all related labor costs that are beyond the cost for verification work, subcontract costs, construction equipment costs, general conditions costs and markup for management and handling. Receipts documenting these costs will be required prior to payment.
All outside expenses, overhead and profit connected with the work contemplated in the allowance shall be included in the Mobilization price. If actual work covered by an allowance differs in cost from the allowance, a Change Order shall be processed to adjust for the difference. No mark-up for the Contractor shall be included in such Change Order.
Any unused allowance will be deducted from the contract amount through a contract change order.
IX. OWNER’S CONTINGENCY ALLOWANCE
The Bidder shall include in his bid an allowance of $10,000 to address unforeseen conditions that cannot be reasonably anticipated and that would impede the project work.
It is intended that the work covered by the allowance be done within this Contract under the supervision of the Contractor and/or Subcontractors. Any work covered in this item shall be approved by the Owner prior to the work.
