About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the Capital Region Airport Commission for the First Floor South Garage Lighting Replacement project, identified as IFB #24-2472. The project involves the replacement of various exterior lighting on the first floor of the South Parking Garage, the South Expansion Parking Garage, as well as interior and exterior lighting in both the North and South Garage Elevator Lobbies with LED lights. The project can begin upon execution of the Agreement between the Contractor and Owner, tentatively scheduled for mid-September 2024. The work must be completed by November 15, 2024 for the North Lobby Tower and South Lobby Tower portions of the project. The Addendum provides answers to various questions from bidders, including responsibility for removal and disposal of existing lighting, working hours, parking accommodations, and use of airport power outlets.
The Addendum also indicates that there is no prevailing wage requirement for this project, and no Davis-Bacon requirements. Contractors are allowed to leave equipment such as trailers, scissor lifts, and forklifts on-site within the work areas. The project will be located in Henrico County and the City of Richmond, Virginia.

CAPITAL REGION AIRPORT COMMISSION
ADDENDUM NUMBER ONE
JULY 30, 2024
INVITATION TO BID # 24-2472
FIRST FLOOR SOUTH GARAGE LIGHTING REPLACEMENT
This Addendum Number One (1) is hereby made part of the bid documents. The following revisions shall be made to the Invitation for Bid documents which bear the above title and project number.
The Invitation for Bid (“IFB”) document shall be amended as follows:
A. Questions and Answers
Q1 When is this project due to begin?
A1 The project can start upon execution of the Agreement between the Contractor and Owner (Capital Region Airport Commission) tentatively scheduled for mid- September 2024.
Q2 Are we responsible for the removal and disposal of the existing old lighting being replaced?
A2 Yes, the contractor is responsible for this work.
Q3 Are there any times we can’t work in the garage or lobbies during any day?
A3 Phase 1 work is limited to the times shown in the documents. However, once the contractor has been told that an area of the garage is ready for the contractor (a sufficient number of cars have vacated that specific area of the garage), the contractor may establish working hours as they fit to complete the work within the contract time.
Q4 Are we getting parking passes for all of our employees and not having to pay while working? Or do we have to add in parking charges?
A4 No permits will be provided. The contractor will provide the owner with a list of work vehicles’ make, model, and license plate numbers. All vehicles entering the garage parking plaza will need to pull a parking ticket. Vehicles that appear on the owner’s list will be allowed to exit the parking plaza without charge. Vehicles not on the list will be charged based on the duration shown on their parking ticket.
Q5 Are we able to use Airport 120v outlets in garage for working, misc. and charging?
A5 Yes, where available.
Q6 Do we need to provide bathroom facilities on site?
A6 Contractor may use airport sanitary facilities. However, the owner’s facilities may not be used for cleaning tools and equipment, or purposes other than their intended use.
Q7 Do we have a prevailing wage scale for this project?
A7 No.
Q8 We did not see any emergency ballast backup fixtures on this plan or in garage, are there any emergency lighting requirements for this project?
A8 Emergency fixtures are on emergency panels.
Q9 Are we able to leave trailers, scissor lift, boom lifts and fork lifts on site where we are working?
A9 Yes, within work areas only.
Q10 Does the project require Davis Bacon / Prevailing Wages?
A10 No.
Q11 The work completion date of 11/15/24 listed in the agenda for North Lobby Tower and South Lobby Tower - is there flexibility on this date based on material lead times?
A11 The bid shall be based on completing this task by 11/15/2024 for the North Lobby Tower and South Lobby Tower as shown in the Bid Documents.
