About this file

This document is a presentation on contract compliance for small businesses related to a state and local contract opportunity issued by the Capital Region Airport Commission (CRAC) in Henrico County and the City of Richmond, Virginia. The contract is for the replacement of various exterior and interior lighting at the South Parking Garage, South Expansion Parking Garage, and North and South Garage Elevator Lobbies with LED lights. The contractor must provide all labor, supervision, equipment, tools, materials, and incidentals necessary to complete the work in accordance with the specifications, drawings, and local code. The deadline for bid submission is Tuesday, August 13, 2024, at 10:00 AM local time, and the Commission anticipates completion of the work within Seventy-Five (75) Calendar Days upon receipt of the Notice to Proceed. There are no Disadvantaged Business Enterprise (DBE) participation goals for this non-federally funded project, but the Commission encourages voluntary good faith efforts to utilize DBEs, Minority-Owned Business Enterprises (MBEs), and Women-Owned Business Enterprises (WBEs). The bids will be evaluated on a total lump sum basis, and the award will be made to the lowest responsive and responsible bidder. The Commission reserves the right to reject all bids, in whole or in part, to waive informalities, and to delete items before making the award.

Title VI also prohibits retaliation for asserting or otherwise participating in claims of discrimination.

• Capital Region Airport Commission further assures every effort will be made to ensure nondiscrimination in all its programs and activities, whether those programs are federally funded or not including any programs or activities of our sub-recipients”. The Airport Sponsor agrees, among other things, to understand the communities surrounding or in the flight path, as well as customers that use the airport. Anytime communities may be impacted by programs or activities the Capital Region Airport Commission will take action to involve them and the public in the decision-making process.

• Capital Region Airport Commission requires nondiscrimination assurances, as prescribed by FAA, from each tenant, contractor, and concessionaire providing an activity, service, or facility at the airport. Assurances must be included in any related lease, contract, or franchise agreement between Capital Region Airport Commission and each tenant, contractor, and concessionaire, as well as in any similar agreements with their own sub-tenants and sub-contractors.

Small Business Concern For this IFB, the Commission has not established any race- or gender-conscious DBE participation goals.

The Commission extends to each individual, firm, vendor, supplier, contractor, and subcontractor an equal economic opportunity to compete for business.

The Commission uses race- and gender-neutral measures to facilitate participation of small businesses.

The Commission strongly encourages each Respondent to voluntarily subcontract or joint venture with small businesses to perform a commercially useful function (CUF) for the part of the work that Respondent might otherwise perform with its own forces.

The Commission also strongly encourages each Respondent to voluntarily utilize small businesses as suppliers of goods and services.
