If, in the opinion of the DMV, such information was intended to mislead the DMV in its evaluation of the bid, and the attribute, condition, or capability is a requirement of this SB Bid, it shall be the basis for rejection of the bid.
G. A bid may be rejected if it is conditional or incomplete. The DMV may reject any or all bids and may waive any immaterial deviation in a bid. The DMV's waiver of immaterial defect shall in no way modify the SB Bid document or excuse the bidder from full compliance with all requirements if awarded the contract.
H. A bid may be rejected if it contains any alterations of form or other irregularities of any kind. The DMV does not accept alternate contract language from prospective contractors. Bids with such language shall be considered a counter proposal and shall be rejected. The State’s General Terms and Conditions (GTC) are not negotiable. The GTC may be viewed on the internet at:

H. SPECIFICATIONS FOR RUBBER COVE BASE
(1). PRODUCTS
a. BASE
1. The Contractor shall use best quality, first grade, molded rubber (not extruded) made by manufacturers regularly engaged in the manufacturing of rubber cove base. The cove base shall be 1/8” thick, lengths of four feet (4’) or more, molded top set cove, sufficiently flexibly to allow for slight irregularities in wall, partitions, columns, cabinets, and the like. The Contractor shall provide preformed base for square internal and external corners and preformed end stops where base does not abut. Where radius or chamfer occurs at external corners, the Contractor shall use regular base “wrap around”. Do not wrap material around 90 degree inside or outside corners.
2. Height shall be four inches (4”) unless noted otherwise, and color as selected from manufacturer’s standard colors and approved by the DMV Project Manager.
b. ADHESIVES
1. The Contractor shall use waterproof adhesive as recommended by the manufacturer. Linoleum paste, asphalt emulsion, or other non-waterproof adhesives are not acceptable.
(2). EXECUTION
a. INSTALLATION
1. The Contractor shall install base on all wall surfaces and other surfaces including columns, pilasters, and casework as indicated by the DMV Project Manager.
2. The Contractor shall store materials on job site, a minimum of twenty-four
(24) hours per manufacturer’s recommendations, to allow material to acclimatize.
3. Prior to installing base in an area where base has previously been mounted, any excess accumulation of old adhesive shall be removed to provide a smooth / flat mounting surface. Scratch coat surface where necessary.
4. The Contractor shall install base sections of twenty-four inches (24”) or less in length in one piece, exclusive of preformed end stops or molded corners, unless both ends require end stops. Then use two (2) end stops.
5. Preformed end stops less than six inches (6”) in length are not permitted unless the total base is of lesser length. Tightly and securely bond base to backing throughout the entire base length. The Contractor shall make installations on rough or irregular surfaces with special care to ensure permanent adhesion. Fill all voids along top edge with an approved adhesive filler material. Use special care in applying preformed corners and end pieces. Butt joints tightly together and flush. Make tight joints to floor. Loose base, open joints, and offset joints are acceptable.
6. After installation of the rubber base, the Contractor shall thoroughly clean base, floor and walls of adhesive, dust, dirt, and foreign material. Leave base, adjacent wall, and flooring in a clean and finished condition.
I. INSPECTIONS:
(1). All surfaces shall be inspected after primer is applied.
(2). All cove base surface shall be inspected prior to installation.
(3). Final inspection shall be performed with the Contractor present.
