About this file
This is a Risk Assessment for Insurance Requirements document prepared by the Greater Orlando Aviation Authority (GOAA) for an on-call Wayfinding & Signage Consultant Services contract (Project ID: 24-186-PIF). The contract supports a multiyear wayfinding and signage program across Orlando International Airport (MCO) and Orlando Executive Airport (ORL) in Florida. The RFSQ (26-437) solicits qualified consultants to provide professional services including wayfinding assessments, passenger flow studies, graphic standards development, digital wayfinding integration, ADA compliance evaluations, and project management support. Key deadlines include a non-mandatory Pre-Submittal Conference on March 13, 2026, at 9:00 a.m.; a question submission deadline of March 20, 2026, at 5:00 p.m. with responses posted by April 3, 2026; and a response submission deadline of April 10, 2026, at 2:00 p.m. through GOAA's e-Procurement Platform. Selection Committee review is tentatively scheduled for May 12, 2026, with interviews on May 29, 2026, and Aviation Authority Board approval anticipated for July 15, 2026. Services are expected to commence on or around August 1, 2026, for a five-year contract term.
The estimated project value is listed as TBD, with compensation determined on a task order basis structured as lump sum fees, hourly rates, per diem rates, or not-to-exceed reimbursable fees. The contract is federally funded through FAA Airport Improvement Program (AIP) funds and subject to comprehensive federal compliance provisions including Davis-Bacon prevailing wage requirements where applicable. Insurance requirements include Commercial General Liability ($1,000,000 to $5,000,000 per occurrence depending on Airport Operations Area access with maximum deductibles of $10,000 to $100,000), Professional Liability ($1,000,000 minimum per claim and occurrence), Workers' Compensation at statutory limits, Employers' Liability ($500,000 to $1,000,000 per accident or disease with maximum deductibles of $10,000 to $100,000), and Pollution Liability. No Small Business Enterprise (SBE) participation plan is required at the solicitation level; however, Disadvantaged Business Enterprise (DBE) and Local Developing Business/Veteran Business Enterprise (LDB/VBE) participation requirements apply to federally funded and non-federally funded work respectively. The Aviation Authority intends a non-exclusive agreement with the highest-ranked respondent(s) and reserves the right to reject all responses or cancel awards subject to funding availability.
