About this file
This document is a comprehensive set of special provisions and technical specifications for a water treatment plant sanitary sewer replacement project issued by the City of Jackson, Michigan. The project involves replacing 330 feet of sanitary sewer within the City of Jackson Water Treatment Plant grounds, with major bid items including dewatering, 970 square yards of aggregate base, 320 tons of hot mix asphalt, 330 feet of 18-inch PVC sanitary sewer, and three 48-inch diameter sanitary manholes. The project is scheduled for award at the December 10, 2024 City Council meeting, with a Notice to Proceed to be issued shortly thereafter, and the contractor required to begin work within five days of the notice.
The project specifications include detailed requirements for materials, construction methods, groundwater management, soil erosion control, and turf establishment, with specific provisions for dewatering potentially contaminated groundwater and managing site-specific environmental conditions. The technical memo accompanying the specifications reveals groundwater contamination concerns, including PFAS compounds and metals exceeding regulatory criteria, which may impact construction methods. The contract includes provisions for performance bonds, maintenance periods, and detailed testing and quality control requirements. Funding and specific pricing details are not explicitly stated in the provided documents, but the project appears to be a municipal infrastructure improvement initiative with environmental remediation considerations.

Properly locate wells to intercept groundwater that otherwise would enter the excavation and interfere with the work. Install observation wells at key locations for observation of groundwater levels during the dewatering operation and excavation. Add additional wells as needed to lower the groundwater to the elevation shown on the plans.
A. Contractor shall provide, maintain, and use at all times during construction adequate means and devices to promptly remove and dispose of all water from every source entering the excavations or other parts of the work. Dewatering shall be accomplished by means which will ensure dry excavations, preserve final lines and grades, not disturb or displace adjacent soil, and avoid contamination of any surface water or storm water. All pumping and drainage shall be done with no damage to property, pedestrians, vehicular traffic, or the work of other contractors and in accordance with all pertinent laws, ordinances, and regulations. Existing drainage facilities shall not be overloaded or obstructed.
4. Excess Water Control/Handling Potentially Contaminated Groundwater.
A. If the groundwater is determined by the Engineer to be potentially contaminated (e.g., hydrocarbon sheen or chemical odor), the Contractor shall immediately cease dewatering operations and shall not resume dewatering until equipment appropriate to store the potentially contaminated groundwater is onsite and operational. Additionally, the Contractor shall manage the groundwater as contaminated until directed otherwise by the Engineer.
B. Potentially contaminated groundwater removed from the trench during the pipe laying operation shall be stored in fractionation tanks located on the project site. Each fractionation tank shall have a minimum capacity of 20,000 gallons.
C. Samples of the stored groundwater will be collected by the Engineer within 48 hours of initial storage in the fractionation tanks. Analytical tests will be performed on the samples to determine if the stored groundwater is contaminated. Laboratory testing of collected samples typically requires 24 to 72 hours to complete. Based on the results of these tests, the Engineer will identify the type of disposal required and notify the Contractor. The following types of disposals may be used:
(1) Uncontaminated Groundwater. If chemical concentrations in the stored groundwater are below federal and applicable state clean up criteria, the Contractor shall dispose of it by pumping in accordance with MDOT Standard Construction Specifications and section c.5 of this Special Provision.
(2) Non-hazardous Contaminated Groundwater. If the stored groundwater is contaminated and non-hazardous, as determined by the Engineer, the stored water shall be disposed of as directed by the Engineer in one of three ways. Disposal will be
SP 16 of 286
Fishbeck 3 of 5 08-07-24 based on the sampling results:
(a) By discharge into the nearest available sanitary sewer in accordance with section c.5 of this Special Provision.
(b) By pumping the stored water through a carbon treatment system and discharging to the nearest available sanitary sewer in accordance with section 5, below. The carbon treatment system shall be operated at a minimum empty bed contact time of 15 minutes. The Contractor shall submit information regarding use, performance, and capacity of the carbon treatment system for review and approval.
(c) By loading, transporting, and disposing at a licensed treatment facility, contingent upon City and Engineer approval.
(3) Hazardous Contaminated Groundwater. If the stored groundwater is contaminated, hazardous, and not treatable by carbon filtration, it shall be loaded, transported, and disposed of at a hazardous waste disposal site by the hazardous waste contractor designated by the City.
E. Fractionation tanks shall be emptied and made available for reuse within 72 hours of notification by the Engineer of the appropriate disposal method of the tank’s contents.
After each tank is emptied, it may require decontamination before reuse. The Engineer will notify the Contractor of this requirement.
5. Storm Sewer, Sanitary Sewer, or Surface Water Discharge. Monitor the volume of water discharged to the storm sewer system, sanitary sewer system or as surface water discharge by using a totalizing turbine type flow meter. Place the flow meter in-line on the dewatering system effluent line, ensure it is designed for high flow applications and has a flow totalizing register that is adequately sealed to eliminate fogging and condensation. Install the type of meter used in accordance with the manufacturer’s instructions and be approved by the Engineer before placement.
Filters or settling devices may be required before discharge to ensure that storm sewers, sanitary sewer systems or surface waters are not adversely affected by construction debris or increased sediment load.
Written permission from the wastewater treatment plant authority is required prior to discharge to the sanitary sewer system. Provide a copy of the written authorization to the Engineer prior to discharging any water to the system.
Secure a NPDES permit from the EGLE prior to any discharge to a storm sewer or directly to a surface water body.
Monitor and document the volume of flow being discharged to the storm sewer, sanitary sewer or the surface water daily by reading the register on the flow meter. Provide this information to the Engineer daily or as otherwise approved.
6. Utility and Structure Placement. Lower the groundwater to 1 foot below the lowest foundation subgrade or bottom of pipe trench. Determine the methods and materials required to accomplish this work, subject to approval by the Engineer before initiation or installation of
