About this file
This document comprises the project specifications for the California Department of Corrections and Rehabilitation (CDCR) Facility Planning, Construction and Management Division's EIFS installation project at California State Prison, Los Angeles County (LAC) in Lancaster, California. The project, designated as 24-054, involves the furnishing and installation of Exterior Insulating Finish Systems (EIFS) at exterior walls of Building 348 Housing Unit D3 and Building 3410 Housing Unit D5. The specifications establish comprehensive requirements for surface preparation, material selection, installation procedures, quality control, and regulatory compliance across multiple construction divisions including general requirements, demolition, security metal fastenings, rough carpentry, thermal and moisture protection, finishes, and electrical systems. The document includes detailed technical specifications, submittal requirements, security procedures specific to the correctional facility environment, waste management protocols, and performance standards aligned with the 2022 California Building Standards Code and applicable NFPA standards.
The contract requires the contractor to furnish all materials and labor for system completion, with submittals due within specified timeframes following Notice to Proceed. The project mandates compliance with extensive security procedures including personnel clearances, tool inventories, restricted items protocols, and coordination with correctional staff. Environmental requirements include dust control, storm water pollution prevention, concrete waste management, and hazardous material handling. The contractor must maintain a two-year warranty period beginning upon Project Completion award and provide scheduled maintenance on weekly and quarterly bases, with critical system response times of eight hours and sensitive items within forty-eight hours. Field samples for EIFS finish materials (minimum 8 feet by 8 feet) require CDCR Representative approval prior to full installation. The specifications emphasize security-related restrictions including the prohibition of certain power-activated fastening systems within the Secure Perimeter and mandatory use of tamper-proof metal fastenings in inmate-accessible areas, with all work subject to inspection by CDCR representatives and compliance with institutional lockdown procedures that may curtail or terminate work temporarily.
