About this file

The document is a detailed bid package for an Emergency Contractor Bid issued by the Willingboro Municipal Utilities Authority (WMUA) in Burlington County, New Jersey. The bid (Bid #24-03) seeks an emergency contractor capable of responding to public works emergencies, including excavation, trenching, backfilling, dewatering, road subbase work, asphalt applications, wastewater service lines, and water line installations. The bid is due on April 1, 2025, at 10:00 A.M., with a non-mandatory pre-bid meeting scheduled for March 20, 2025. The contractor must be able to mobilize within 60 minutes of a call and arrive on-site within three hours, with the authority reserving the right to contact alternate awarded bidders if the primary contractor cannot respond.

The bid includes a comprehensive schedule of unit prices for various emergency services, with no minimum contract amount guaranteed. Pricing covers items such as broken stone trench stabilization, dewatering systems, water main installations, sanitary sewer pipe work, bypass pumping, and various equipment rental rates (including jet/vac trucks, backhoes, and excavators). The contractor will be responsible for all necessary permits, traffic control, utility coordination, and restoration of disturbed areas. The contract appears to be structured as an on-call emergency response agreement, allowing the WMUA to utilize the contractor's services as needed for urgent infrastructure and utility-related work within Willingboro Township and portions of Westampton, New Jersey.

PART 3 –

EXECUTION (NONE)

Traffic Regulations 01570 - 8

01600-

SECTION 01600

TESTING

PROCEDURE FOR

PUBLIC WATER SUPPLY SYSTEMS

1.01 OBJECTIVE

This procedure establishes the methods that are to be used for the testing of public water supply systems. Work under this section shall be completed upon working on any existing potable water system infrastructure.

1.02 PURPOSE

The purpose of this procedure is to establish a uniform method and practice in testing public water supply systems for exfiltration, chlorine residual, disinfection, and bacteria.

1.03 EXFILTRATION TEST PROCEDURE

A. The tests shall be performed in the presence of the Engineer.

1. After the pipe has been laid or installed, it shall be subjected to a pressure and leakage test in accordance with AWWA C651 latest revision. The Contractor shall test sections of the pipes between valves, where practicable or where ordered by the Engineer. For the pressure piping within a trench, the pressure test shall be conducted after the trench has been backfilled, unless otherwise directed by the Engineer. Should the pressure test be defective, it is the

Contractor's responsibility to re-excavate the trench and repair the defective pipe at no additional cost to the Owner. For pressure piping in structures, this shall be conducted prior to the completion of any construction which would make it impossible or difficult to gain access to the pipe if found defective.

2. The Contractor shall make the necessary arrangements with the Owner for the procurement of water for the pressure and leakage tests, and for subsequent sterilization, and shall furnish the necessary labor, pumps, valves, pressure gauges, water meters and all other equipment required for this purpose. Each section of pipe shall be slowly filled with water and the pipe shall be subjected to the hydrostatic pressure 150 psi and maintained for a period of two (2) hours.

Before applying the specified test pressure, all air shall be expelled from the pipe, through hydrants, blow-offs, or any taps that may be necessary for the release of air from the highest points. Taps required for the release of air and blow-offs required for filling the line shall be furnished and installed by the Contractor. The cost of such taps and blow offs shall be included in the unit prices bid for the water main.

3. When the test pressure has been reached, the amount of make-up water to maintain the test pressure shall be measured. No pipe installation will be accepted if the leakage is greater than that determined by the following formula:

L = SD ✓P

133,200

Where:

L = Allowable leakage in gallons per hour S = Length of pipe in feet

D = Nominal diameter of the pipe in inches P = The test pressure in psig

Where sections of pipelines fail to meet this requirement, they shall be repaired, again maintained under pressure for two (2) hours and retested as necessary until these requirements are complied with.

1.04 STERILIZATION

A. All new water mains shall be sterilized in accordance with AWWA C651 latest revision.
