This document is Addendum #1 for Invitation for Bid (IFB) #24-0144 issued by the Illinois Tollway for Overhead Crane Inspections and Repairs. The addendum provides detailed answers to vendor questions and clarifies key bidding requirements, including registration with the State Board of Elections, Secretary of State, and Illinois Department of Human Rights (IDHR). The solicitation covers comprehensive inspections and repairs for bridge and jib cranes at multiple Illinois facilities, with cranes ranging from 20 to 27 feet off the deck. The bid opening has been rescheduled and will be conducted electronically via Microsoft Teams, with vendors required to participate through the specified digital platform.

The addendum emphasizes specific vendor compliance requirements, including a Business Enterprise Program (BEP) utilization goal of 8% and a Veteran Small Business goal of 1%. Vendors must complete BEP and VET Utilization Plans and ensure proper state registrations before contract execution. Bidders with 15 or more employees must have an IDHR number, and all vendors must be registered with the State Board of Elections for bids/proposals exceeding $50,000. The contract will be a time and materials agreement, with repairs over $500 requiring prior written authorization, and will include inspection and repair services for various crane types from manufacturers like Acco, Yale, Demag, and Shepard-Niles.
