About this file

This document is Appendix 4 (Special Notices) for the Lake Seminole Restoration Site Irrigation Line Installation project in Pinellas County, Florida, which is funded through the American Rescue Plan Act (ARPA). The project involves installing an irrigation line for a twelve-acre site, with specific requirements for contractors including compliance with federal procurement standards, equipment preparation, and site restoration. Contractors must ensure all equipment arrives fully operational and clean, free from invasive plant species, and must repair any ground or facility damage resulting from their operational activities. The contractor is responsible for removing all generated waste and maintaining the site's integrity during the project.

The contract emphasizes environmental and operational standards, requiring contractors to use pipe and fittings that meet specific technical specifications, including PVC pipe standards from organizations like ASTM, AWWA, and Soil Conservation Service. The irrigation line installation must follow precise technical guidelines, such as ensuring 24-inch pipe cover, using proper fittings and valves, and implementing specific installation techniques. The project will use federal funding, which mandates additional compliance requirements including equal employment opportunity provisions, clean air and water act adherence, and guidelines for minority business enterprise participation. The county reserves the right to modify the project scope and will evaluate contractors based on their ability to meet these comprehensive technical and regulatory standards.
