About this file
This document is an Addendum 2 to Invitation for Bid (IFB) #24-0087 for Hazardous Waste Collection and Disposal Services issued by the California Department of Food and Agriculture (CDFA). The IFB outlines the requirements for contractors to provide hazardous waste collection and disposal services, including the use of 55-gallon drums and 5-gallon buckets. Subcontractors are allowed, but the awarded contractor must possess a valid weighmaster license or demonstrate exemption. The contract term is not specified, and CDFA will select the lowest responsive bidder. The IFB addresses several questions from potential bidders, including confirmation that prevailing wage does not apply, allowance for annual PPI-based rate increases, and lack of any bond requirement.
Regarding pricing, the cost proposal allows bidders to provide multiple options for manifest documentation charges. CDFA will provide safety data sheets for the most commonly used products, and a waste profile will be developed with the assistance of the awarded contractor based on the wastes generated by each office. The current contract holder's pricing information is available via a Public Records Act request, but CDFA will not be posting this information.

ADDENDUM 2
Invitation for Bid (IFB) #24-0087 Hazardous Waste Collection and Disposal Services
(Hazardous)
Questions and Answers (Q&A) October 16, 2024
1. Q: Will CDFA consider removing the requirement of the active weighmaster license?
A: CDFA will not be removing the Weighmaster license as it is a requirement. However, there are cases where a contractor may be exempt from the license. It is the contractor’s responsibility to demonstrate that they are exempt. If the awarded contractor cannot provide satisfactory proof of exemption and does not possess a weighmaster license then they must obtain a weighmaster license or the contract will be cancelled.
2. Q: Confirming subcontractors are allowed?
A: Yes, subcontractors are allowed. Please see both the DVBE subcontracting information beginning on page 8 of the IFB as well as some general subcontracting information provided in the sample Exhibit E beginning on page 25 of the IFB for details regarding various requirements for subcontracting.
3. Q: Who is the current contractor? Will you be posting the current contractor's pricing?
A: Current contract info can be acquired via a Public Records Act (PRA) Request.
4. Q: Is this to be quoted as prevailing wage?
A: Since this agreement is not for public works there will be no prevailing wage requirement.
5. Q: Can the waste be shipped outside of the US?
A: The contractor must comply with any and all provisions of federal, state and local laws and regulations relating to hazardous waste transportation.
Addendum 2 – IFB #24-0087 10/16/2024
6. Q: Will annual rate increases based on PPI be allowed after the first year of the contract?
A: All three years have separate cost proposals. If bidders would like increases each year then that information must be provided on the cost proposal sheets. Please know that all amounts listed in bidder's cost proposal are final and will not be able to be changed once the bid process is over.
7. Q: Confirming there is no bond required?
A: There is no required bond for these services.
8. Q: What is the value of the contract?
A: There is not currently a set value for these services. CDFA will choose the lowest responsive bidder for these services.
9. Q: When do you anticipate awarding this contract?
A: After the bids are due they will be recorded and a the lowest responsive bidder shall be selected. Within a day or two after this it will be announced via an intent to award that all participating bidders shall receive.
10. Q: What size drums will waste be packed in?
A: The waste shall typically be contained in 55-gallon drums, however, smaller 5-gallon buckets may be used for smaller quantity materials and/or for lab pack materials.
11. Q: On the cost proposal what are the lines below manifest document charge for?
A. CDFA has decided to provide multiple options under the “Manifest documentation charge” depending on how each bidder chooses to charge. If one of the line items does not apply you can leave it blank or write “included” in the space provided. CDFA will determine the cost for the agreement based on the rates the awarded bidder has listed.
12. Q. Can you provide safety data sheets or profiles for waste streams?
A: Please see Addendum 3 for safety data sheets for CDFA’s most commonly used products. Please note that upon contract execution a profile will be developed (with the assistance of the contractor) for each office based upon the wastes they generate. Not all offices will, necessarily, generate all the listed wastes.
