About this file
This Addendum #1 is a Questions and Answers document issued by the Illinois Tollway for Invitation for Bid (IFB) Contract 24-0084 regarding Carbon Monoxide Detectors. The addendum addresses inquiries from vendors regarding registration requirements, product specifications, and procurement procedures. The solicitation requires vendors to supply both CO detectors (MSA part #10064004) and NO sensors (MSA part #10064003), as well as replacement sensor elements and master units. The contract encompasses an initial term and renewal term with specific dates outlined in Section 3 of the contract document. The bid opening is scheduled for the date and time published in BidBuy, with electronic participation available via Microsoft Teams using the provided meeting credentials. Offerors are responsible for monitoring BidBuy for all procurement information, amendments, and notifications.
Vendors must meet multiple eligibility requirements prior to bid submission, including registration with the Illinois State Board of Elections for bids totaling over $50,000, registration with the Illinois Secretary of State prior to contract execution, and an IDHR number if the firm employs 15 or more employees. This procurement is designated as a Small Business Set-Aside program, with eligibility criteria detailed in Section A.8 of the IFB instructions. Alternative or substitute sensors proposed must be interchangeable both physically and functionally with the MSA Z-Guard system to qualify as approved equal products. Bid evaluation considers factors beyond lowest price, including quality, warranty, and lead time as outlined in Section 2.2 of the IFB. Initial order estimates and quantities are specified in Sections 1.2, 1.4, and 2 of the IFB document. Electronic submission is mandatory, with paper responses not accepted.
