1GeneralThis workbook contains 4 worksheets, "Cover Page", "Tab 1 - Instructions", "Tab 2 - Labor Rate Card - Lot 1", and "Tab 3 - Labor Rate Card - Lot 2". Offerors shall complete the appropriate worksheet for Lot 1 or Lot 2 based on its specific offer.
2Labor Rate CardWorksheets "Tab 2 - Labor Rate Card - Lot 1" and "Tab 3 - Labor Rate Card - Lot 2" provide labor category title, descriptions and levels for the labor categories to be used in the pricing of task orders under the IDIQ contract. Offerors shall NOT remove or delete any labor categories in these worksheets.

Offerors shall provide a rate for ALL labor categories. Failure to offer ceiling fixed-price rates for all labor categories may result in the Offeror being ineligible for award. All Labor Rates shall be fully burdened, to include all direct and indirect expenses, such as (but not limited to): salary, overhead, general and administrative (G&A), fringe, fees, locality pay, overseas living allowances, profit, etc.

Offerors must complete all cells colored in light blue.

Junior = A Junior Labor Category has up to 3 years’ experience and/or a BA/BS degree. A Junior Labor Category is responsible for assisting more senior positions and/or performing functional duties under the oversight of more senior positions.
Journeyman = A Journeyman labor category has 4 to 10 years of experience and a BA/BS or MA/MS degree. A Journeyman labor category typically performs all functional duties independently.
Senior = A Senior labor category has over 10 years of experience and a MA/MS degree. A Senior labor category typically works on high visibility or mission critical aspects of a given program and performs all functional duties independently.
