BACKGROUND

MCICOM’s Mission As the single authority for all Marine Corps Installations Matters, Marine Corps Installation Command (MCICOM) exercises command and control of our Regional Installation Commands, establishes policy, exercises oversight, and prioritizes resources to optimize support to the Fleet Marine Forces and tenant commands.

MCICOM’s Focus In today’s unsettled and contested environment, one of the Marine Corps’ comparative advantages remains our focus on enabling our Regional Commands and their bases and stations. As the foundational platform from which the Marine Corps generates, deploys, employs, sustains and recovers ready forces - we must be ready to support today’s force readiness requirements while taking care of our Marines and their families.

The changing national security environment and our Marine Corps force design efforts demand that we look beyond today and make ready to support the future force - and if necessary to fight from the installations. This will require MCICOM to be actively engaged, innovative, adaptive, and flexible to meet the requirements of those we support.

· Resource Force Design. MCICOM’s priority, at the enterprise level, will be to ensure MCICOM identifies and develops the necessary infrastructure and capabilities to realize Force Design 2030 objectives. There are extensive implications for the installations to support the changes in our force. We need to be a better partner in the force design and development process. This will require active engagement across HQMC and with the MARFOR’s to resource the “known knowns,” and ferret out the “known unknowns,” for Force Design – we cannot be late to need.

· Build Resiliency. Integral to success in Force Design will be MCICOM’s ability to continue operations in increasingly contested environments, from the frequency and severity of destructive weather events, through cyber and ransom-ware activities, to intentional attacks - which could occur across multiple domains. Combined with the increase of activities conducting global operations from the installation, MCICOM must consider that the installation is no longer a safe haven. MCICOM must be prepared to fight from the installation. MCICOM must develop a resiliency strategy that extends beyond climate and energy and will encompass the ability to maintain operations and support across a contested competition to conflict spectrum.

· Enable Retention of Talent. The Marine Corps and MCICOM depends on the talent of our people. MCICOM - through barracks, housing, schools, and Marine and family programs, protection, progress - is a critical component of the retention of talent. The quality of our support is either a deposit or withdrawal on our Marine’s commitment to future service. We must identify the investments that build the commitments of our Marines and their families. We must avoid withdrawing from their accounts. Likewise, the MCICOM global enterprise cannot deliver on our mission without talented Marines, Sailors, civilians and our contracted partners.

· Be Ready. Make Ready. The Marine Corps depends on MCICOM to deliver ready forces to answer the Nation’s demand for a 911 force. MCICOM will continue to deliver on that commitment by providing the tenant activity infrastructure, ranges, ports, airfields, and Marine and family services to meet today’s requirements. With the strategic landscape and changing organizational influences - MCICOM will aggressively posture and partner with organizations to meet the emergent challenges and requirements necessary to be “most ready when the nation is least ready.” Time is not our friend.

MCICOM’s History Marine Corps installations are an essential component in the foundation of national defense as they are the force projection platforms that enable readiness, training, sustainment, mobilization, deployment, embarkation, redeployment, and reconstitution of our Operating Forces. MCICOM consists of a command element located in the Installations and Logistics (I&L) Department, Headquarters, U.S. Marine Corps, Washington, DC, and four (4) subordinate regional commands:

· Marine Corps Installations National Capital Region (MCINCR) – located at Marine Corps Base (MCB) Quantico, VA

· Marine Corps Installations East (MCIEAST) - located at MCB Camp Lejeune, North Carolina

· Marine Corps Installations West (MCIWEST) - located at MCB Camp Pendleton, California

· Marine Corps Installations Pacific (MCIPAC) - located at MCB Camp Butler, Okinawa Prefecture, Japan

One of the foundations for the establishment of MCICOM was to relieve the Fleet Marine Force (FMF) of the burden of managing bases and stations and place primary emphasis on this command to focus installation support to directly support the Marine Corps’ warfighting mission. This reorganization, in 2011, allowed FMF commanders at all levels the ability to concentrate their efforts on preparing their forces for the full spectrum of contingencies – from humanitarian assistance to full-scale combat operations.

General Information MCICOM continually strives to align its capacities against the highest priorities of the FMF and supporting commands. MCICOM’s more than 31,000 personnel oversee 25 active duty bases and installations, 2.4 million acres of land, 1,289 training areas, and executes a budget of approximately $2.7 billion each year. Encompassed within those 25 installations are 11 air stations, air facilities, and expeditionary airfields. MCICOM also provides operational support aircraft for transporting passengers and cargo in support of training exercises, contingencies, and operational commanders.

MCICOM's headquarters (MCICOM HQ) staff is structured and chartered to serve as the Commander's principal staff agencies for the development and articulation of a wide spectrum of concepts, plans and polices; and to direct and supervise execution and/or implementation of those policies. Major directorates within the command headquarters are:

· Special Staff

· Logistic Services, Safety, Marine Corps Community Services (G-4)

· Installation Communications (G-6)

· Government and External Affairs, Innovation (G-7)

OBJECTIVE AND SCOPE

Objective:

· MCICOM HQ requires contractor support services to assist in carrying out the type of tasks outlined in PWS Section 4. Completion of these types of tasks will assist the command in fulfilling current mission deficiencies as well as provide enhanced operational capabilities.

· Services will be performed predominantly in support of MCICOM Headquarters in the Washington, DC, metropolitan area with potential travel required to coordinate with stakeholders and supporting MCICOM with assessment of different programs and capabilities at all four (4) of our Region Command and/or at any of our 25 Continental United States (CONUS) and Outside the Continental United States (OCONUS) installations.

· Some services and deliverables associated with these tasks require access to the Non-Classified Internet Protocol Router Network (NIPRNET) or the Secret Internet Protocol Router Network (SIPRNET). For those tasks or subtasks identified below that require access to SIPRNET, contractors must maintain at least a “SECRET” clearance.

Scope The scope of this contract will include various types of professional services to support MCICOM HQs through the various directorates. Major task areas include Program Management Support; Logistics Support; Installation Communications Program Support; Operations Support; Defense Policy Review Initiative (DPRI) Support; Planning Support; Government and External Affairs Support; Facilities Support; and Information and Task Management Support. The Contractor will provide policy guidance, study current programs, make program improvement recommendations, perform database development and analysis, conduct Modeling and Simulation, provide Operational Advisory Group (OAG) participation and management support, develop training requirements, perform information management and technical services, logistics information management system software development and support, and transportation finance support. The Contractor will need to assemble and verify data necessary for completion of the projects and furnish complete, competent, properly coordinated, and thoroughly reviewed documents. The Contractor must ensure the consistent and timely delivery of quality services and goods in the execution of the defined tasks. Areas of expertise may include program management, logistics management, analytical support, communications, portfolio management, and finance management types of services, among others. The work described in task areas 4.1 through 4.9 below is representative of the type of requirements that may be anticipated throughout the life of this contract. Specific tasks will be initiated through task orders issued under this contract.

Performance Location Unless stated differently under the task areas in Section 4, work will predominately be performed offsite at a contractor location. The Government may require on-site support on occasion and will provide ‘hot seats’ or ‘hotel desks’ for contractors to use during that time. The Government will issue/provide unclassified End User Hardware (EUHW) (laptops, monitors, peripherals, etc.) for any requirement under this contract as stated at the Task Order level. When not stated at the Task Order level, the contractor is responsible for providing necessary equipment to accomplish the task. The Government will not issue classified EUHW to contractors but will provide necessary access to classified systems if required by a particular requirement under this contract. All contactor personnel will be issued a Common Access Card (CAC) and access to MCICOM workspaces at the Pentagon, Naval Support Facility (NSF), and/or other various Government facilities/spaces in order to conduct meetings or other face-to-face stakeholder engagements.

GENERAL REQUIREMENTS

Data Rights All items generated by the Contractor, including, but not limited to, research, reports, materials, briefs, presentations, processed information, processed data, model and simulation documentation, visualizations, diagrams, and general or analytical reports, created, generated, or produced under this contract, and resultant task orders, shall become the property of the U.S. Government/Marine Corps and not the Contractor. This includes subcontractors, or individual author or researchers; therefore, the U.S. Government/Marine Corps shall have the right to use, modify, reproduce, perform, display, release, or disclose such items, in whole or in part, in any manner, for Government purposes only, and to have or authorize others to do so for Government purposes only.

Records Management will be conducted in accordance with DoD’s Records Management policies.

Reference Documents The Contractor shall adhere to Department of Defense, Joint Chief of Staff, Department of the Navy, Geographic Combatant Command, and Service doctrinal policy and procedures. This includes Numbered Operational Plans, Campaign Orders, Theater Campaign Plans, Service Campaign Plans, Combatant Command Concept Plans, appropriate local/state/federal and/or foreign governmental agreements such as status of forces agreements, visiting forces agreements, policies orders and directives; U.S. Department of State orders and policies when conducting official business on behalf the Department of Defense within the host nation. The Government will provide access to the above regulations throughout the life of the contract. The Contractor may be required to participate in conferences and workshops during performance of task areas, including but not limited to:

· Boards, Bureaus, Cells, Committees, Working Groups, OPTs and IPTs;

· Theater Exercise Site Surveys and Planning Conferences;

· Command Operations Center or Emergency Operations Center Crisis Action Teams (CAT) (when designated);

· Professional development conferences;

· Program operational planning team events;

· MCICOM HQs conferences and events

Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks under this contract. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. The contractor is responsible for the management of its employees. The Government will guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer’s Representative (COR) or Contracting Officer (KO) immediately.

Contract Management / Administration Requirements The contractor is responsible for effectively and efficiently managing their own contract and employees supporting this contract and subsequent task orders; for ensuring personnel supporting this contract and/or task orders under this contract are qualified and performing satisfactorily; for applying appropriate quality control techniques to services and deliverables generated under this contract to ensure high quality services/deliverables; for ensuring open communication with the Government throughout performance; for staffing, training, and replacing personnel when needed on task orders in a timely and effective manner, for training employees on necessary areas including on DoD/USMC policies and regulations applicable to the work they perform to include personnel administration, travel, security clearances, and classification markings; and for overall ensuring the success of support they provide to MCICOM.

Kick-Off Orientation Within seven (7) calendar days after contract award, the contractor and Government stakeholders (KO, COR) will schedule and conduct an initial orientation meeting. The orientation meeting will be held over a phone conference at a date and time mutually agreed upon by both parties. At the meeting the Contractor shall identify personnel supporting the contract for administrative purposes, review its approach to meeting performance requirements and managing simultaneous task orders, discuss performance expectations and ensure a common understanding of contract requirements. This kick-off call is considered basic contract level administration and will not be separately ordered or reimbursed through a task order.

Transition-In The contractor shall establish clear lines of authority and responsibility to ensure an orderly transition of services and assets between any incumbent and incoming contractor. The Contractor shall ensure minimum disruption to vital Government business. The contractor shall ensure that there shall be no service degradation during or after transition. The Contractor shall obtain transition knowledge and information regarding risk or problem areas from contractor personnel or Government personnel.

(TASK AREA 1) – Program Management Support:

Program Management Support The Contractor shall execute a proactive methodology to ensure all project tasks are executed and delivered on time and of the highest quality. The Contractor shall discuss topics as they are identified and proactively initiate discussion of topics relevant to the planning for and execution of contract responsibilities. The Contractor shall establish frequent communications between appropriate organizational leadership and the contractor support staff. The Contractor shall allocate resources to meet the needs of the supported organization and reallocate or add resources to meet changing and or emerging priorities. The Contractor shall coordinate with the COR to ensure that designated copies of deliverables are retained in the appropriate location. Tasks and Deliverables at the task order level may include items similar to the following:

· Prepare Program Management Plan(s) (PMP) describing the technical approach, organizational resources, and management controls that are employed to meet the cost, performance, and schedule requirements.

· Provide program management support of contractor personnel daily.

· Provide recurring Reports:

· Develop and maintain quality control plans (QCPs) tailored to emerging customer priorities.

· Develop and present formal Program Management Reviews (PMR) quantifying task execution highlights, plans, and issues to an audience of designated organizational representatives for discussion.

· Monthly Status Report (MSR), which will provide updates and status (from the contractor’s perspective) on program costs, project schedules, and any associated risk. Risk will be conveyed to the government in terms of resource shortfalls (people and funding) and their impact on programs or projects. The MSR will present the accomplishments during the past month (or other period designated at task order level) and plans for the following periods.

· Ensure Quality Control:

· Implement a quality control program to verify conformance to the contract requirements that eliminates conflicts, errors, and omissions, and ensures technical accuracy of deliverables.

· Update the deliverables with changes, if needed, and resubmit to the COR.

· Trip Reports:

· Submit trip report(s) for any contractor personnel, or team of contractor personnel, executing travel. At a minimum, trip reports will detail the purpose of the trip, those that attended, cost, and a discussion of activities and accomplishment of the trip, and any conclusions / recommendations.

· Transition Out Plan:

· Develop and execute transition-out plan(s) that shall facilitate the accomplishment of a seamless transition from the incumbent to incoming Contractor/Government personnel at the expiration of a task order.

· Identify, at a minimum, how it will coordinate with the incoming contractor and/or Government personnel to transfer knowledge regarding the following:

· Project management processes

· Points of contact

· Location of technical and project management documentation

· Status of ongoing technical initiatives

· Appropriate contractor-to-contractor coordination to ensure a seamless transition.

· Transition of Key Personnel

· Schedules and milestones

· Actions required of the Government.

· A close-out schedule with the dates and actions to be completed for TO close-out.

· Establish and maintain effective communication with the incoming contractor/Government personnel for the period of the transition.

· Transfer of all necessary business/technical documentation

· Transfer of any applicable Government provided equipment or information.

· Process personnel out-processing procedures, turn in all Government keys/ID/access cards.

· Conduct quarterly (or other recurring) meetings with Government personnel on task order status.

Security Classification: All work performed on this subtask is anticipated to be unclassified.

(TASK AREA 2) – Logistics Support

Logistics Support may be required in support of MCICOM’s G4 Directorate and/or other MCICOM programs, such as:

Marine Corps Community Service (MCCS) Program Support This task area includes support to the Planning, Programing, Budgeting, Execution, and Assessment (PPBEA) Reform support for the MCCS Program, which now lies within the purview of the MCCS Installations Advisory Group (MCCS IAG). Its’ primary purpose is to capture total cost of ownership for MCCS programs, identify where the funding is and is not, as well as identifying the risk associated to the program if funding is not provided. MCICOM is a primary stakeholder within PBBEA reform. Approximately 90% of the 12,000 employees reside in MCICOM and over 80% of annual MCCS funding is executed by installation commanders. Providing processes and products to support PPBEA reform are key to protecting Installation and Regional Commanders and Commander, MCICOM equities within MCCS programs. Tasks and Deliverables at the task order level may include items similar to the following:

· Support the development of Planning Phase I inputs, processes, and outputs by supporting the internet Navy Facility Assets Data Store (iNFADs) assessments for quality-of-life facilities, fee for service agreements, and process mapping.

· Support the sustainment of Common Output Levels of Service (COLS) for MCCS programs and synchronize PPBEA Reform with newly developed COLS framework. Support may include analysis of COLS reporting requirements, COLS dashboard data entry and maintenance, provide reports on MCCS COLS development to include overall program analysis.

· Support the development of a consolidated APF/NAF Programming and Budget steady state processes and procedures for collating and analyzing programming and budgeting information as required under APF/NAF. Support may include facilitating the coordination of data collection and analysis requirements necessary to complete budget formulation and ongoing processes.

· Support the implementation of monitoring processes during the Execution phase such as the Performance Review process and Mid-Year Review process. Participate in and support MCCS Governance transformation working groups related to PPBEA in-progress reviews and decision briefs.

· Support the development of reports that may include Child Development Facility status and waitlist report, Installation Advocacy Group action items, etc.

· Support development of the PPBEA prioritization framework and optimization tool by organizing and conducting PPBEA reform coordination meeting(s) in-person/virtually with stakeholders and provide meeting minutes which may include Updated POA&M, Action Item Tracker, List of Deliverables which includes assigned office and due date, reports, Decision Briefs, and Information Papers.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

Security Classification: All work performed on this subtask is anticipated to be unclassified.

Transportation Services Support The G-4 Transportation Services (TS) Branch is responsible for establishing Garrison Mobile Equipment (GME) and non-tactical vehicle (NTV) management policies for the entire Marine Corps. It centrally manages the procurement of all non-tactical automotive passenger and cargo vehicles as well as engineering and material handling equipment. GME plans, programs, budgets, and executes the funding to procure all Marine Corps NTVs and directly manages the Garrison Transportation and Management program for the Deputy Commandant, Installations and Logistics and for Marine Corps Installations Command. Through this program, the Marine Corps manages the personnel, maintenance, and operation functions of all commercial transportation activities aboard Marine Corps installations and Marine Forces Reserves. GME is also directly involved in efforts to meet Legislative, Presidential, and Department of the Navy energy mandates and goals. Tasks and Deliverables at the task order level may include items similar to the following:

· Support the research, preparation, and management of Common Output Levels of Service (COLS) development.

· Perform financial analysis and provide written report(s) based on a comparison of funded requirement expenses, readiness costs, and cost of maintenance data provided by the Government.

· Extract and analyze data reports (e.g., fuel consumption, vehicle utilization, and maintenance costs); life-cycle cost analysis reports; and data summaries from the Fleet Management Information System (FMIS) Fleet Focus.

· Support select TS Audit, Assistance and Training Program and record findings, assist with training and analyze post audit findings.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

· Conduct reviews and propose updates to applicable orders, directives and policies governing transportation services programs.

· Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).

Security Classification: All work performed on this subtask is anticipated to be unclassified.

LFSApps and FMIS Program Support (System Support) LFSApps and FMIS are financial management information systems that support the automation and integration of various financial management processes including budget formulation, execution, accounting, and reporting. Tasks and deliverables at the task order level may include systems support of both systems similar to the following:

· Perform maintenance and security updates to the LFSApps system to include the web front end and database backend.

· Host configuration control boards for LFSApps system development cycles and configuration changes.

· Update the Risk Management Framework accreditation package for the LFSApps system annually or as required.

· Perform system and application modifications as required by the process owners and system owner of LFSApps.

· Maintain user level training materials, make updates, and review documents for the use of all tools within the LFSApps system.

· Provide Help Desk Support to approximately 50-100 users per week during the hours of 0800-1630 EST.

· Provide systems access (user rights), password resets, troubleshooting and any other problems associated with the system.

· Document and track all LFS App process requirements to ensure:

· Quality of Services

· Continuity of Operations

Marine Corps Food Management Information System (MCFMIS) Support The Marine Corps Point of Sale (POS) system automated the mess hall meal verification process while collecting headcount information. MCFMIS POS is a multi-application system that interfaces with the MCFMIS Food Operation Management Pro system where headcount information is stored. It is comprised of a Back Office module that manages the POS registers in their various locations. The Back Office system is run in an Oracle environment. The Register module collects customer information either by scanning Common Access Cards (CAC) or through manual entry. The MCFMIS POS system is designed to work either at the point of entry into the mess hall or at the end of the food line similar to a more traditional cafeteria style. This POS Register module is integrated with the POS Back Office system and provides real-time database updates or runs in standalone mode until such time as a connection to the POS Back Office can be established. Currently, there are 186 POS registers in operation with an anticipated increase of up to 25 additional systems over the next two years. Tasks and Deliverables at the task order level may include items similar to the following:

· Provide Subject Matter Expertise (SME) and technical onsite support to MCICOM G4, Food Service, in support of MCFMIS.

· Provide support of information technology systems and how to incorporate and maintain them on the Marine Corps Enterprise Network (MCEN).

· Support the software’s ability to operate within multiple program environments (e.g., Windows, Oracle, Citrix, and Organizational Units). Support may include maintaining technical support for technical refreshes, patches and updates for Windows and Oracle and technology upgrades as mandated by the USMC IA and DOD. The Government will provide the Contractor, access to required Government Furnished Equipment (GFE), Program of Record (POR) Organizational Units (OU) within the Marine Corps Enterprise Network’s (MCEN) Active Directory domain. Government will provide the Contractor notice 180 days prior to any technical refreshes of Windows and Oracle and any technology upgrades.

· Perform as the liaison between the MCFMIS software vendor(s) and Marine Corps Information Assurance (IA) community for security compliance, DOD policies, and site infrastructure to support the deployment and sustainment of the MCFMIS software components.

· Provide support for MCFMIS. This may include:

· System Maintenance, Oracle Help Desk support and System Administration function for Point of Sale (POS)

· Provide System Administrator for MCFMIS Program of Record (PoR) such as:

· JavaScript Object Notation (JSON) support and patching

· Oracle support and patching

· Operating System patching

· Work with Local S6/G6 on system maintenance

· Serve as the liaison between other MCICOM Contractors and Marine Corps Information Assurance (IA) community ensuring security compliance, compliance with all DOD and Marine Corps policies, and site infrastructure is working properly to support the deployment and sustainment of the MCFMIS software components.

· Ensure all Marine Corps IA requirements for MCFMIS are identified and met by coordinating with Headquarters, regional and local command Information Technology (IT) centers.

· Document and track all MCFMIS and MCEN process requirements to ensure: Quality of Service. Continuity of Operations, Retainment of Knowledge Base Performance

· Conduct onsite visits for MCFMIS POS system updates, upgrades, and software related repairs (within 24 hours of receipt and validation of critical Program Trouble Requests (PTR)).

Safety Services Support The G-4 Safety Branch is responsible for establishing and providing oversight over all Core Safety Services (CSS) for the Marine Corps and the development of an Installation Weight Handling Equipment (WHE) program. MCICOM centrally manages Safety plans, programs, submits installation budget requests and executes the funding to procure mitigations for emergent Safety Hazards. Through this program, oversight, advocacy, and programmatic support is provided over all CSS activities aboard Marine Corps installations. Tasks and Deliverables at the task order level may include items similar to the following:

· Research, prepare, and review progress reporting for Common Output Levels of Service (COLS) functions and Mission Essential Task Lists (METL) in the COLS Application.

· Provide liaison support with MCICOM, Regional Commands, Installations, CMC Safety Division, Navy Crane Center (NCC) and HQMC I&L LPE organizations to facilitate the centralizing of the WHE program.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

· Conduct reviews and propose updates to applicable orders, directives and policies governing CSS and WHE services & programs.

· Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).

Supply Services Support The Supply Services (SS) Branch is responsible for establishing Garrison Property Equipment (GP) management policies for the entire Marine Corps. It centrally manages the procurement of all non-tactical automotive passenger and cargo vehicles as well as engineering and material handling equipment. GP plans, programs, budgets, and executes the funding to procure all Marine Corps Garrison Equipment and directly manages the Garrison Supply and Management program for the Deputy Commandant, Installations and Logistics and for Marine Corps Installations Command. Through this program, the Marine Corps manages the personnel, maintenance, and operation functions of all garrison property activities aboard Marine Corps installations and Marine Forces Reserves. Tasks and Deliverables at the task order level may include items similar to the following:

· Research, prepare, and review progress reporting for Common Output Levels of Service (COLS) functions and Mission Essential Task Lists (METL) in the COLS Application.

· Perform financial analysis and provide written report(s) based on a comparison of funded requirement expenses, readiness costs, and cost of maintenance data provided by the Government.

· Assist with the Planning, Programming, Budgeting, and Execution (PPBE) process for the MCICOM G4 Supply portfolio.

· Assist in the development of Program Objective Memorandum (POM) Program Review briefs for Garrison Supply Management and provide required products to the Program Manager in accordance with MCICOM and INS PEB Letter of Instruction (LOI) and suspense dates for each year.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

· Conduct reviews and propose updates to applicable orders, directives and policies governing supply services & programs.

· Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).

(TASK AREA 3) –Installations Communications Program Support Installations Communications (I-COMM) Program Support may be required in support of MCICOM’s G6 Directorate and/or other MCICOM programs, such as:

Installation Communications Policy and Governance Support In support of the establishment of Installation Communications (I-COMM) policy and governance model within the Marine Corps, the Contractor will conduct analysis and assist in the development of relevant policy to support the Marine Corps ability to conduct required planning, programming, and execution associated to I-COMM and its 3 Lines of Operations. Tasks and Deliverables at the task order level may include items similar to the following:

· Research, identify, and update relevant I-COMM policy and governance management model by establishing a regulatory and/or policy matrix consisting of Statutory regulations (international, national, host nation), Federal/State regulations/policies, DoD/Joint Staff, DON and Marine Corps policies.

· Develop and maintain policy and governance Plan of Action and Milestone status document.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

· Conduct reviews and propose updates to applicable orders, directives and policies governing I-COMM programs.

· Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).

Installation Command, Control, and Communications (I-C3) Support Support the development of I-C3 policy and governance matters. Tasks and Deliverables at the task order level may include items similar to the following:

· Assist in research and analysis of each Commander’s installation support services I-C3 supporting/supported relationships, their information exchanges, and information/records management conditions.

· Collaborate with appropriate governance bodies related to Real Estate Easements/Leases, support contracts, and Memorandums of Agreement/Understanding and other planning actions that each Installation has established as Mission Partners to identify, record, and report each Mission Partner Environment supporting each Installation Function/Sub-Function at each of the Marine Corps Installations and Support Facilities.

· Develop, staff, and prepare applicable I-C3 Plan of Action and Milestones.

· Provide conference planning and meeting support. This will include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

· Pre-event planning will include, but is not limited to, approval packages, site selection and setup, development and distribution of announcements, creation of agenda and support material, and registration.

· On-site coordination will include, but is not limited to, attendee check-in, security problem resolution, document control, and administrative and logistics coordination with the host facility.

· Post-event efforts will include, but is not limited to, developing and distributing conference/meeting proceedings and generation of an After Action Report (AAR) following each event.

· Conduct reviews and propose updates to applicable orders, directives and policies governing I-COMM program.

· Assist the branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).

Installation Communications Campaign Plan/CONOPS Support MCICOM G6’s Campaign Plan requires review and revision to align with current vision, objectives, policy and regulations defined within the Commandant’s Logistics 2030, Training & Education 2030, Commander MCICOM’s Installation Plan, and various regulatory and policy documents associated to each of the I-COMM LOOs.

Creation Concept of Operations (CONOPS) that establishes and codifies in doctrinal format I-COMM matters. Tasks and Deliverables at the task order level may include items similar to the following:

· Update, staff, and prepare for publication MCICOM G6 Campaign Plan.

· Develop, staff, and prepare for publication I-COMM CONOPS.

Security Classification: Work performed on this subtask is anticipated to be classified at the “Secret” level.

G-6 Installation Communications Program Support The contractor will support the development of Future Year Installation Communications (I-COMM) 3 Lines of Operation (LOO) programmatic requirements for: Installation Command, Control, Communications (I-C3), Installation Operating Support Information Communications Technology (IOS ICT), and Installation Communications Grid (ICG). Deliverables at the task order level may include items similar to the following:

· Develop FY I-COMM, by LOO, planning, programming, budget, and execution Plan of Action and Milestones.

· Develop FY I-COMM, by LOO, Financial Statement(s) and associated Program Element POET Structures.

· Develop FY I-COMM, by LOO, program models for each of the MCICOM Commanders (HQ, Region, Installation).

· Develop aggregated forecasted planning, programming, and budget year controls and associate to per I-COMM Financial Statement’s Program Element Code.

· Assist in the development of budget year and execution year spend plan, broken out by Installation; I-COMM LOO; and Financial Statement’s Program Element Code.

Security Classification: Work performed on this subtask has both “Unclassified” and “Secret” level.

Webmaster Support for the I&L/MCICOM Web Portals The contractor will provide Information Technology (Web and SharePoint) support services (design, development, enhancements, modifications, testing) for the MCICOM and I&L Web public web sites and SharePoint services. Tasks and Deliverables at the task order level may include items similar to the following:

· Provide I&L/MCICOM staff Webmaster support (design, development, maintenance) to I&L/MCICOM Public Web portals and SharePoint sites/subsites.

· Provide customer support services by determining the customer’s issue and analyzing the symptoms to figure out the underlying problem.

· Design and develop SharePoint sites and subsites as needed.

· Update content to both the I&L/MCICOM public portal sites.

· Coordinate, monitor and maintain the information environment with Defense Media Activity (DMA).

· Maintain data service configurations and resolve interface and interoperability problems.

· Provide Search Engine performance.

· Provide migration services.

· Provide training to staff members on use of web portals.

Installations Communications Workforce Modernization Support The contractor will assess current Installations Communication organizations, structure, and workforce within each Marine Corps Installations and develop organizational transformation plan that restructures to management of Installation Communications and its 3 Lines of Operation. Tasks and Deliverables at the task order level may include items similar to the following:

· Develop applicable Plan of Action and Milestones.

· Identify current Table of Organization, military, government civilian, host nation, and contracted support personnel at each Installation that have Installation Communication skill sets.

· Develop organizational structure and workforce model that supports the mission of I-COMM throughout each of MCICOM’s Command levels (HQ, Regional, Installation).

· Identify current commercial skill set models and assessment against I-COMM’s 3 LOOs.

· Perform Skill Set Civilian and Military (MOS, Series, Grade) modeling gap analysis between as-is and to-be and develop recommended, by billet, restructure, realignment models for each Installation Command.

· Develop and recommend a migration path that delineates the activities required to execute restructuring activities and maintain its ability to plan, install, operate, maintain Installation Communications capabilities.

Independent Verification and Validation Support The contractor will support Marine Corps Installations Command G-6 by providing Independent Verification and Validation (IV&V) Services. This will be accomplished by examination, demonstration, inspection, and analysis to ensure security requirements comply with DoD Information Technology guidelines. The validator will perform validation activities by leveraging the Marine Corps Certification and Accreditation Support Tool (MCCAST), Federal laws and regulations, DON guidance, National Institute of Standards and Technology (NIST), and Marine Corps guides, directives, instructions, and manuals. The contractor will provide validation services in support of the DoD RMF and the Marine Corps Assessment and Authorization (A&A) process. For this subtask, the contractor must conform to DoDD 8140 and DoDM 8570.1M Information Assurance Systems Engineer (IASE) Level II or Information Assurance Technician (IAT) Level II. Tasks and Deliverables at the task order level may include items similar to the following:

· Perform independent validation of installation certification and accreditation vulnerability and certification testing in accordance with applicable DOD Information Security policies and Agency Enterprise Cybersecurity Manuals.

· Develop briefing documents, checklists, assessments, and reports. (e.g., pre-validation briefs, Scoping Review Checklists, assessment plans, Security Assessment Reports, Security Requirements Traceability Matrix, post-validation assessments).

· Leverage software-based automated tools including but not limited to MCCAST, DISA STIG Viewer, and Assured Compliance Assessment Solution (ACAS), and Security Content Automation Protocol (SCAP).

· Develop Security Vulnerability Assessments.

· Develop consolidated reports of program assessments, to include (but not limited to): FISMA, Information Assurance Vulnerability Alert (IAVA), and ACAS Scans on validated systems.

· Develop reports that summarize the results of IV&V tasks performed for the reporting period.
