PERFORMANCE WORK STATEMENT
FOR
Athletic Program Services Department of Defense Education Activity
1.0 General Information and Scope of Work.
1.1 Introduction: This is a non-personal services contract to provide athletic program services to the following Department of Defense Education Activity (DoDEA) supporting schools in Guam: Andersen Middle School, Guam High School, and McCool Middle School. The Government will not exercise any supervision or control over the contract service provider(s). The Contractor shall perform to the standards specified in this Performance Work Statement (PWS). Contract service provider(s) shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
1.2 Background: DoDEA instructional program provides a comprehensive pre-kindergarten through 12th grade curriculum that is dedicated to attaining the highest student achievement for children of active-duty military and eligible civilian employees. The Pacific West Region Interscholastic Athletic Program is designed to promote and encourage participation by all students in supervised activities to enhance students’ social, physical, and emotional development. Athletic participation is recognized as a valuable educational experience, directly complements academic performance, and prepares students for continuous learning and productive citizenship.
1.3 Scope of work: The Contractor shall provide all personnel, equipment, supplies, materials, transportation to/from events, tools, supervision, and other items and non-personal services necessary to perform the required services. The Contractor shall be a member of the National Federation of State High School Associations (NFHS), Guam Rugby Football Union (GRFU), Guam Kayak & Canoe Federation (GKCF). Additionally, the Contractor shall perform in accordance with (IAW) the rules as set forth by the NFHS, their respective member athletic associations and affiliate associations (https:www.nfhs.org), the GRFU, and the GKCF.
1.4 Key Personnel. The Contractor shall designate a contract manager and an alternate that shall have full authority to act on behalf of the Contractor on all contract matters relating to daily operations of the contract. The name and contact information of the contract manager and alternate shall be provided in writing to the Contracting Officer (CO) and Contracting Officer’s Representative (COR) no later than three (3) business days from the contract award date. The contract manager and alternate shall be available to meet with the CO and COR to periodically discuss performance and/or challenges to performance.
The contract manager and all employees shall be able to read, write, speak, and understand English. The government reserves the right to restrict employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of DoDEA.
2.0 Requirement: The Contractor shall provide the required number of qualified sports officials, referees, scorekeepers, and timekeepers to officiate high school and middle school sport program games for the supported schools. Additionally, the Contractor shall provide all sports equipment deemed necessary for each event, ancillary services, event venue(s), and recognition items.
Furthermore, the Contractor and/or its employees shall provide their own transportation to/from contracted events. The Government reserves the right to add, decrease, or remove any sport from its middle school and high school line ups as deemed necessary for each school year. The following tasks shall be performed in support of the requirement:
2.1 Required Tasks (Objectives)
2.1.1 Task 1. The Contractor shall provide written proposed game schedules to the COR and Athletic Director(s) (AD), including post-season championship events, for each sporting season to the COR 60 calendar days prior to the start of each sporting season. Additionally, the Contractor shall provide the final game schedules to the COR, at least 30 days prior to the start of each sports season. Written proposed and final schedules shall be delivered in electronic media format, such as Microsoft Word, Excel, Adobe PDF or similar format.
2.1.2 Task 2. The Contractor shall provide trained sports officials in the respective sport’s rule making body in the sport they will officiate. Officiants shall rule on any point or any situation not specifically covered within the respective rule making body’s contest rules.
2.1.3 Task 3. The Contractor shall provide written verification that the proper number of officials have been assigned for the upcoming sports events to the COR and AD at least 15 calendar days prior to start of each event. Written verification shall be delivered in electronic media format, such as Microsoft Word, Excel, Adobe PDF or similar format.
2.2 Middle School and High School Sports.
2.2.1 Sports to be officiated at the high school level may include: football, volleyball, basketball, baseball, softball, tennis, cross country, rugby, wrestling, track and field, paddling and soccer.
2.2.2. Sports to be officiated at the middle school level may include: rugby, cross country, volleyball, soccer, and basketball.
2.2.3 The contractor shall provide the number of officials required for all Home and sponsored post-season games.
2.2.3.1 The following types of officials are required.
2.2.3.1.1 Football: One (1) Referee, one (1) umpire, one (1) head linesman, one (1) line judge, and one (1) back judge, three (3) chain crew personnel, score keeper, and timekeeper
2.2.3.1.2 Volleyball: Up official (crew chief), down official, score keeper, and two linesman
2.2.3.1.3 Basketball: Lead official (crew chief), two (2) assistant officials, score keeper, and timekeeper
2.2.3.1.4 Baseball: Lead umpire (crew chief), assistant official, score keeper, and timekeeper
2.2.3.1.5 Softball: Lead umpire (crew chief), assistant official, score keeper, and timekeeper
2.2.3.1.6 Soccer: Lead official (crew chief) and two (2) lineman and timekeeper
2.2.3.1.7 Track and Field: One (1) Chief Finish Evaluator, one (1) Clerk of the Course, Four (4) Head Field Event Judges, one (1) Head Starter, one (1) Head Finish Line Judge
2.2.3.1.8 Tennis: Three (3) sports officials
2.2.3.1.9 Cross Country: Five (5) sports officials
2.2.3.1.10 Rugby: High School—One (1) Referee, two (2) Line Judges;
Middle School—one (1) Referee
2.2.3.1.11 Wrestling: Eight (8) sports officials
2.2.3.1.12 Paddling: Ten sports officials
2.3 Contractor Appearance. Contractor personnel shall maintain a professional attitude and wear appropriate officiating uniform and protective gear. Contractor personnel shall present a neat appearance and be easily recognized.
2.4 Contractor Participation.
2.4.1 Contractor personnel shall not participate as players, coaches, or team managers with any of the schools in which they are officiating.
2.4.2 Contractor personnel shall not officiate in a game or match in which their family members are participating. To meet competition needs, this may be waived with the approval of both competing coaches and the DoDEA-Pacific Region AD, in writing and in advance of the sporting event, and only when the Contractor personnel in question takes a non-leading role while officiating. Waiver requests shall be submitted to the COR as soon as the conflict is identified and no later than 10 calendar days before the affected event.
2.5 Contractor Conduct.
2.7.1 All Contractor personnel performing under this contract shall abide by the security regulations of the installation.
2.7.2 Contractor personnel shall not be allowed to perform services when it is apparent that the individual(s) has been consuming alcoholic beverages. At no time shall Contractor personnel consume alcoholic beverages or use tobacco products in, on, or around the playing area.
2.6 Contractor Removal. The Government may require that Contractor personnel be removed from the work site due to objectionable behavior. Objectionable behavior includes wearing inappropriate attire (e.g., not wearing the proper officiating sport uniform), using profane language, or disobeying base rules and regulations.
3.0 Constraints.
3.1 Security Requirements.
3.1.1 Security Clearance. Contractor personnel and, as applicable, subcontractor personnel shall not employ persons to work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the Contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation.
3.1.2 Building Access. Contractors shall ensure their employees and subcontractor employees have the proper credentials allowing them to work in the United States and its territories. Contractor employees and subcontractor employees later found to be undocumented or illegal aliens will be remanded to the proper authorities.
3.1.3 Safety. All Contractor and subcontractor employees when working in a controlled, restricted, or other sensitive area must be escorted by Government personnel at all times. The government agency responsible for the work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
3.1.3.1 Contractor personnel shall comply with all base safety requirements when performing on the base.
4.0 Work hours. The schools are in operation from August to June. All sporting events will take place during the course of the school year. Normal hours are Monday through Saturday, 8:00AM – 11:00 PM.
5.0 Postponed and Suspended Games.
5.1 If a school cancels a contest, the respective AD will notify the COR and head official no later than two (2) hours prior to the start of the competition.
5.2 If an official must cancel a contest due to misconduct or forfeiture, the official shall discuss with the school’s AD prior to rendering such a decision. The exact cause of cancellation shall be recorded in the score book and the COR shall be notified within 24 hours of event cancellation.
5.3 Officials have authority to forfeit any game due to gross misconduct or no show of teams scheduled after one (1) hour from the scheduled start time of the contest.
Contractor may be paid for forfeitures after coordination with the COR and AD.
5.4 Officials have authority to postpone any game due to inclement weather, suitability of the playing field, or emergencies such as military recalls and/or alerts.
Contractor may be paid for cancelled events after coordination with the COR and AD.
5.5 Task 4. Cancelled or postponed contests shall be added to the schedule. Contractor shall notify the COR and AD a minimum of three (3) calendar days in advance of any rescheduled or added contest.
6.0 Invoices.
6.1 Invoices shall be submitted by the 10th of the month following the end of the season for services rendered and allow five (5) business days for review and acceptance. A summary document identifying all games, event dates and participating Contractor personnel shall accompany each invoice submitted.
7.0 Government-Furnished Resources. These resources will be available to support activities only during DoDEA home events and post-season hosted events.
7.1 The Government will provide on-base facilities, fixtures, sports equipment, and supplies, including game balls, bats, and score books/sheets, for the sporting event and scoring of each contest.
7.2 The Contractor shall be responsible for safeguarding all Government property provided for Contractor’s use. At the end of each sporting event, all Government equipment and materials shall be returned to the school.
7.3 The Government will provide a secure room for sports officials to dress and lock personal items during the contest(s).
7.4 Contractor personnel is required to pick up required equipment and/or keys prior to and return at the end of each game.

10.0 Performance Requirement Summary (PRS). The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each objective.

11.0 Quality Assurance Surveillance Plan (QASP)
The Government will evaluate the Contractor’s performance under the contract IAW the Government’s Quality Assurance Surveillance Plan (QASP). QASPs are considered to be "living documents," dynamic, adaptable, and subject to modification based on Contractor performance surveillance results. The QASP is not part of the PWS and will not be issued with the solicitation.
The QASP focuses on the procedures and processes the Government will implement to assure the Contractor is performing IAW the performance standards within the PWS. The Government plan defines the criteria of how the Contractor’s performance will be evaluated, the frequency of surveillance, and the items to be inspected. Although the Government will develop a QASP, Government surveillance of Contractor performance is not limited to the QASP, or the performance objectives, outlined in the PRS. The Government retains the right to evaluate all services required by the contract. The Government will perform inspections and tests in a manner that will not unduly delay the work. If any of the services performed do not conform to contract requirements, the Contractor shall perform the services again at no additional cost to the Government.
