About this file

Summary

This is a specification document for heating water boilers prepared for the M.C. Blanchard Judicial Building boiler replacement project in Escambia County, Florida. The procurement is an equipment-only purchase requiring natural gas-fired, fully condensing fire-tube design hot water boilers based on the AERCO Benchmark 3000 model with zero clearance to combustibles capability. The boilers must be factory-assembled and tested, bearing ASME stamps approved for 160 psig working pressure, and designed certified by the American Gas Association in compliance with NFPA Code 54. Installation is scheduled for completion prior to November 15, 2026, with equipment delivery directed to Escambia County Facilities Management at 100 E. Blount Street, Pensacola, Florida. The specification requires submission of manufacturer product data, assembly drawings, startup reports, training verification letters, wiring diagrams, and maintenance data prior to installation.

The boiler specification requires advanced features including fully modulating blower systems for fuel/air mixture control, spark ignition with 100% main-valve shutoff, LCD display controls with password security for user and installer access, outdoor air reset capability, Building Automation System integration via BACnet MSTP gateway interface, and multiple safety controls including high temperature limit, low-water cutoff switches, and blocked inlet/drain switches. The condensate collection basin, heat exchanger, and pressure vessel must be constructed of 316L stainless steel, with the burner capable of minimum turndown without combustion efficiency loss. A factory-trained and registered service technician must perform startup and commissioning, and the manufacturer's technical representative must provide one four-hour training day for Owner personnel on operation and maintenance. The specification mandates compliance with all state and local code requirements and coordination with the local Utility Company, with the contractor responsible for boiler registration with the State Boiler Inspector and scheduling required inspections.
