About this file
This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Motor Vehicles (SCDMV) for plexiglass installation services. The project involves the installation of 91 counter barriers across 46 designated SCDMV offices. The work consists of new installation of plexiglass barriers mounted in aluminum frames, with some barriers requiring installation between existing walls. Offerors must submit offers online at http://tp.procurement.sc.gov by December 20, 2022 at 11:00 AM. A non-mandatory pre-bid conference was held online via Microsoft Teams on November 29, 2022 at 11:00 AM. Questions from offerors were due by November 29, 2022 at 5:00 PM. The award was scheduled to be posted on December 28, 2022. The contractor must provide a preliminary installation schedule within 15 days after award, coordinated with SCDMV facilities management. Offerors must acknowledge receipt of this amendment and hold their offers open for a minimum of 30 calendar days after the opening date.
The amendment addresses clarifications regarding installation methods, frame specifications, and project scope based on questions received from prospective bidders. The preferred installation method uses an aluminum base plate secured to the countertop with the barrier frame connected to the base plate. The state clarified that not all office locations have side supports or walls and rejected an alternative proposal for a different protective barrier solution. Offerors must register for a South Carolina Vendor Number and may claim in-state preferences if applicable under Section 11-35-1524 of the South Carolina Code of Laws. The original solicitation terms, conditions, bidding instructions, and specifications remain unchanged except as modified by this amendment. All procurement and contract-related notices will be posted at www.procurement.sc.gov.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. (a) Any prospective Offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing. [See R. 19-445.2042(B)] Any information given a prospective Offeror concerning a solicitation will be furnished promptly to all other prospective Offerors as an Amendment to the solicitation, if that information is necessary for submitting Offers or if the lack of it would be prejudicial to other prospective Offerors. See clause entitled "Duty to Inquire." We will not identify you in our answer to your question. (b) The State seeks to permit maximum practicable competition. Offerors are urged to advise the Procurement Officer -- as soon as possible -- regarding any aspect of this procurement, including any aspect of the Solicitation that unnecessarily or inappropriately limits full and open competition. [See R. 19-445.2140] [02-2A095-2]
The following questions were received pursuant to the solicitation:
1. Permanently mounting the frames to the existing countertops. What is the preferred method/materials used?
Agency Response: Preferred method has the aluminum barrier frame secured to the countertops utilizing an aluminum base plate secured to the countertop and the barrier frame connected to the base plate.
2. Will any of the Plexiglass barriers be installed and mounted between existing walls? All barriers would be mounted in their own frames, correct?
Agency Response: Yes, some of the Plexiglass barriers will be installed and mounted between existing walls. Yes, all Plexiglas panels will be installed and mounted in their own frames, some would be required to be installed between existing panel locations.
3. Will the Contractor just be replacing Plexiglass to the existing frame or replacing the frame as well. Also, what is the timeline for getting this job complete once awarded the job?
Agency Response: This is new installation of Plexiglass barriers. For a timeline, refer to Section III Scope of Work/Specifications, subsection II. Scope.
“The Contractor will install a total of 91 counter barriers across the 46 designated offices (see Exhibits A and B) in accordance with an installation schedule coordinated with the SCDMV facilities management office which shall be provided to SCDMV within 15 days after award.”
A preliminary schedule can be communicated to the Facilities and Branch Office departments within 15 days after the award and reviewed as needed.
4. It's my understanding that since the Panel Width is cut customized, all the SCDMV Office locations has a countertop side support or wall on both sides to support Plexiglas counter barrier.
Agency Response: No, there are some locations that do not have a side support or wall.
5. Will the State consider a safer, virus-eliminating, long-term alternative solution to the sneeze guards that will provide protection not only for the staff but also for the visitors/patrons?
Agency Response: No.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL REQUEST FOR PROPOSAL.
