About this file

This is an Asbestos Survey, Lead-Based Paint, and Mold Sampling Report prepared by Sagasser & Associates, Inc. for the Michigan Department of Natural Resources at the Lime Island Recreation Area in Chippewa County, Michigan. The assessment was completed on buildings and structures located on Lime Island, including the Brick Maintenance Building, Quonset Hut building, Shop Building, and above-ground storage tanks (ASTs). The scope of work included visual assessments of all structures for suspect asbestos-containing materials (SACM), lead-based paint (LBP), and mold; collection of 63 bulk asbestos samples analyzed by EPA Method #600/R-16/116 using Polarized Light Microscopy; collection of 22 paint chip samples from painted surfaces; and collection of 9 mold samples from the Brick Maintenance Building. The surveys were conducted on June 4 and July 20, 2021, with mold sampling performed on August 4, 2021. The assessment identified asbestos-containing materials and presumed asbestos-containing materials (PACMs) across multiple buildings, with approximately 545 square feet of ACM and 115 linear feet of asbestos-containing pipe wrap insulation in the Brick Maintenance Building, and approximately 125 square feet of ACM and 270 linear feet of pipe wrap insulation in the Quonset building. No SACMs or PACMs were identified in the Shop building or on the south 10,000-gallon AST.

The assessment found that eight of twelve paint samples exceeded Housing and Urban Development (HUD) lead-based paint limits of 0.5 percent by weight, 1.0 mg/cm², or 5,000 ppm, with lead-based paint identified in samples PS-3.1, PS-4, PS-5, PS-7, PS-7.1, PS-8, PS-9, PS-9.1, PS-12, and PS-12.1 from various locations throughout the Brick Maintenance and Quonset buildings. Mold sampling identified common allergens in rare to heavy amounts, though two samples (M-3 and M-6) did not identify any fungi. The identified ACMs and PACMs exceed regulated asbestos-containing material (RACM) thresholds, requiring notification to NESHAP and LARA agencies 10 days prior to any renovation or demolition activities in accordance with 40 CFR Part 61, Subpart M. The report notes limitations including that certain inaccessible materials were not sampled and are presumed to contain asbestos, and electrical wiring and components should be presumed to contain asbestos if identified.

RE: Asbestos Survey & Lead-Based Paint & Mold Sampling Lime Island Recreation Area Chippewa County, Michigan Sagasser & Associates, Inc. Project #22004

Sagasser & Associates, Inc. has completed an asbestos survey, lead-based paint bulk sampling, and mold sampling of the Brick Maintenance Building, the Quonset Hut building, Shop Building, and above ground storage tanks (ASTs) located on Lime Island in Chippewa County, Michigan (Site).

The purpose of the asbestos survey and sampling was to determine the presence and percentage of asbestos mineral fibers in the identified suspect asbestos containing materials (SACM) in the building prior to renovation or demolition. The purpose of the lead-based paint (LBP) sampling was to determine if the paint contained concentrations of lead at levels above the regulatory criteria to provide for worker protection during renovation or demolition activities. The intent of the mold survey is to assess the potential for hazardous mold to be present which may impact site workers during renovation/demolition activities.

Authorization

Sagasser & Associates, Inc. received authorization for performance of the assessment by the Michigan Department of Natural Resources (MDNR).

Scope of Work

Sagasser & Associates, Inc. completed the sampling using the standard asbestos sampling protocol/techniques to minimize the creation of airborne fibers and standard sampling protocols for the collection of suspect samples. Lead-based paint samples were collected from large painted areas mold samples were collected from areas with obvious visual impacts. Sagasser & Associates, Inc. completed the following scope of work:

Visually assessed the buildings located on the Site for suspect asbestos containing materials (SACM), LBP, and mold.

Collected sixty-three (63) bulk samples of the SACM which were submitted to SanAir Technologies Laboratory (SanAir) for analysis by EPA Method #600/R-16/116- Polarized Light Microscopy (PLM).

Collected twenty-two (22) paint chip samples were collected from the various painted components of the buildings/structures.

Collected nine (9) mold samples from the Brick Maintenance Building for the direct identification of fungi.

Asbestos Survey, Lead-Based & Mold Sampling Report Project #22004 2 Lime Island – Chippewa County, MI

As per the National Emissions Standard for Hazardous Air Pollutants (NESHAP) regulations, 40 CFR; Part 61, Subpart M, prior to demolition or renovation of a building must be inspected for friable and non-friable ACM and the friable/potentially friable ACM must be removed to minimize the release of asbestos emissions during a demolition and/or renovation.

Asbestos Survey & Sample Results

On June 4 & July 20, 2021, Mr. Scot Egleston of Sagasser & Associates, Inc. completed an asbestos survey of three (3) buildings, the two (2) 10,000-gallon Bunker C fuel tank, and the two (2) bulk storage Bunker C fuel tanks. The buildings in the complex are comprised of the Brick Maintenance building, the Quonset hut building and the Shop building. Each building/structure was visually assessed for SACM. The four ASTs were also visually assessed for SACMs. Each homogeneous SACM type was touched to determine its friability. Several inaccessible materials were not able to sampled and are considered presumed asbestos continuing materials (PACMs). See Photographs for views of sampled materials. A copy of the laboratory analytical report is attached.

The following building materials were identified as ACMs in the Brick Maintenance building: Gasket rope, fiberboard mastic, 9”x9” floor tile & mastic, plaster surfacing, Aircell pipe wrap insulation, mudded joints/elbows.

The following presumed asbestos continuing materials (PACMs) were identified in the Brick Maintenance building: inaccessible interior portions of furnace, furnace room fire door, exterior entry doors, and various gaskets in maintenance parts room.

The furnace insulation panel, ceramic bathroom tile, black insulation located on the maintenance garage tanks, the 12”x12” ceiling tiles, the plaster on the second-floor walls and ceilings were determined to not contain asbestos.

The identified ACMs in the Quonset building include: gasket tar of the building edge lining, window glazing, exterior caulking, various diameters of pipe wrap insulation, Aircell pipe wrap insulation, and boiler insulation under the metal jacketing. All inaccessible interior components of the steam boilers are considered PACMs.

The interior insulation of the Quonset building which had delaminated from the structure was determined not to contain asbestos.

The foam insulation on the two (2) 10,000-gallon ASTs and the two (2) 1.75-million-gallon ASTs was determined to not contain asbestos. Pipe wrap insulation of the piping on the north 10,000-gallon AST was identified to contain asbestos. The exterior piping between the Brick Maintenance building and the Quonset Hut building and the piping from the north AST to the Quonset Hut were determined to contain asbestos. See Table 1 for sample analytical results.

No SACMs or PACMs were identified on the south 10,000-gallon AST or in the Shop building.

ACM & PACM Amounts

A total combined square footage of approximately 545-square feet of asbestos containing materials, approximately 115-linear feet of asbestos containing pipe wrap insulation, and 26 mudded joints/elbows were identified in the Brick Maintenance building. The following presumed asbestos continuing materials (PACMs) were identified in the Brick Maintenance building: inaccessible interior portions of furnace (1), furnace room fire door (1), exterior entry doors (2), and various gaskets (~15) in maintenance parts room.

A total combined square footage of approximately 125-square feet of asbestos containing materials, approximately 270-linear feet of asbestos containing pipe wrap insulation, and 47 mudded joints/elbows were identified in the Quonset building.

Project #22004 3 Lime Island – Chippewa County, MI

Approximately 20-linear feet of exterior pipe wrap insulation is present between the Brick Maintenance building and the Quonset building.

Approximately 3-linear feet of pipe wrap insulation is present at the north end and at the bottom of the AST.

An estimated 35-linear feet of pipe wrap insulation is present leading from the east exterior wall of the Quonset building to the north 10,000-gallon AST. It should be noted that the pipe is underground where it enters the concrete walled secondary containment.

Lead-Based Paint Sampling

On July 20, 2021, Mr. Rob Hansen of Sagasser & Associates, Inc. completed the sampling of the various colors of paint on the Brick Maintenance building, Quonset building, and Shop building to determine if it was lead-based. Six (6) large quantities of paint were identified on/in the Brick Maintenance building. The yellow-colored paint was found on the exterior walls. An area of green paint was identified in the garage area on the western interior wall. On the second story of the Brick Maintenance building, large areas of tan paint (northwest room ceiling), green paint (northwestern room wall), pink paint (southwestern room wall), and blue-green paint (storage room wall) were identified. Samples were also collected from the red paint on the Quonset building southern door, and from the black and silver paints found on the boiler base and side. The Shop building garage door was painted green. Additionally, samples were collected from the southern 10,000-gallon above-ground storage tank (AST) and southern 1.75M-gallon Bunker C Fuel Tank. See attached photographs for view of sample locations.

The Housing & Urban Development (HUD) definition of lead-based paint is 0.5% by weight / 1.0 mg/cm2 / 5,000 ppm. The following paint samples were determined to have concentrations of lead in exceedance of the HUD limit: PS-3.1, PS-4, PS-5, PS-7, PS-8, PS-9 / PS-9.1, PS-12 / PS-12.1.

See Table 2 for lead-based paint analytical results and attached laboratory analytical report.

Mold Sampling

On August 4, 2021, Mr. Rob Hansen of Sagasser & Associates, Inc. completed the sampling of the various colors of mold in the Brick Maintenance building. Nine (9) areas of mold were identified within the Brick Maintenance building. Areas of black colored mold were identified on the ceiling tiles in the second story bathroom and on the walls in the wood furnace room. Green colored mold was identified on the second story storage room floor and on the ceiling tile in the southwest room. Areas of white mold were identified on the walls in the wood storage room, tank storage room, wood furnace room, in the garage area, and the northern wall of the second story.

The samples were collected utilizing the tape collection method for analysis of direct identification of fungi. The identified fungi were reported as common allergens in rare to heavy amounts. Note: that the samples M-3 (white mold, wood storage room wall) and M-6 (white mold, 2nd story, north wall) did not identify any fungi in the samples. See attached photographs for views of sample locations. A copy of the laboratory analytical report is attached.
