About this file

This is an Addendum No. 2 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget (DTMB) Design and Construction Division in collaboration with the Department of Natural Resources (DNR) Parks and Recreation Division for the development of a cultural resources management plan for Lime Island State Recreational Area (File Number 751/23317.ABG). The project requires Phase 100 design services including documentation of existing conditions, assessment of extant structures for structural integrity and maintenance needs, development of restoration and maintenance cost estimates, and recommendations on capital investment options for the DNR. Professional services shall include LARA Plan Review Permit application, Construction Code approval, study document development, and submission of 50%, 90%, and 100% phase documents with biweekly progress summaries. A pre-proposal meeting was held on Friday, July 21, 2023, at DeTour State Harbor, with site visits available by request with 48 hours' notice through Thursday, July 28. Questions were due no later than 12:00 p.m. on Friday, July 28, 2023, via email to the project director. Proposals were due on Thursday, August 10, 2023, no later than 2:00 p.m. EST. The Ad Hoc Advisory Committee will review and award the contract by the end of May, with project completion required by December 2023. Contract award and scope documentation indicate proposals should include a graphic bar-chart schedule, itemized reimbursable expenses for subconsultants and travel, and cost estimates shall be general opinions of probable cost based on restoration and maintenance experience with associated annual and long-term maintenance cost projections for each treatment option.

Pricing will be structured as a not-to-exceed billable rate plus reimbursables format, with proposals evaluated on a combined basis of 80% technical qualification and 20% cost. Reimbursable expenses must be itemized specifically for each subconsultant, testing, and travel, with mileage chargeable only for actual miles exceeding 100 miles each way from the proposer's office. Proposers must include signed Certification of a Michigan Based Business and Responsibility Certification forms. No hazmat testing is required for the Shop, Quonset hut, Block Building, and Storage Tanks (previously tested in 2021), nor for the other buildings and structures. Paint and mortar analysis is not required. The project scope encompasses assessment of all extant structures including the superintendent's house, cabins, schoolhouse, coal dock, lime kiln, industrial complex, and related cultural landscapes to determine whether structures merit investment for maintenance and public interpretation, or alternative treatment such as controlled deterioration or removal to foundations.

PROJECT NAME

Lime Island State Recreational Area – Cultural Resource Plan

FILE NUMBER

PROJECT DIRECTOR

Alan Goschka, AIA

PROPOSAL DUE DATE:

Thursday, August 10, 2022

ADDENDUM ITEMS:

See attached Meeting Attendance Record

See attached Pre-Proposal Meeting Agenda

Questions:

1. Would it be possible to make another trip to the island before the proposal is due? Yes, Generally Tuesday – Thursday with 48 hours’ notice and limited number of passengers, travel may change due to weather conditions.

2. Does this project include a completed National Register of Historic Place nomination for the island or any portion of the island, or is it the intention that the historic background research, assessments, and recommendations on period(s) of significance would be used in a NR nomination as a different project? No, a completed National Register of Historic Place nomination does not exist. Project information may be used to support a future nomination but that is not the intent or required as part of this effort.

3. What building systems (i.e. MEP) are extant that should be assessed and/or recommended as part of the project? Will civil engineering be required? The project intent is to provide a general conditional assessment of all extant structures for structural integrity and associated interior and exterior maintenance for a recommendation on what level of investment (and or options) the DNR may consider for existing and future capital outlay investment, public interpretation and infrastructure management. IE: are the structures individually or collectively valuable enough as cultural resources to invest the considerable funding to maintain the exterior? Interiors for public use? Should DNR consider letting the building deteriorate in place and interpret? Should DNR remove the structures to the building foundations and interpret? All options are prefaced with the reality that there is currently not public transportation to the island and limited visitor activity.

4. What existing drawings will be made available to the successful contractor, and in what format are they available? (This information is important for understanding the approach and time needed in documenting buildings on site). DNR does not have existing drawings for any of the structures. See the link noted during the preproposal meeting for the completed Lime Island SRA general management plan https://www.michigan.gov/dnr/- /media/Project/Websites/dnr/Documents/PRD/MgtPlans/LimeIsland_GMP.pdf?rev=e51ee86d63c74 19fad1d085d62fe6117&hash=001ACDF82B369D552C078491F6E122FE

5. What survey, evaluation, and recommendations are required or desired for cultural landscapes associated with the lime kiln and industrial complex. This response is similar to response to question #3.

6. Can you clarify the scope of the cost estimate? Estimates of cost shall be general opinions of probable cost based on the successful PSC project team restoration and maintenance experience cross referenced with actual industry pricing. A general opinion of cost shall be provided for each structure and for each of the possible options for structure treatment as generally outlined in questions response #3. Associated general opinions for annual maintenance and or long term maintenance for each of the options shall be included.

7. Asbestos survey, lead-based paint, and mold sampling took place in 2021 for the Shop, Quonset hut, Block Building and Storage Tanks. Is any additional hazmat testing required for those resources? What hazmat testing is required for the other buildings and structures (superintendent’s house, cabins, schoolhouse, coal dock)? No and none.

8. Which buildings and structures should be included for paint and mortar analysis? None

9. Given the scope of the project and number of submissions required with review periods, completion by the end of 2023 does not seem possible. Can the completion date be extended and if so, how far? We discussed this during the visit to the island, at which time you stated you are opened to the completion date being extended, but my team is concerned as to just how far the date could be extended. As discussed during the preproposal walk through, qualify your response to schedule as noted above and submit your proposed schedule to complete the project based on the timeline you feel is necessary to provide a quality final product.
