About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) for a Newberry Correctional Facility Electrical Infrastructure Assessment. The project involves conducting a Phase 100 Study to evaluate the existing electrical infrastructure system at the facility and provide recommendations on upgrades to meet current code requirements. The study will examine the primary loop, distribution gear, transfer switches, substation equipment, and lightning arrestors, and include necessary field testing. Proposals are due on June 29, 2023, and the investigation services and report are to be completed by the end of 2023. The RFP is a standard not-to-exceed format, with 80% of the evaluation based on the technical portion and 20% on the cost portion. Consultants and testing are to be included as reimbursable expenses, and the proposal must include signed certification forms. Site visits are allowed with prior coordination, and access to the site upon contract award will be during normal business hours or as approved by the Department of Corrections.

The RFP requires the proposer to provide cost estimates at the 90% review meeting. There are no specific set-asides mentioned, and the incumbent is not identified. The funding source and requirements are not detailed in the provided information. The jurisdiction for this contract opportunity is Luce County, Michigan.
