About this file
This document is a Request for Proposal (RFP) issued by the Suwannee River Water Management District (District) for a web application to replace two existing Microsoft Access databases used for entering and modifying data and generating reports on District projects. The proposed solution must have a branded user interface that allows District staff to edit and generate reports and documents from a single database that integrates with multiple external systems to reduce manual data entry. An optional public-facing web interface is also requested to allow the public to submit project applications and communicate with the District. The District is seeking a solution that can be implemented within two years of contract execution, with post-launch support and maintenance for up to three additional years.
The District has approved a budget of up to $150,000 for this project, though proposals exceeding this amount may be considered. There are no set-aside requirements, and the District is open to working with both local/Florida-based and out-of-state vendors. The current systems are in-house developed Access databases, and the District is seeking a more user-friendly and automated solution to replace them. Integration with various external systems such as ArcGIS, CivicPlus, and Hydstra is required, with the ability to push and pull data as needed.

Projects Database Solution
QUESTIONS AND ANSWERS
1. a. Is there an approved budget?
Yes.
b. If so, what is the designated budget for this project?...
This project has been approved to utilize budget funds with the expectation that the cost will fall to within $150,000.
c. What was the previous budget for this endeavor when last launched?
This is the first time the District has sought proposals for a projects database solution. The current Access database was built in-house by District staff. There was no previous budget.
2. What is the priority of this project?
The project has a high priority.
3. What is the expected/needed "go-live" date of the project?
The “go-live” date must fall within 2 years of the contract execution date.
4. Do you accept offshore (and or nearshore) development services for this project?
While we can accept development services located offshore and nearshore, it will negatively affect the score of the Location selection criteria. There is a preference for local vendors and developers. Time zone differences is a significant factor and all members of a vendor’s team, including developers, are expected to be available for communication and coordination during the District’s normal business hours as mentioned in the RFP. Additionally, all proposing vendors must be registered with the FLORIDA DEPARTMENT OF STATE DIVISION OF CORPORATIONS before contract execution. Any vendor located outside the state of Florida is considered a “Foreign” entity and must register as such.
5. Will onsite visits be required during development?
Onsite visits during development are not required. However, one onsite visit to present to the Governing Board is required.
6. a. Are there any circumstances that will cause you to not move forward with the winning bidder?
The estimated cost for the project is substantially higher than our expected budget.
b. Or prolong the evaluation process and or reissue the RFP?
If the District receives no proposals that fall within $150,000, it may result in a scope change and a reissue of the RFP.
7. Is there a preference for local or state-based firms?
Yes. Local or Florida-based vendors and developers are preferred and will receive the highest score in the Location selection criteria.
8. Is there an incumbent bidding?

No. The District is seeking a new solution that is more user friendly and has more automation capabilities than the Access database that is currently being utilized.
10. Are there any set-aside requirements?
11. Is this a re-bid of a previous offer?
This is not a re-bid.
12. Is there a preferred list of bidders?
13. Will there be a bid conference?
14. We are a Canadian company interested in bidding on the above-noted RFP. The selection criteria includes points for location. With that in mind, just wanted to confirm that you are open to working with Canadian vendors - acknowledging we couldn't score full points for location.
Yes, the District is open to working with nearshore vendors and developers. Time zone differences are a significant factor and all members of a vendor’s team, including developers, are expected to be available for communication and coordination during the District’s normal business hours as mentioned in the RFP. Additionally, all proposed vendors must be registered with the FLORIDA DEPARTMENT OF STATE DIVISION OF CORPORATIONS before contract execution. Any vendor located outside the state of Florida is considered a “Foreign” entity and must register as such.
