The technical portion shall be concise, include personnel resumes. A proposed schedule for design, bidding and construction must be included.

Project Statement:

Facility Description: The Mackinac Island Scout Service Camp was established in 1929 by the Mackinac Island State Park Commission. The Scout Barracks was constructed for the program in 1934 by the Mackinac Island Civilian Conservation Corps Camp. Small additions were added to each end in 1961 and 1962. In 1975 further alterations were made, including the modernization of the kitchen and shower room.

The most recent renovations, mainly upgrades to the kitchen, were completed in 2010.

The building is a one-and-half-story frame structure, located in a cedar grove to the east of the parade ground behind Fort Mackinac. It has a gable roof with dormers on each side and recessed porches on the front and rear, the latter one with a balcony. The ground floor is centered on a mess hall with stone fireplace. On the ends are the toilet/shower room, laundry, and adult leaders’ quarters to the north and the commercial kitchen, scout coordinator room, and infirmary/handicap bunk room to the south. One interior stairway leads to the second floor, which consists of one large bunk room. Three exterior fire escapes extend from the north, east, and south sides.

The building is in good condition. However, it requires renovations to fully upgrade services and accommodate modern needs. The building is also considered an historic resource and all work should be sensitive to the historic fabric while adapting areas for continued use. Of special concern are the primary façade and mess hall. All proposed rehabilitation design work will seek to preserve and maintain as much original building fabric as possible and conform to The Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. Commission staff will provide guidance on preservation concerns. Due to the historic character of the building, an addition will likely only be possible off the rear, most logically to the northeast. However, the proximity of Garrison Road poses challenges.

Current Project: MSHP is requesting a facility assessment of the existing Scout Barracks along with interior renovations and possible addition to better serve the functions of the Boy Scouts.

To accomplish the goal of upgrading the Scout Service Camp MSHP requires professional design services to accomplish the following objectives:

1. An assessment of the structural components of the building and recommendations for any needed improvement.

2. A study of exterior and interior surface finishes and trims and recommendations for their preservation, restoration, replacement, and aesthetic compatibility. This includes, but is not limited to siding, window and door trim, wall and floor coverings, and light fixtures.

3. An inspection of the kitchen facility and recommendations for increased efficiency and any health code improvements.

4. An inspection of mechanical, plumbing, and electrical systems to identify any needed improvements to bring the components up to current codes.

5. A review of building accessibility to identify any improvements to comply with ADA and Michigan Barrier-Free design standards.

6. A review of general health and safety code improvements such as emergency egress and marking.

7. Installation of fire suppression system.

8. Redesign of interior spaces to provide for:

a. Enlarged adult leaders’ room.

b. Redesign of shower/toilet/laundry.

c. Addition of one or two stories to provide space to accommodate coed scout groups. This may include a separate toilet/shower room, depending on item b above. This will also include new infirmary/accessible sleeping room.

d. Conversion of current infirmary/accessible bunk room to enlarged coordinator space.

9. Provide itemized cost estimates for all work to be completed.

The PSC should present its findings through scaled floor plans, elevations and details, specifications, and detailed cost estimates.

The consulting services shall be in compliance with the State of Michigan, Department of Management and Budget Contract for Professional Services and DMB Facilities Administration, Design and Construction Division policies and procedures (DMB 430) for the development of Contract Bid Documents and Construction Administration.
