About this file

This Addendum No. 1 is issued by the Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, in coordination with the Mackinac Island State Park Commission, for the Mackinac Island Scout Barracks Renovations project (File Number 751/23238.ABG). The addendum provides clarifications and project information for professional design services required for Phase 300 Schematic Design and Phase 500 Final Design. The scope of work includes document existing conditions via topographic survey, LARA Plan Review Permit application and Construction Code approval, contract document development, construction cost estimates at 50% and 90% completion stages, and biweekly progress reporting. A pre-proposal meeting was held on Friday, April 21, 2023, at the Mackinac Island Scout Barracks site. Proposers were required to submit questions by 3:00 p.m. on Thursday, May 4, 2023, with proposals due on Thursday, May 11, 2023, at 2:00 p.m. EST. The Ad Hoc Advisory Committee was scheduled to review proposals and award the contract by the end of May 2023, with project milestones including completion of schematic design and cost estimate by September 1, 2023, design documents by December 31, 2023, bidding in January/February 2024, and construction start in October 2024.

The addendum clarifies that the existing water service line to the building is 2 inches, with a 16-inch water line available on the east side of Garrison Road from the City of Mackinac Island Department of Public Works, and that no gas service is available on the island and no heating systems are required for the facility. The RFP uses a Not-to-Exceed billable rate plus reimbursables format, with proposals evaluated on an 80% Technical portion and 20% Cost portion basis. Proposers must include signed Certification of a Michigan Based Business and Responsibility Certification forms. Reimbursable expenses must be specifically itemized for topographical survey, soil boring and geotechnical reports if required, LARA plan review fees, SESC plan review fees if required, and travel expenses, with mileage reimbursement limited to actual miles exceeding 100 miles each way from the proposer's office.
