About this file

This document is a detailed engineering assessment report by Reiss Engineering, Inc. for Pinellas County Utilities Department, dated November 9, 2020, concerning the Palm Harbor Transmission Force Main Assessment. The report focuses on recommended replacements for three force main segments: a 5,140-linear-foot 30-inch ductile iron force main along the Pinellas Trail, a 3,180-linear-foot 30-inch ductile iron force main along Klosterman Road, and an 800-linear-foot 30-inch PVC force main along Klosterman Road. The assessment, performed via ultrasonic thickness testing, revealed reduced pipe wall thickness due to corrosion, necessitating repair or replacement of these force main segments.

The report includes detailed opinions of probable construction costs (OPCC) for each force main replacement. For the Pinellas Trail and Klosterman Road 30-inch force mains, the estimated total replacement cost is approximately $7.56 million, which includes grout filling the existing force main and installing new 30-inch PVC or HDPE force main. The Camelot Court 20-inch force main replacement is estimated at $1.49 million, involving horizontal directional drilling (HDD) to install a new 24-inch HDPE force main. The cost estimates include items such as mobilization, clearing, grout filling, pipe installation, valves, bypasses, restoration, and a 20% contingency. The recommended approach aims to minimize community disruption and establish more resilient infrastructure along the existing alignments.

Re: Letter for Klosterman Road, Pinellas Trail, and Camelot Court Force Mains OPCC

Palm Harbor Transmission Force Main Assessment/PID# 004263A

Dear Mr. Kelsey:

In February 2020, Reiss was contracted by Pinellas County to perform the Palm Harbor Transmission Force Main Assessment, which included survey and field condition assessment via ultrasonic thickness testing (UTT) along various force mains within the Palm Harbor region of North Pinellas County.

The results of the Palm Harbor Transmission Force Main Assessment ultrasonic thickness testing (UTT) performed along each force main segment concluded that several force mains have reduced pipe wall thickness readings, most likely due to corrosion over time, and were recommended for repair or replacement. This letter focuses on the Klosterman Road, Pinellas Trail, and Camelot Court force mains, which have been identified as having reduced pipe wall thickness readings. The prior studies indicated to repair or replacement of key sections of the force mains mentioned above. Pinellas County later requested Reiss Engineering, Inc. (Reiss) determine the cost to complete full replacements of the three (3) force mains.

As shown in Figure 1 (see Attachment 1), there are three (3) pipe segments which are outlined along the Klosterman Road and Pinellas Trail force main segments as follows:

• ~5,140-LF 30-inch DI force main (County ID: FM-1258) along the Pinellas Trail.

• ~3,180-LF 30-inch DI force main (County ID: FM-1256, FM-1259, FM-1614) along

Klosterman Road.

• ~800-LF 30-inch PVC force main (County ID: Unknown) along Klosterman Road.

UTT results along the ~5,140-LF segment of 30-inch DI force main along the Pinellas Trail indicated low pipe wall thickness at high points, including two (2) locations which have an existing ARV and one (1) location which does not. A previous condition assessment along Klosterman Road completed in February 2018 by Reiss recommended an approximate ~80-LF segment of 30-inch DI force main be replaced. As shown on Figure 1 and as of November 2020, approximately ~800-LF of 30-inch DI force main has been replaced with new 30-inch PVC force main along Klosterman Road. For the remaining ~3,180-LF of 30-inch DI force main along Klosterman Road and the ~5,140-LF 30-inch DI force main segment along the Pinellas Trail, it is recommended to grout fill the existing 30-inch DI force main and install a new 30-inch PVC or HDPE force main. An opinion of probable construction cost (OPCC) for replacement of ~8,320-LF of 30-inch DI force main is approximately ~$7.56M; a summary of anticipated construction costs is provided in Table 1 (see Attachment 3). The OPCC assumes the force main along Klosterman Road will be replaced near the existing alignment in the median, which will require asphalt replacement and long term temporary traffic control.

As shown in Figure 2 (see Attachment 2), an approximate 1,370-LF 20-inch DI force main (County ID: FM-387) along Camelot Court has several locations which have low pipe thickness readings during UTT testing. It is recommended the existing force main be grout filled and a new 24-inch HDPE force main be installed. To minimize future disturbances to the Camelot Court community, it is recommended that installation of the new 24-inch HDPE force main be completed via horizontal directional drilling (HDD) from the forested area and tie-in north of Camelot Court where the force main continues north towards Loch Road. The new alignment will establish the force main along the eastern property line of the Camelot Court community and will require easement permitting. An OPCC for relocation and replacement of ~1,430-LF of 20-inch DI force main is approximately ~$1.49M; a summary of anticipated construction costs is provided in Table 2 (see Attachment 3).
