About this file

This is Addendum No. 1 to an Invitation to Bid issued by Dougherty County, Georgia (through the City of Albany Procurement Division) for flooring replacement at the Dougherty County Police Department located at 2106 Habersham Road, Albany, Georgia. The project involves replacement of approximately 15,000 square feet of flooring. Sealed bids were due by 2:30 P.M. on January 24, 2023. The addendum, issued on January 18, 2023, addresses three key clarifications regarding the scope of work: floor leveling tolerances (requiring a level floor within 3/16" tolerance in a 10-foot radius with no dips exceeding 1/8" within 2 feet), safety tape installation on stairs (6" x 24" treads to be applied starting at the center of each step and extending outward to cover as much of the step as possible), and stairwell work specifications (requiring removal of existing tread tape, cleaning, and installation of new tape/treads meeting specifications). Contractors must acknowledge receipt of this addendum on the revised bid form when submitting their bids.

Bidders are required to submit a lump sum price for all specified work on a firm, fixed-price basis. Work must commence within ten calendar days after issuance of the Notice to Proceed and be completed in accordance with the stated contract time. The addendum includes a revised bid form to replace the original and requires authorized signatures and company certifications from bidders. Bids should be delivered to the Procurement Division at 222 Pine Avenue, Suite 260, Albany, Georgia 31701. The project scope requires contractors to furnish all materials, transportation, equipment, labor, and supervision necessary for complete installation in compliance with all specifications and contract documents.

Question 1:

In the scope of work item #5 States Any unlevel surface shall be leveled before installation. I would like to address this specification. Are you saying it needs to be smooth or do you want to level it? They are two different processes. This building was built in 1939. I don’t think there is anything level in it. To level it would be a huge undertaking, to make the floor smooth is I believe what this spec. is saying. I just want to get clarification.

Answer:

A flat and level floor is key so that the adjoining vinyl plank flooring doesn’t have varying heights (risk management, and maintenance and continued care of installed LVP). The standard tolerance required is for the floor to be level to 3/ 16” w ithin a 10' radius. It also can't have a dip of ⅛” within 2'. Level means that a floor doesn't slope in any direction. Tip; pour the self-leveler into the low points. Use a metal trowel to make sure that the lower areas, and any holes, are filled before gravity levels it out. Move the material around the floor and check for any up-and-down movement. These high areas should be marked to be leveled. LVP can be installed over the existing VCT only if the existing VCT is level.

Question 2:

Also, the specification for the safety tape on the steps is calling for 6” x 24” is it correct to understand you want a 24” piece of tape in the center of the step?

Answer:

Request as much of the step be covered as possible with the 6”x24” tape/tread. Start with the middle of the step and move outward with the remaining width of the 6”x24” tape/tread.

Question 3

Could there be clarification on what is to be done on the stairwell?

Is the expectation for the existing stair material to be removed and new treads and risers installed?

Or does the existing stair treads and risers stay as is with 80 grit 6x24 tread tape installed?

Answer:

Remove the tread tape, clean the stairs, and install new tape which can also be treads if it meets specs.

REVISE

Revised bid form on page 3 replaces existing.
