About this file
This is a Scope of Services document for RFP #26-71-P issued by the City of Lewisville, Texas on April 25, 2026, for Employee Health and Welfare Benefits covering 910 active employees, 23 retirees, and 1 COBRA participant. The City is soliciting competitive sealed proposals for comprehensive coverage including Third Party Administrator services, Pharmacy Benefit Manager, Medical/Rx Stop Loss, ASO Dental, Fully Insured Vision, Basic and Voluntary Life/AD&D, Long Term Disability, EAP, HSA, FSA, and COBRA administration. The new coverage is effective January 1, 2027, with all currently enrolled participants to receive immediate coverage. The City is not requesting consultant or broker services and requests that interested vendors contact charlotte.starks@hubinternational.com for census, claims, disruption, and repricing files. The contract offers three rate guarantee options: Option I provides a 3-year rate guarantee with renewal options for 2030 and 2031; Option II provides a 2-year rate guarantee with renewal options for 2029, 2030, and 2031; and Option III provides a 1-year rate guarantee with renewal options for 2028, 2029, 2030, and 2031. A best and final process may be conducted for all coverages, and Stop Loss pricing may not be finalized until reporting is available closer to the effective date.
All coverages must be quoted net of commission. The City currently receives Wellness Credits ($100,000 annually), Communication Credits ($20,000), and an Independent Claims Audit ($30,000 annually) from Cigna for administering Medical, Pharmacy, and Dental programs, and vendors are expected to propose comparable allowances and credits to offset administrative, technology, and auditing costs. Current medical plan contributions range from $811.31 to $2,868.81 monthly for employees depending on plan tier and family coverage level, with dental rates from $46.31 to $152.79 monthly and vision at $4.15 to $12.20 monthly. The current Stop Loss specific deductible is $175,000 with unlimited maximum coverage, and the City discontinued aggregate coverage effective January 1, 2026. Eligibility requirements include full-time employee coverage after 30 days of employment, with pre-65 retirees eligible for medical coverage and pre- and post-65 retirees eligible for dental and vision; retirees with 10 years of service receive a $15,000 life insurance policy. All proposals must comply with the Patient Protection and Affordable Care Act and be ADA compliant, with questions submitted through Bonfire's questions and answers section.
