About this file

This document is a Decision Memorandum that categorically excludes a grounds renovation project at Marine Corps Base Camp Lejeune from the National Environmental Policy Act (NEPA) requirements for preparing an Environmental Assessment or Environmental Impact Statement. The proposed project involves removing unmaintained decorative berms, landscaping rows, beds, and concrete edging around the WC300 area to improve drainage, eliminate tripping hazards, and incorporate the grounds into the base-wide maintenance schedule. The project will be completed by July 2024 and includes replacing the cleared areas with sod. The Decision Memorandum cites the applicable NEPA categorical exclusion and notes that no extraordinary circumstances are associated with the proposed action.

The related federal contract opportunity is a solicitation for the WC300 Grounds Renovations project. The solicitation is limited to civil/paving MACC contractors in the ROICC Camp Lejeune area of responsibility. The work involves the scope of activities described in the Decision Memorandum. No other details about the solicitation, such as response dates, award information, or set asides, are provided.

Pursuant to reference (b) planning considerations, this Decision Memorandum (DM) also documents the decision to categorically exclude (CATEX) the proposed action from the requirements of preparing an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).

2. As outlined in enclosures (1) and (2), the proposed scope of the project is:

23M051CN - WC300 Grounds Renovation Remove the five [5] unmaintained decorative berms outlined with green polygons in encl., [Pages 2 & 3]. Level the area, replace with sod and incorporate it into the Base-wide Grounds Maintenance Schedule, or grass cutting contract.

Remove the unmaintained decorative landscaping rows outlined with green & yellow dotted polygons in encl., [Pages 2 & 3]. Level the area, replace with sod and incorporate into the Base-wide Grounds Maintenance Schedule, or grass cutting contract.

Remove the multiple unmaintained decorative beds outlined with red polygons in encl., [Pages 2 & 4]. Level the area, replace with sod and incorporate into the Base-wide Grounds Maintenance Schedule, or grass cutting contract.

Remove approximately 1400-1500 Linear Feet of 6” X 6” concrete edging outlined with yellow polygons in encl., [Page 5] which acted as a barrier for the overgrown unmaintained decorative landscaping rows and decorative beds. The concrete is protruding in many places all the way to its base, conversely, is nearly covered in other areas.

17 Oct 2023

Removal of the decorative concrete wall is necessary for inclusion into the Base-wide Grounds Maintenance Schedule. The walls will be dismantled at the expansion joints, and properly disposed of. The area will be appropriately leveled to allow for proper drainage, replaced with sod and incorporate it into the Base-wide Grounds Maintenance Schedule for grass cutting.

Remove two [2] Metal Gates, and ten [10] metal/concrete bollards [Pages 3, 6 & 7].

Replace cleared areas with Sod to establish a level aesthetic, sustainable grounds, which will be incorporated into the Base-wide Grounds Maintenance Schedule following the Project.

Remove all existing geofabric liner and replace with new geofabric liner to industry standards. Construct orange 2x4 plastic construction fence around the project area in order to keep unauthorized personnel and vehicles off the newly sodded areas. The contractor will water the sod for no less than 30 days and shall remove the temporary fence after 30 days as passed.

Public Works Design Branch will ensure all ATFP requirements are satisfied.

3. Pursuant to subparagraph (34) of reference (c), the proposed action qualifies for the following categorical exclusion: " (34) Demolition, disposal, or improvements involving buildings or structures when done in accordance with applicable regulations including those regulations applying to removal of asbestos, PCBs, and other hazardous materials."

The proposed action will not result in any extraordinary circumstances.

4. In accordance with NEPA, this Decision Memorandum documents the proper level of environmental review for the proposed action to date but may not constitute authority to proceed with implementation of the project. Please see the enclosures for more information. If the proposed action changes or does not begin within one calendar year after the date of this Decision Memorandum, please coordinate with the Environmental Planning Program Manager at (910-451- 4542) to determine whether this Decision Memorandum continues to apply to the proposed action or whether an updated environmental impact review will be required to find that a CATEX still applies to the proposed action.
