Bid Set Drawing for Northeast WRF Digester Repairs
This is a bid set drawing (Sheet M-101) prepared by the City of Clearwater, Florida Public Utilities for the Northeast Water Reclamation Facility Digester Repairs project under ITB 23-0013-UT. The drawing provides an enlarged site plan at 3/16" = 1'-0" scale depicting the primary and secondary digesters and the work required within the digester facility. The scope includes draining and cleaning of the primary anaerobic digester (90 feet diameter), lifting and removal of the digester cover, comprehensive internal and external inspections, and subsequent repairs and replacements. Key work items shown on the drawing include replacement of multiple 6-inch and 8-inch plug valves, inspection and potential replacement of digester gas piping and sludge feed piping, inspection and potential replacement of four double mixing nozzles and two single mixing nozzles, and replacement of approximately 18 concrete corbels offset from original locations. The drawing indicates that approximately 200 feet of temporary drainage pipe will be required to direct digester discharge to Lift Station #2, and draining operations must be coordinated with the City. The contract period is 365 consecutive calendar days, with bids due August 26, 2026, and pre-qualification required ten workdays prior to the bid opening.
The bid set drawing notes that all existing piping and valves requiring replacement are flanged connections and that piping not replaced shall be cleaned, surface-prepared, and recoated. The drawing cross-references additional specification details and notes that not all required work is depicted on this plan, requiring contractors to perform all work as specified in the bid form and other contract documents. Concrete inspections will determine repair scope including crack repair, spall repair, and ballast block replacement, with a tabulation of recommended replacements and repairs to be developed by the contractor for City and Engineer approval prior to execution. Bid security of 10 percent of the maximum bid price is required, and subcontract work shall not exceed 50 percent of total work without Engineer approval. The pricing sheet contains 28 base bid line items with various quantity measures (lump-sum, linear feet, square feet, ton, and unit pricing), plus contingency and alternate pricing options for digester cover replacement, with unit prices limited to two decimal points.
