Northeast WRF Digester Repairs - Technical Specifications
This is a supplemental technical specifications bid set document for the City of Clearwater, Florida's Northeast Water Reclamation Facility (WRF) Digester Repairs project. The work encompasses comprehensive inspection, repair, and rehabilitation of an anaerobic digester system, including draining and cleaning operations, removal and inspection of the digester cover assembly (dome, skirt, and bottom), and assessment of associated components such as pipe supports, mixing nozzles, concrete corbels, digester gas piping, and sludge feed piping. Repairs identified during inspection—including external roof plate repairs, epoxy coating application, roller replacement, digester cover side skirt repairs involving sandblasting and rewelding, internal ceiling plate repairs, and concrete repairs—require City and Engineer approval. Additional work includes concrete pipe support repair or replacement, crack repair, spall repair, ballast block replacement, plug valve replacement, and potential replacement of various diameter ductile iron and stainless steel piping (ranging from 4 inches to 16 inches) with final scope determined post-inspection. The contractor is responsible for developing and submitting a tabulation of recommended replacements and repairs for owner approval prior to execution.
The technical specifications document establishes the requirements and standards for all repair work, materials, and construction methodologies necessary to complete the digester rehabilitation project. The specifications ensure that all work meets applicable industry standards, local codes, and engineering requirements, with particular attention to materials compatibility, surface preparation standards (including sandblasting specifications), coating systems, welding procedures, and concrete repair protocols. The document serves as the binding technical reference for bidders preparing cost proposals and for contractors executing the work to restore the digester system to operational condition.
