About this file

This document outlines the performance measures for a procurement by the Massachusetts Department of Elementary and Secondary Education (DESE) to obtain professional copyediting and document design services. The procurement, identified as 22SEPBH14, seeks a vendor to proofread, copyedit, and substantially revise documents to improve readability while keeping the content intact. The performance measures define quantifiable outcomes, outputs, efficiency, and effectiveness criteria that will be used to evaluate the awarded vendor's performance over the four-year contract term. Key performance measures include documents meeting style guide and accessibility criteria, maintaining consistent formatting across all documents, delivering projects on time and within budget, and providing error-free, easily understood public-facing materials.

The procurement does not provide details on pricing terms, set-asides, incumbent vendors, funding sources, or other financial information. The focus is solely on outlining the performance expectations and evaluation criteria for the selected vendor over the duration of the four-year contract period.

PERFORMANCE MEASURES (updated June 17, 2020) Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outcomes
Are the results or accomplishments that occur because of the service provided through the contract.
Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
Program Effectiveness
Examine whether the outcomes achieved were worthwhile and contained long-term benefit. Effectiveness measures determine the extent to which the program yielded the desired outcomes.
