ATTACHMENT L

CHEMICAL, BIOLOGICAL, RADIOLOGICAL, AND NUCLEAR DEFENSE

(CBRN) REQUIREMENTS

L Chemical, Biological, Radiological, and Nuclear Defense (CBRN) Requirements.

L-1 General. The Contractor shall comply with all applicable CBRN provisions found in COMSCINST

5530.3 (series). The Government will issue CBRN equipment to the Master at time of vessel on-hire. The Master shall sign and date the receipt document, annotate material received and email a copy to the Contracting Officer, PM5 Logistics and the MSC Government Property Administrator within ten (10) days of material receipt. The Contractor shall contact MSCHQ PM5 to request replacement CBRN equipment that has been expended, damaged, exceeded its shelf life or requires calibration. At no time shall the Contractor procure CBRN equipment from a commercial source unless otherwise directed by the Contracting Officer. The Contractor shall submit to the Contracting Officer, MSCHQ PM5 Logistics and the MSC Government Property Administrator an annual inventory of all CBRN equipment in accordance with COMSCINST 5530.3 (series). The Contractor shall report the transfer or disposal of CBRN equipment to the Contracting Officer, PM5 Logistics and the MSC Government Property Administrator in accordance with FAR clause 52.245-1, entitled ‘Government Property’.

L-2 CBRN Equipment. The Government will provide the vessel various quantities of CBRN-related equipment for training and contingency purposes. An itemized listing of specific quantities will accompany the equipment and will be presented for custody receipt. The Government, with prior approval of the Contracting Officer, will reimburse the Contractor for expenses incurred in obtaining replacement consumables used in training. The Government will provide, if required, CBRN equipment to the Vessel, either from the MSC Special Material Type Desk, or, if the Vessel is a MARAD Vessel, from MARAD. In every case, the Contractor shall inventory and sign the shipping document for the CBRN equipment (which consists of Individual Protective Equipment (IPE), personnel DECON kits, and DECON supplies, and potentially, sensors and collective protection equipment). The Contractor shall conduct an annual inventory in August of each year using the form provided by the Government, and shall return the completed form as directed on the form. In the case where the Vessel is redelivered, the CBRN Officer and/or Master of the Vessel shall contact the Contracting Officer for instructions on how to return the CBRN equipment. The Contractor shall not "cross-deck" the equipment to another vessel or return HAZMAT to the MSC Special Material Type Desk . Guidance for these returns will be provided by the Government, generally through ALMSC FOXTROT messages, or local HAZMAT directives. Unless otherwise directed, the Contractor shall ship Individual Protective Equipment to the MSC Special Material Type Desk. The equipment specified shall be considered and accounted for as Government Furnished Property in accordance with FAR Clause 52.245-1 entitled "Government Property.”

L-3 CBRN Officer. The Contractor shall designate in writing a licensed deck officer as the vessel’s CBRN Officer. The CBRN Officer shall perform CBRN Officer duties in accordance with COMSCINST 5530.3 (series). The CBRN Officer shall have attended MSC’s six (6) day CBRN Officer Training Course within the previous five (5) years. All costs associated with attendance at the CBRN Officer Training Course shall be included within the Contractor’s proposed per diem rate. CBRN Officer duties include:

(1) The Master/Commanding Officer of the vessel shall designate the CBRN-O in writing.

(2) The CBRN-O shall train the ship’s crew in all aspects of CBRN by providing hands-on training events, PowerPoint presentations, briefs, new equipment updates, and drills.

(3) Completion of the CBRNO course covers the individual for the CBRN training requirement. Annual CBRN training is a formal one-day course required every five years that teaches donning/doffing of CBRN equipment and DECON Station procedures/walkthrough. All courses must be reported through the monthly report.

(4) The CBRN-O must verify that an up to date CBRN Doctrine is available and current. If the ship’s CBRN Doctrine is NOT current, the designated CBRN- O shall review update/re-write the CBRN Doctrine within 90 days of reporting onboard. The CBRN Doctrine should not be confused with the CBRN Bill, which only assigns personnel positions during a CBRN event.

(5) The CBRN-O must conduct a complete CBRN systems check, equipment turnover/inventory, and operational check of all equipment in person with his or her relief.

Reporting all discrepancies to Master/Commanding Officer, N44 Special Material Type Desk, and the Force CBRN-O (N34), and the Associated Program Manager upon completion.

b. Minimum Systems to be Checked:

(1) Decontamination Stations.

(2) Counter-measure Wash-down (CMWD) System, including Clip/Hose and associated brackets.

(3) Improved Point Detection System - Lifecycle replacement (IPDS-LR).

(4) Dry Filter Unit (DFU) and associated Bio Response Kit (BRK).

(5) RADIACS and Dosimeters.

(6) Gas Masks.

(7) Joint Service Lightweight Integrated Suit Technology (JSLIST) suits.

(8) M256 detector kits with M-8 and M-9 paper.

(9) Reactive Skin Decontamination Lotion (RSDL) wipes

(10) M334 Joint Service Equipment Wipes (JSEW)

(11) ALL Medical countermeasures

L-4 CBRN Decontamination Station. The Contractor shall reconfigure a space as necessary to function as a decontamination station as specified in Attachment I SPECIFICATIONS FOR CHEMICAL, BIOLOGICAL, RADIOLOGICAL, AND NUCLEAR DEFENSE (CBRN) DECONTAMINATION STATION, MSC

Decontamination Station Drawing Number 802-4844759, Rev C, and as depicted in Attachment S STANDARD PLAN FOR DECONTAMINATION STATION. Cost of space reconfiguration shall be included within the fixed per diem rate.

L-5 CMWWDS. Upon delivery, the vessel shall be outfitted with a Counter Measure Water Wash Down System (CMWWDS) consisting of clips and brackets for attaching standard fire hose nozzles at each weather deck fire station. The clips and brackets shall be as specified by COMSCINST 3541.5 series, Part 1, Appendix C “CBRN Policy” (MA Plan no. S89-5-1) or a functional equivalent if the vessel is outfitted with modern vari-nozzles or other type nozzles. The clips shall be positioned to provide the greatest spray coverage possible for lifeboats, weather decks, housetops, bulkheads and high traffic areas. Structures that accommodate personnel shall receive priority of coverage. A list of any areas receiving minimal or no spray coverage shall be posted in Damage Control Central. The CMWWDS will be capable of being activated from the interior of the vessel. The CMWWDS shall be activated at least once quarterly to test its operational reliability. Cost of the CMWWDS shall be included within the fixed per diem rate.

L-6 CBRN Medical Countermeasures.

1. MEDICAL COUNTERMEASURES. Medical countermeasures are required as part of the ship CBRN Equipment Inventories and are listed in the current ship CBRN AEL. The following are the required medical countermeasures:

a. Pyridostigmine Bromide. These tablets are a pre-treatment that must be refrigerated to preserve effectiveness.

b. Atropine is an anticholinergic used as an antidote for nerve agents to counteract excessive amounts of acetylcholine. It also has other extensive medicinal uses.

c. Diazepam (CANA) is a Schedule IV controlled substance. It is an anticonvulsant to be administered only by or as specifically directed by qualified medical personnel and stored per applicable regulations.

d. Antidote Treatment Nerve Agent, Auto-Injector (ATNAA) provides Atropine Injection and Pralidoxime (2PAM) Chloride Injection in separate chambers as sterile, pyrogen-free solutions for intramuscular injection. It is a specially designed unit for automatic self or buddy-aide administration by military personnel. When used, ATNAA administers both Atropine and 2 PAM through a single needle into the muscles of an outer thigh or the buttocks, dispensing a mixed dosage of 2.1 mg of atropine and 600 mg of 2 PAM. If a vessel has a full allowance of ATNAA, individual atropine and 2PAM are not required.

e. Pralidoxime Chloride (2 PAM) is an oxime used in the treatment of organophosphate insecticides and nerve agent poisoning to block the inhibition of acetylcholinesterase by nerve agents.

f. Ciprofloxacin (ciprofloxacin hydrochloride) tablets and CIPRO (ciprofloxacin) oral suspension are synthetic broad-spectrum antimicrobial agents for oral administration.

g. Optical inserts/Vision Correction Assembly are required by all mariners in shipboard leadership roles or survey/DECON team positions as well as those crewmembers that require corrective lenses to conduct their normal shipboard duties. They are required to have optical inserts for use with the M50 protective mask. Further guidance for obtaining prescriptive eyewear is described in the current CBRN AEL.

h. Storage of CBRN Equipment and Supplies such as Individual Protective Equipment

(IPE), medical supplies (not needing refrigeration), and general use of DECON material must be stowed in the CBRN locker.

(1) CBRN lockers must be located in environmentally controlled spaces.

(2) All items shall be stowed in a ready for issue status.

(3) The inventory of CBRN items shall be posted on the inside of each CBRN locker door. Items not stowed in the CBRN locker shall be identified and the location of those items noted on the inventory list.

(4) All 6-ounce bottles of Calcium Hypochlorite shall be properly stored in anti-corrosive lockers obtained via the Special Material Logistics Type Desk upon PML request.

New Medical Lockers (2090-00-368-4792) will hold approximately 36 (6oz.) bottles of Calcium Hypochlorite; therefore, PMLs shall request an adequate number of lockers for their HTH requirement. These lockers shall be mounted on a bulkhead within the ship..

(5) All ships must forward requests to the MSC_CBRD@navy.mil group email address via the respective Program Manager Logistics (PMLs). The COMSC N34 FP Force CBRN-O should be copied when requesting CBRN Equipment.

i. Handling, Storage, and Accountability of CBRN Medical countermeasures

(1) CBRN Medical countermeasures are considered Controlled substances:

(2) CBRN Medical countermeasures, including Diazepam, are controlled and regulated as per the Federal Comprehensive Drug Abuse and Control Act of 1970, MSC, Controlled Substances SMS, NAVMED P-117, Chapter 21 and COMSCINST 6000.1, Military Sealift Command Medical Manual.

j. The CBRN Medical countermeasures currently managed by MSC N44 Special Material

Logistics Type Desk

(1) Atropine auto-injectors, Pralidoxime (2-PAM) auto-injectors, ATNAA, Diazepam (Controlled Narcotic) auto-injectors, Pyridostigmine Bromide Tablets, and Ciprofloxacin Tablets.

(a) Diazepam (CANA) is a Schedule IV Controlled substance that is required to be mailto:MSC_CBRD@navy.mil locked in a cabinet within a locked space. For ships with small CANA inventories and ships without a Medical Service Officer (MSO), Medical Department Representative (MDR), or a Medical Safe, CANA must be locked in the CO/Master’s Safe. The MSO or MDR when assigned shall maintain custody of CANA in the same manner as with any Controlled Substance.

CANA Auto-Injectors must be included and accounted for by the Controlled Substances Inventory Board (CSIB) appointed by the ship’s CO/Master/Commander/OIC. Records of Controlled Substances, Receipt, Storage, Use and Disposal must be maintained to include manufacturer, lot, and expiration dates.

(b) CBRN Medical countermeasures: Other than Controlled substance:

(2) All other medical countermeasures: Atropine auto-injectors, Pralidoxime (2-PAM) auto-injectors, ATNAA, Pyridostigmine Bromide, and Ciprofloxacin should be stored in a temperature-controlled, locked space to ensure effectiveness and accountability. Pyridostigmine Bromide tabs must be refrigerated between 2-8 degrees Celsius.

(3) Expired Medical countermeasures

(a) Vessels that normally operate in CONUS or that have ready access to the U.S.

Postal Service; the replacement of expired medical countermeasures shall be coordinated through the ship’s CBRNO/MSO/Medical Representative, respective PML and the MSC N-44 Special Materials Type Desk. Upon receipt of new medical countermeasures from the MSC W- 143 warehouse, the expired medical countermeasures must be shipped back to MSC W-143 warehouse for proper processing and disposal with no exceptions. All shipments of CBRN controlled substances, as well as non-controlled shipments to and from building W-143, shall be handled as “Sensitive Inventory Items and Controlled Substances” requiring registered Parcel Post, Return Receipt Requested Service or other traceable means through commercial small packages carries such as UPS or FEDEX. The Receiving Activity must provide the printed name and signature of the person receiving the shipment on the domestic return receipt (PS FORM 3811) if sent by registered mail.

(b) Vessels that are forward-deployed (OCONUS) and do not return to CONUS for long periods of time, medicinal destruction/disposal shall be handled on a case-by- case basis.

Ships must coordinate first with their respective PML, the MSC N44 CBRN/ATFP Logistics Type Desk Manager, and MSC CBRNO to ensure that the medical countermeasures have expired or will expire with no expectation of extension. Once this verification has occurred, and MSC CBRNO has received approval for onsite disposal, the expired must be destroyed per reference (j). The additional amplified instructions above are required by MSC to complete the disposal process.

(c) For additional questions or electronic copies of forms/instructions, the ship CBRNO/MSO/Medical Representative should contact the PML or the MSC N44 CBRN Logistics Type Desk Manager.

L-7 Crew Training.

L-7.(a) The Contractor shall ensure all crewmembers have completed the CBRN Basic Defense Course within the previous five (5) years in accordance with COMSCINST 5530.3 (series). The CBRN Officer shall conduct general shipboard CBRN Indoctrination Training Course for the ship’s crew, including specific CBRN training for the Chemical Decontamination and Radiological Survey Team, donning and doffing of the Chemical Protective Suit, use of the CBRN gas mask, and general personnel decontamination procedures. Specific CBRN training for the Decontamination and Radiological Survey Team shall include use of radiac meters and chemical detection equipment, decontamination of deck and equipment, procedures for rigging and operating the ship’s CMWWDS, procedures for setting up and operating the decontamination station, and buddy/self-aid.

(a) Training is required annually for all shipboard personnel including MSC employees, military personnel, civil, contract mariners and contractors permanently assigned to the vessel.

1. Whether initial or revalidation, this training must be conducted prior to reporting aboard a ship. No mariner must report aboard a ship without the training in periodicity for the duration of their projected tour.

(b) This mandatory training must be conducted in a formal school

(MSC, MSC Approved Union Schoolhouse, and USN School) every 5 years. The CD-based training or training conducted by the Ships CBRNO must be conducted in the years the formal schoolhouse training is not attended and documented in training record

1. This CD training only takes place as the requalification method for the annual requirement.

2. It does not take the place of the mandatory 5-year formal schoolhouse class.

3. In the event that a Mariner/CIVMAR is unable to receive this training prior to departing CONUS, the CBRNO must provide it within 7 days of the individual reporting aboard ship and indicate in the CONMAR/CIVMAR training record.

Newly reporting personnel shall be thoroughly indoctrinated in qualification requirements and training procedures supplied with proper IPE, shown the location of decontamination stations and deep shelter stations, and be assigned to the repair party organization.

Training should be of such depth, detail and periodicity as to enable the crew to perform their duties as outlined in COMSCINST 3541.5 Series, Part 2, Chapter 5 CBR Defense Bill at any time.

Cost of all crew training shall be included within the fixed per diem rate.

L-7.(b) The Contractor shall ensure a CBRN Drill is conducted on a quarterly basis. The CBRN Drill shall involve the entire crew in a scenario that requires donning gas masks, exercising the decontamination team, and rigging and activating the CMWWDS. Drills shall be alternated between a Chemical Defense Drill and a Radiological Defense Drill. Thus, within one year, the vessel shall have conducted (1) Chemical Defense Drill and (1) Radiological Defense Drill.(1) Biological Drill, and (1) Dirty Bomb Drill A consolidated CBRN/ATFP report identifying the most recent CBRN Drill conducted shall be submitted monthly IAW COMSCINST 5530.3 (series).

a. Definition of a drill: A drill is a coordinated, supervised activity, full-scale, live and employed to test specific operations or functions. It is not to be confused with a tabletop exercise/PowerPoint presentation, which involves key personnel discussing or training simulated scenarios in an informal setting.

b. A CBRN drill must be conducted quarterly with no more than ninety days between drills.

(12) One drill annually must simulate a dirty bomb scenario.

(13) One Drill annually must simulate an Attack using a Chemical Agent

(14) One Drill annually must simulate an Attack using a Biological Agent

(15) One Drill annually must simulate an attack using a Radiological Agent
