About this file

This is a Request for Proposal (RFP) for janitorial services at the Federal Emergency Management Agency (FEMA) facility located at 200 228th Street SW, Bothell, Washington 98021. The solicitation number is 2258, issued on July 21, 2026, with proposals due by August 4, 2026 at 5:00 PM ET. The contracting officer is Mrs. Tara Shirley at FEMA Mt. Weather, Virginia, and proposals should be submitted to tara.shirley@fema.dhs.gov. The Government requests firm-fixed pricing for services described in the Statement of Work, with pricing valid for thirty (30) days following submission. Award will be made to one contractor based on best value determination using two evaluation factors in descending order of importance: (1) proximity to facility and (2) price.

Offerors must be located within a 30-mile radius of the Bothell facility to be considered; any company outside this radius will be disqualified. The prime contractor and all subcontractors performing janitorial cleaning must also meet this proximity requirement. Required services include daily cleaning Monday through Friday (excluding federal holidays) with work completed by noon, covering various flooring types including carpet, linoleum, and tile across multiple areas. The contractor must provide all labor, management, supervision, supplies, materials, and equipment necessary to perform janitorial and miscellaneous utility work. Wage Determination 2015-5535 (Revision 28) governs this acquisition, and Executive Order 13706 health-and-welfare and paid-sick-leave requirements apply. Offerors must provide their UEI Number and GSA Contract Number (if applicable) with their proposals. The Government will evaluate pricing using FAR 15.404-1 techniques, including comparison of proposed prices to historical prices, competitive published price lists, independent Government cost estimates, and market research.

You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW). Funding has been obtained for this proposed procurement in an amount equal to or greater than the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services listed in the SOW to be in effect for thirty (30) days after the date of your RFP response. Source selection will be based on a best value determination. There are two evaluation factors listed in descending order of importance, proximity to location, and price with proximity being more important than price. If there is more than one quote that has an acceptable proximity, price will be the determining factor for award.

PROPOSAL INSTRUCTIONS:

Factor 1: Proximity to Facility

· The Prime Offeror must be within a 30 mile radius of the facility stated above.

Factor 2: Price

· The Offeror’s quoted price must address all requirements in the SOW. A total price is acceptable. If the Offeror misquotes the requirement, it will be at the risk of the Offeror if they receive the award.

EVALUATION CRITERIA:

Factor 1: Proximity to Facility

· The Government will evaluate the Prime Offeror’s proximity to the facility where the work is to be performed. Any company outside of a 30 mile radius will be disqualified from consideration.

Factor 2: Price

· Price will be evaluated to ensure that the final agreed-to price is fair and reasonable. In evaluating price, the Government will follow the proposal analysis techniques from FAR 15.404-1. Examples of such techniques include, but are not limited to the following:

· Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price.

· Comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial items including those “of a type” or requiring minor modifications.

· Comparison with competitive published price lists, published market prices of commodities, similar indexes, and discount or rebate arrangements.

· Comparison of proposed prices with independent Government cost estimates.

· Comparison of proposed prices with prices obtained through market research for the same or similar items.

ADDITIONAL INFORMATION TO BE PROVIDED BY THE OFFEROR:

a. UEI Number: ___________________

b. GSA Contract Number (if applicable): __________________

NOTE: Only one award will result from this RFP.
