About this file
This document contains questions and responses related to a Request for Proposals (RFP) issued by the State of Illinois Department of Central Management Services (CMS) for Child Care Services at the Michael A. Bilandic Building in Chicago, IL. The RFP is seeking proposals from qualified vendors to provide on-site child care services. Offerors must be certified in the Illinois Small Business Set Aside program to submit a proposal. The RFP provides clarification on response formatting, referencing attachments, and structuring the proposal into four separate packets. Packet 1 should include the offeror's complete response, Packet 2 should include the pricing section, Packet 3 should include the offer terms and conditions, and Packet 4 should include the required certifications and disclosures.
The contract will be awarded to the responsive and responsible offeror whose proposal is most advantageous to the State, taking into consideration price and other evaluation factors set forth in the RFP. The contract term is not specified, but the RFP indicates the State anticipates enough time for offerors to negotiate monthly fees and confer with counsel if needed. The RFP also clarifies that the State will provide a refrigerator, stove, and microwave ovens for the child care facility.

State of Illinois CMS Child Care at MABB
RFP # 22042032
Questions and Responses
1. When responding to the RFP, it is in red. Do you want me to put my responses in red? I have a different font than the criteria listed, so it’s easy enough to see, but I can still put it in red if needed.
RESPONSE: Offeror responses do not have to be in red – this is just to bring the respondent’s attention to where information should be provided.
2. Not all of my responses have the Header State of Illinois Specifications/Qualification/Statement of Work. Some of the responses are a few pages long, is it ok if there is no header?
RESPONSE: No, there does not need to be a header.
3. Only in D.6.4.9 do I actually have the 3 policies manual printed. I don’t refer to them as attachments but just those pages after that criteria. Is this OK?
RESPONSE: Yes, it is acceptable to refer to specific pages of your policy manual.
4. I will also like to paper clip those separately so it is obvious they belong together.
RESPONSE: Yes, using a paperclip to maintain order within your responses is acceptable.
5. The playground equipment was replaced, could you provide an end date for the monthly payments?
RESPONSE: This would become part of any resulting contract.
6. I expect to have to negotiate the monthly fees as noted in the RFP. If so, I would like to make sure it is at an agreeable time to get my council in order if I feel I need it.
RESPONSE: The State anticipates enough time for Offerors to confer with counsel for any monthly fee negotiations.
7. The contract refers to the State providing a fridge, stove and 2 microwave ovens, which is provided by the current vendor.
RESPONSE: D.6.3.5 will be replaced with “Identify your plan for food preparation and service; a small preparation kitchen is on the premises with a sink and hook-ups for a stove, refrigerator and microwave oven.
8. Packet 1 is the offer that I have written and the other pages that I don’t respond specifically to?
RESPONSE: Packet 1 should include everything under Sections D.
9. Packet 2 is the pricing section?
REPSONSE: Yes, Packet 2 should include all of Section E, the Pricing pages, and should be in a separate, sealed envelope.
10. Packet 3 is for C.10.1 Offer, are you referring to the terms and conditions?
RESPONSE: Please consider Section C Offer a checklist for the company to ensure that all areas of the solicitation and response have been addressed. Packet 3 should include:
Section C Offer, Section 3. F Standard Terms and Conditions, Section 3.G Exceptions to Solicitation and Contract Terms and Conditions, Section 3. H Supplemental, and Section 3.I Subcontractor Utilization Section 3.J References are not applicable.
11. Packet 4 I do not know what you are looking for in terms of C.12.2 Certifications Timely to this Solicitation and C.12.3 Disclosure of Lobbyists and pending contracts. Am I supposed to respond to this with specific paperwork?
RESPONSE: Packet 4 should include either Forms A or Forms B C.12.2 and C.12.3 identified in the Offer Section corresponds to Forms B #2 and #4/#5 respectively.
#2 under Forms B requests that Vendors confirm that they are not barred from having a contract with the State based upon the conditions identified in that paragraph. If a Vendor is able to have a contract awarded, the Yes box would apply. There is no specific documentation required to be submitted unless the company meets any of the conditions within the paragraph.
#4 under Forms B requests Vendors confirms whether the company is represented by a lobbyist. If there is no lobbyist, the No box would apply. There is no specific documentation required to be submitted unless the Vendor marks Yes.
#5 under Forms B requests that Vendors disclose any current or potential contract with the State in the grid provided.
